The State of Karnataka's attempt to impose the Medium of
Instruction in Kannada/mother tongue got a final reversal
from the Supreme Court.  It was expected that the Supreme
Court judgement would also lay to rest the Goa debate on
grants to English medium schools.  A very emotive issue on
cultural front, it probably brought down the previous
Congress government, but politics and pragmatism has kept the
same policy in place with cosmetic changes under the
Parivartan government.

After the Supreme Court judgement, the protagonists of
regional languages now seem to be making a distinction
between the Karnataka case over the imposition of the mother
tongue/Kannada and the case of release of grants for schools
imparting instruction in English at primary level in Goa.

Though the issue in Karnataka arose out of imposition of
instruction in the mother tongue/Kannada medium at primary
level, taking into account the importance of the a broader
issue, a regular bench of the Supreme Court framed five
questions for consideration of the Supreme Court's
Constitution bench.

The five questions for consideration before the constitution
bench were neither restricted to the imposition of
Kannada/mother tongue or release of grants to English medium
at primary level.  They were of universal character certainly
applicable to the entire country.  Here in Goa an unwarranted
communal colour was brought to a socio-economic matter fired
by aspirational parents of ambitions children who saw the
elite take up primary education in English.  They felt that
their future too lies in following the upper sections of
society which patronized the private unaided English schools.

That created stress on the Diocesan Society of Education
which then imparted primary education in Konkani based upon
the Government of Goa's grants policy.  It is imperative to
place on record that the Diocesan Society of Education did
not seek grants on the basis of its minority character,
though it was their legitimate constitutional guaranteed
right to establish and administer educational institutions of
their 'choice' which would also include choice of language.

  The Supreme Court has now clearly ruled that the
  'choice' of the minority community under Article
  30(1) need not be limited to imparting education in
  the language of the minority community.  Of the
  five issues framed for resolution and the
  conclusion of the constitution bench only three
  concern us in Goa: (i) What does the mother tongue
  means?  If it referred to as the language in which
  the child is comfortable with, then who will decide
  the same?  (ii) Whether a student or a parent or a
  citizen has a right to choose a medium of
  instruction at the primary stage?  (iii) Does the
  imposition of mother tongue in any way affect the
  fundamental rights under Article 14, 19, 29 and 30
  of the Constitution?

Rejecting all arguments of the Karnataka government on
regulating the primary education, the Supreme Court ruled it
is the parent or the guardian of the child who will decide
what the mother tongue of the child is. The Constitution
nowhere provides that the mother tongue is the language the
child is comfortable with and power of the State cannot be
expanded to restrict a fundamental right by saying that
mother tongue is a language which the child is comfortable with.

The right to choose the medium of instruction at the primary
school stage shall remain with the child and/or parent and
not the State, the Supreme Court ruled.  In fact the Court
has placed the right of a child to be educated in the medium
of instruction of his choice within the four corners of
freedom of speech and expression.

The most significant pronouncement is that imposition of
mother tongue affects the fundamental rights under Arts.  19,
29 and 30 of the Constitution.  The verdict is loud and
clear.  There is no room for debate at least at this stage.
The debate whether the Supreme Court was correct in its
interpretation can go on.  But as a student of law, I
believe, the Supreme Court is ordained to have the last word
and that last word is the law of the land.

  The Supreme Court has also recorded that the
  experts have opined that children study better if
  they are taught in their mother tongue.  Even then,
  the State cannot impose controls on choice of the
  parents just because it thinks that it will be more
  beneficial for the child if he is taught in the
  primary stage at school in his mother tongue.  In
  Karnataka, it is a issue of imposition of Kannada
  on a sections which are resisting that imposition
  while in Goa it is a matter of hope for the
  sections resisting the

Sauntering through Midtown Manhattan is quite an experience.

Occasionally as you get references to the kind of places you
are looking for, you know you would not have to ask anyone
for the directions, because the avenues and streets are all
laid out at right angles to each other. Very different of
course, from the turn-right-you'll-find-a-cross, walk-a-
few-metres-and-you'll-get-a-tamarind-tree,-and-then-
you'll-see-this-yellow-house-with-tiles kind of direction
for location.

  The difference is palpable upon your very landing
  at the airport.  At any airport in India, you have
  trolleys galore and you can just pick up one and
  take your luggage out.  But the John F Kennedy
  Airport bills you for everything, from the trolley
  to whatever.  Something normal to witness, I am
  told, are shouting matches between taxi drivers and
  potential passengers...  this is when I see one
  between a Black taxi driver and a White woman who
  wanted to hire a taxi.  She expected subservience
  and he wasn't ready to oblige.  Beneath the veneer
  of this much talked of free country, there is a
  reeking racism, much like our caste system.
  Predictably, there is sexism too.

cold at minus 3 degrees Celsius from a warm and humid 32
degrees in Goa.  It was gradually to get to even minus 7
degrees Celsius, mind you, although already supposed to have
been the end of winter.  But after a while, you just get used to it.

  One has to concede though about the feeling of
  safety at any time of day or night.  Although a
  stranger, I had no difficulty walking through the
  streets past midnight on my own.  I am not sure if
  I would venture to walk late at night like that in
  Goa, except if there was no other choice.  The key
  to this is that there are more women and men on the
  street, although they are not sauntering like me
  and always have a brisk walking pace.

Marches through the streets are a familiar feature
considering the location of the United Nations in the area,
and also the location of several country permanent missions
to the UN.  The concerns around the Ukraine crisis also
spilled onto the streets.  One could not also miss seeing the
woman who was speaking through a funnel about how their
family property was grabbed in China.

One day when the cold had got to me, I decided to have a soup
for lunch and ordered lentil soup, looking forward to
something to relish, little knowing that it was in fact good
old dal curry deliciously cooked.  Talking of meals, your
best bet at Manhattan are the pizzas, nothing to beat those
authentic local pizzas, with artichoke, broccoli, chicken,
sausage, zucchini... to suit your palate.

  As far as the literary domain goes, I found the New
  York Public Library quite exciting.  Anyone can
  just enter with their bags and all and read and you
  have staff that really tries to help you much like
  the staff at our own Central Library in Goa.  You
  give them the name of a book and an author and even
  if they don't have it, they will tell you which
  other public library may have it, or even suggest
  another book that could be on the same subject
  matter.  The Morgan Library which is a private
  library has a Department of Medieval and
  Renaissance Manuscripts, which among other items,
  houses a manuscript which has some leaves of texts
  and several leaves of drawings some of which were
  illuminated partly at sea aboard the Portuguese
  vessel *Rainha*, and at Goa, between 1558 and 1565,
  in colored ink and watercolor.  It however requires
  advance notice of visit by at least a month, to
  retrieve the document for you to refer or glance.

Another interesting feature is the community volunteer
service at the public libraries. You find old retired people
particularly women who sit at designated spaces at the
entrance and volunteer to assist you to procure any
information you may need about the library. They even have
guided tours of the library, though that is something t

paid for. Conversing with one of them as to what prompted
them to volunteer, she remarked it was payback time, as she
herself had been much enriched by her access to the library.
She asks me from where I am and when I tell her that I am
from Goa, her next question is: are you happy with the
consequences of Liberation of Goa?

I simply say yes and no to her.

  If the struggle of Narendra Modi for power is the
  struggle of forgetting over memory, his victory
  represents a collective leap towards an uncertain
  future.

Mr Modi's remarkable election campaign may have been fuelled
by unprecedented sums of money and magnified by the logic of
the first-past-the-post system -- which converted a 12
percentage point difference in vote share with the Congress
into a 600 per cent difference in seats -- but it has helped
him banish, for all intents and purposes, the lingering
shadows of a darker past.

Troubling questions about his record that were met earlier
with menacing silence or anger, but never answers, can no
longer be asked.  With the absolute majority Mr Modi has now
delivered for the BJP, a new ledger of accounts has been
opened.  Any audit of his record will henceforth be on his
own terms.

Narendra Damodar Modi asked the electorate for 272+ seats and
they have given it to him.  He asked voters for a
'Congress-mukt Bharat' -- an India free of the Congress --
and they have handed it to him.  So reviled was the
Congress-led United Progressive Alliance government and so
terrible its record of governance that the party has
justifiably suffered the worst defeat in its 129-year
history.

The 'Modi Wave' left nearly 60 per cent of the electorate
cold and failed to make a major dent in those states where
regional parties still enjoy a high degree of credibility
with voters like Tamil Nadu, Odisha and West Bengal but it
has wrecked the Congress everywhere. The wave swept through
Uttar Pradesh, where it also managed to draw away voters from
the Bahujan Samaj Party if not from the Samajwadi Party, and
of course Bihar too.

  With the Congress winning less than 55 seats, the
  16th Lok Sabha will not have an Official Opposition
  or a formal Leader of the Opposition.  Ever
  reluctant to shoulder responsibilities in a
  competitive environment, Rahul Gandhi is once again
  off the hook.  But the question of an effective
  opposition so essential for democracy is not merely
  a formal one.

Taken together, MPs from national parties like Congress, the
Left and the Aam Aadmi Party will barely add up to 60.

Regional parties like the AIADMK, the TRS and the Biju Janata
Dal, which are non-ideological, or the Trinamool Congress,
which veers towards populism but is essentially
Bengal-centric, are unlikely to show much interest in, let
alone challenge, the Modi government on a large number of
crucial areas of policymaking.

Mr Modi will lack a majority in the Rajya Sabha for at least
the next year so he will either cut deals with regional
parties to ensure the passage of legislation in the upper
house or look for ways to take executive decisions,
especially in the economic and financial sphere where
discretionary powers abound.

Indeed, BJP leaders close to the incoming Prime Minister have
already drawn up a list of measures that could be implemented
by administrative fiat. Spared the burden of filling his
cabinet with allied parties, Mr Modi will have the freest
hand of any Prime Minister since Rajiv Gandhi.

So far, he ran a 'presidential' style campaign. His style of
governance is likely to be equally 'presidential'. To the
extent this streamlines decision-making, this will have a
positive impact. But to the extent this concentrates
authority in a 'power vertical,' his style could be harmful too.

  While the Indian corporate sector and native and
  foreign investors in the stock market are justified
  in celebrating the arrival of a right wing,
  business-friendly government, this is not
  necessarily the side of 'Modinomics' that most BJP
  voters would like to see.  Mr. Modi campaigned
  hard on a platform of economic development, job
  creation and an efficient administration, and the
  40 per cent of voters who backed the BJP-led
  alliance did so because they believe he will
  deliver on these promises.  But contradictions
  exist, especially in areas where satisfying the
  aspirations of a corporate constituency -- for
  example in the area of labour reform -- will
  perforce end up undermining the aspirations of
  voters for jobs and job security.

Another area to watch closely will be the Modi government’s
attitude towards law and order, and especially the right of
vulnerable citizens -- women, minorities, adivasis and dalits
-- to security, justice and equity.

Mr Modi lost a golden opportunity during the election
campaign to assure India's Muslims that they would be safe
under him when his attention was drawn to VHP leader Pravin
Togadia's suggestion that violence be used to evict a Muslim
family

Mr Kirit Maganlal Chairman CII Goa Council welcomed the winning of BJP led
NDA Country has voted vehemently for a development platform. Industry is

  If the struggle of Narendra Modi for power is the
  struggle of forgetting over memory, his victory
  represents a collective leap towards an uncertain
  future.

Mr Modi's remarkable election campaign may have been fuelled
by unprecedented sums of money and magnified by the logic of
the first-past-the-post system -- which converted a 12
percentage point difference in vote share with the Congress
into a 600 per cent difference in seats -- but it has helped
him banish, for all intents and purposes, the lingering
shadows of a darker past.

Troubling questions about his record that were met earlier
with menacing silence or anger, but never answers, can no
longer be asked.  With the absolute majority Mr Modi has now
delivered for the BJP, a new ledger of accounts has been
opened.  Any audit of his record will henceforth be on his
own terms.

Narendra Damodar Modi asked the electorate for 272+ seats and
they have given it to him.  He asked voters for a
'Congress-mukt Bharat' -- an India free of the Congress --
and they have handed it to him.  So reviled was the
Congress-led United Progressive Alliance government and so
terrible its record of governance that the party has
justifiably suffered the worst defeat in its 129-year
history.

The 'Modi Wave' left nearly 60 per cent of the electorate
cold and failed to make a major dent in those states where
regional parties still enjoy a high degree of credibility
with voters like Tamil Nadu, Odisha and West Bengal but it
has wrecked the Congress everywhere. The wave swept through
Uttar Pradesh, where it also managed to draw away voters from
the Bahujan Samaj Party if not from the Samajwadi Party, and
of course Bihar too.

  With the Congress winning less than 55 seats, the
  16th Lok Sabha will not have an Official Opposition
  or a formal Leader of the Opposition.  Ever
  reluctant to shoulder responsibilities in a
  competitive environment, Rahul Gandhi is once again
  off the hook.  But the question of an effective
  opposition so essential for democracy is not merely
  a formal one.

Taken together, MPs from national parties like Congress, the
Left and the Aam Aadmi Party will barely add up to 60.

Regional parties like the AIADMK, the TRS and the Biju Janata
Dal, which are non-ideological, or the Trinamool Congress,
which veers towards populism but is essentially
Bengal-centric, are unlikely to show much interest in, let
alone challenge, the Modi government on a large number of
crucial areas of policymaking.

Mr Modi will lack a majority in the Rajya Sabha for at least
the next year so he will either cut deals with regional
parties to ensure the passage of legislation in the upper
house or look for ways to take executive decisions,
especially in the economic and financial sphere where
discretionary powers abound.

Indeed, BJP leaders close to the incoming Prime Minister have
already drawn up a list of measures that could be implemented
by administrative fiat. Spared the burden of filling his
cabinet with allied parties, Mr Modi will have the freest
hand of any Prime Minister since Rajiv Gandhi.

So far, he ran a 'presidential' style campaign. His style of
governance is likely to be equally 'presidential'. To the
extent this streamlines decision-making, this will have a
positive impact. But to the extent this concentrates
authority in a 'power vertical,' his style could be harmful too.

  While the Indian corporate sector and native and
  foreign investors in the stock market are justified
  in celebrating the arrival of a right wing,
  business-friendly government, this is not
  necessarily the side of 'Modinomics' that most BJP
  voters would like to see.  Mr. Modi campaigned
  hard on a platform of economic development, job
  creation and an efficient administration, and the
  40 per cent of voters who backed the BJP-led
  alliance did so because they believe he will
  deliver on these promises.  But contradictions
  exist, especially in areas where satisfying the
  aspirations of a corporate constituency -- for
  example in the area of labour reform -- will
  perforce end up undermining the aspirations of
  voters for jobs and job security.

Another area to watch closely will be the Modi government’s
attitude towards law and order, and especially the right of
vulnerable citizens -- women, minorities, adivasis and dalits
-- to security, justice and equity.

Mr Modi lost a golden opportunity during the election
campaign to assure India's Muslims that they would be safe
under him when his attention was drawn to VHP leader Pravin
Togadia's suggestion that violence be used to evict a Muslim
family

Singapore instead of America and Europe.
An overhaul of the police and justice systems.

Panaji: BJP won the Lok Sabha polls in Goa by defeating Congress in both 
the parliamentary constituencies in the state today.


BJP retained the North Goa seat, while wresting Congress' South Goa bastion.

Sitting MP and BJP candidate Sripad Naik won in North Goa defeating 
Congress' Ravi Naik, while Congress' Aleixo Lourenco Reginaldo lost to 
BJP's Narendra Sawaikar in South Goa.


Sripad Naik polled 176,124 votes as against 87,145 votes by Ravi Naik 
followed by votes of Dattaram Desai from AAP, who polled 11,791 votes.


In South Goa, Sawaikar polled 198,776 votes as against Reginaldo who got 
1,66,446 votes. A woman candidate Swati Kerkar contesting on AAP ticket 
got 11,246 votes, Trinamool Congress Party leader Churchill Alemao 
polled 11,941 votes.


Goa had gone to polls on April 12 wherein 76.82 per cent voters 
exercised their franchise.


The record voting was nearly 21 per cent more than 2009 polls which saw 
55 per cent of the voters cast ballot.


The 1998 Parliamentary polls had recorded 68 per cent votes.

Issues like special status for Goa, eradication of drug menace, 
resumption of legal mining and special package for the people affected 
with the then ban on the mining industry were high on the agenda of the 
political parties.


The voting percentage indicated that there was huge polling in the 
mining belt, where people were demanding resumption of economic activity 
in their belt. After the counting, it was indicated that the votes were 
polled in favour of the BJP in this belt.


However, the traditional voters of Salcette taluka with a predominantly 
Catholic population preferred to remain with the Congress party as 
Lourenco polled more votes as against the BJP candidate.

have given a very clear mandate to Narendra Modi and the BJP to govern our
great nation for the next five years.



India needs to move ahead and in all the good that he does we need to now
support Narendra Modi. But to keep the government on track, a vibrant and
vocal opposition is indispensable



Narendra Modi has promised a lot and it is now time to deliver. Goans have
been promised Special Status which needs to see the light of the day at the
earliest.



In the 16th Lok Sabha persons like Arun Jaitley, Sachin Pilot and Nandan
Nilikeni would have been an asset. But the voters felt otherwise.

While appriciating you line of thought, let me say this:

GSRP's first line of attack has been 'The Congress'. It was born to in the year 
2000 to eliminate the Congress in Goa for its selfishly corrupted ideology and 
misrule.

This has been done in Goa in the 2012 Assembly Elections and now in the 2014 LS 
Elections by using the central monster, the BJP.

With the CORRUPT CONGRESS out of the way, GSRP's intent in 2017 is to sideline 
BJP which is both CORRUPT and COMMUNAL and  to take over the reins of GOA in 
GOAN hands for the first time since 1961  to re-instate  the GOAN SECULAR 
HOSPITABLE image that has existed from time immemorial and which is now under 
threat due to the massive corrupted and communal influence over GOA and GOANS 
from across the borders. GOA in 2017 must become the MODEL state for the Indian 
Union to fall back on in terms of IMPARTIAL  GOOD-EFFECTIVE-GOVERNANCE.

So help us GOA, keeping in mind that GSRP will not seek VOTES but will want to 
be VOTED IN.

  Congratulations to BJP not only for winning the election but winning it more 
handsomely with clear majority and thereby lending a strong credibility to the 
prediction made by the Exit Polls. Congress Party in its defeat was decimated 
not only from the Parliament but also from the Indian political scene. Only 
Indira Gandhi must come out from the dead to revive it. Otherwise it looks 
R.I.P. Congress Party at the Centre.  Unless Congress Party is liquidated 
completely from the Indian political scene there will never be cleanliness in 
Indian politics. This time people's mandate in favour of BJP was not for the 
love of BJP but more for the hatred for Congress because Congress Party 
government was filled with scams and corruptions at all levels during the last 
one full decade.


  Since independence Congress Party ruled India almost for 5 decades of which 3 
decades uninterrupted and during this long period Congress could have done 
wonders for India and Indians but instead Congress promoted corruption, scams 
and bad governance with the help of corrupt Congressmen.  Congress Party 
converted Congressmen into Maharajas and Monarchs who led the life of feudal 
lords resulting in the revolt by the voters as witnessed in this election. Even 
minorities who were afraid of BJP voted against Congress. So much is the anger 
of the voters against Congress Party and of course deservingly.


  No doubt I accept the verdict in favour of BJP yet I am more afraid of Modi 
now because in this victory he came out more powerful and with the help of this 
power he may turn into a monster with his RSS linkage and supported by RSS 
elements in BJP.  I only hope he maintains his balance well as per his victory 
speech. More than development in India we need life security for the minorities 
and Modi should give this life security to all the minorities.  He should 
follow the example of Morarjee Desai as premier and stop being revengeful 
against those whom he thinks his opponents. He should give a feeling that all 
Indians whether from the minorities or majority communities are equal. He must 
accept the fact that India belongs not only to the majority community only but 
also to the minorities.


  In the defeat of both the Congress candidates in Goa, once again Goan voters 
indicated their hatred for the mismanaged Congress Party in Goa. The gain of 
BJP in the South Goa was the result of the big mistake of Congress Party of 
refusing the party ticket to the MP Sardinha. Congress High Command in Delhi 
must accept the blame for this goof.  John Fernandes has to do a lot to revamp 
the party in Goa by eliminating all the party rebels and corrupt. The loss of 
Congress in the North though expected was due to the very bad image of Ravi 
Naik associated with some corrupt elements accompanying in his campaign.


  Finally, let us all pray to God to give wisdom to the BJP leadership to 
govern the country well to the satisfaction of all especially of the minorities.

Indian  electoral system the future trend
reveals that  political parties that extensively
fund their campaigns  making  full
use of the audio visual print and electronic media   and
booth level workers adequately funded for well over six months before the
hustings  a  victory  of this dimension now becomes obvious   Mind you the 
campaign relied heavily on media
hype  , washing dirty linen in public,  the “mis”  rule of the predecessor  
without portraying the agenda  of the aspiring party .
The huge win for the BJP and its
pre-poll allies   331 seats  in the 2014 Lok Sabha polls reflects this
effort.
 The only face saving
consolation for the oldest party the INC is that in 1984  when it secured  
2/3rds of the 543 seats over  400 seats– albeit a sympathy wave following
the tragic death of Ms Indira Gandhi – the BJP then had  secured just 2 votes  
.  But
this  time round the INC  gained  45 as against the BJP 282.
A veteran Jan Sangh member who  spoke to this writer post results  admitted 
that it was neither the victory of
Mr Narendra Modi nor of the BJP but thanks to funds from the corporate sector  
the smart media campaigning and surge of
electoral spending . He argued further that  had  Mr Modi or the BJP the
confidence of its victory they would have not have to field him in Varanasi  
besides Vadadora much so when he presided over
the destiny of the State of Gujarat
He was however not confident if the BJP would  at least  now given the 
resounding mandate  and not withstanding their uncomfortable
seats in the Upper House –Rajya Sabha  pursue its three major issues viz 
abrogation
of Article 370 which now confers special status on Jammu  Kashmir, enactment
of the Uniform Civil Code, building of the Ram Mandir and the revival of the
National Commission to “review” the working of the Constitution – to make it
more representative of the Indian “ethos” set up earlier in February, 2000, and
review the Presidential form of Government  in view of fractured mandates and 
coalition governments.
He believed that issues of Freedom of Religion, Ban on religious
conversions, cow slaughter relations with Pakistan and issue of Jammu and
Kashmir  should be on top priority.
For Goa  Special category status and the MOPA airport should be top priority.
