Guidelines need to be formulated as to who can be appointed as Governor of the State to ensure that the High office is not open to political misuse. There should be a consensus amongst all political parties that only persons with proven skills of governance and administrative acumen be posted as Governors. Proficient retired Judges, competent officers of the various Administrative Services and armed forces amongst others could be considered to do justice to the Governor's role. It is time that all Governors stop acting as rubber stamps and play a vibrant role in contributing ideas with a vision to cure India's ills. A Governor's post should not be a retirement posting for the aged and ailing political party loyalists at the taxpayer's expense. There should be no room for partisan Governors and the Raj Bhavan should never be used as a venue to emanate the ideology, mission or agenda of any political party. Former Chief Ministers, former Union Ministers and leaders of political parties should never make it to the Raj Bhavan as they are bound to carry the political stink and aroma to that high position where the incumbent is infact supposed to be truly non partisan and uphold the constitutional provisions. Currently we have just a few eminent Governors including Mr. Bharat Vir Wanchoo, a very people friendly distinguished and resourceful person with no political roots or stench as the Governor of Goa. A trial court on Thursday rejected the anticipatory bail application moved by Devu Chodankar, a shipbuilding diploma holder working in Mumbai, clearing the way for his possible arrest, even as the police want to probe if Chodankar had broader plans to promote communal and social disharmony in Goa. During the run up to the Lok Sabha polls, Chodankar, in a post on Goa+, a popular forum with over 47,000 members, had claimed that if elected to power, Modi would unleash a 'holocaust'. He deleted his post subsequently. However, justifying his post subsequently on another popular local Facebook forum, Goa Speaks, Chodankar while apologising for his choice of words had stood by the sum of his argument, calling it his crusade against the tyranny of fascists. He also claimed that some elitist right wing elements were in the process of filing a first information report with the Goa Police's Cyber Cell. The police came into the picture when former chairman of the Confederation of Indian Industries Atul Pai Kane filed an FIR against him in March this year under sections 153(A), 295(A) of the Indian Penal Code (IPC) and section 125 of the People's Representation Act and 66-A of the Information Technology Act. Some of the sections are non-bailable in nature. Kane in his complaint said Chodandkar had threatened Facebook users from voting for the BJP in the Lok Sabha polls. Opposition parties at that time had protested the FIR calling it an attempt by the BJP to muzzle criticism. The complaint is against Devu for making inflammatory statements and trying to create communal disharmony, not comments against the BJP, Kane had explained in his online post. Police, in their plea filed before the District and Sessions judge, more than agreed with Kane and now want custodial interrogation of Chodankar for recovery of cyber forensic evidence at his instance and the motive of the crime. Critically, police inspector Rajesh Job of the Cyber Cell in his say claims: Custodial interrogation of the accused is very much essential to find out any motive of a larger game plan to promote communal and social disharmony in the state. Job claims that the delay in response by the Facebook legal cell forced the investigating police to resort to alternate means to confirm Chodankar's identity. Subsequently, two summons have already been issued to Chodankar. Facebook is still abuzz with comments on the incident. Writes Indian Institute of Technology (IIT) Mumbai alumnus Dr Samir Kelekar, who has been campaigning to drop police action against Devu for his post. No one is justifying what Devu wrote, but it is draconian to put someone behind bars for a mere FB post which has had no affect on the society-at-large, he says. Chodankar's legal counsel Jatin Naik says the next step would be approach the High Court for relief. 100 years: Remembering a Goan Patriot by Eng. A. X. Esmeraldo Gomes He would be a hundred were he alive today. He donned the military uniform and served his country, in war and in peace. He was a true patriot. He also loved his native soil. But for him, and a few others like him, Goa would today be a taluk of Maharashtra. Dr. Alvaro de Loyola Furtado was no doubt born to privilege. He was third of four children born to the distinguished Dr. Miguel de Loyola Furtado, on 23 May 1914. Dr. Miguel was the first Loyola-Furtado of the Furtados of Chinchinim, who married Maria Julieta de Loyola of Orlim, niece of Dr. Jose Inacio de Loyola, a giant political figure of the times. Of Dr. Miguel's brood, the eldest was Leonor who went on to become India's first woman editor while the youngest, Raul, was a US-Canada based writer-author. Dr. Alvaro graduated from the Madras Medical College in 1941. He joined the Indian Army Medical Corps during World War II and, under the Southeast Asia Command, served four years in Nira and Chittagong in Bengal. He was awarded the Burma Campaign Medal, the Long Service Medal and the War Medal. After the war, he returned to Goa where he practiced medicine. In the run up to the first Goa Assembly elections in 1963, with the looming threat of Goa being merged into Maharashtra as propounded by the Maharashtrawadi Gomantak Party, he plunged into politics and became the first President of the United Goans Party. He was the first elected MLA from Navelim Constituency. Well read, he proved to be one of the most erudite and a formidable legislator in what is widely regarded as Goa's best Legislative Assembly ever. He fought bravely to safeguard the independent identity of Goa. The official demand of the United Goans Party for the Opinion Poll had been Merger v/s Statehood. When some UGP leaders toned down the demand to Merger v/s status quo (Union Territory status) without party consultations, Dr. Alvaro and some like-minded MLAs broke away from the party. But, they campaigned against the merger of Goa into Maharashtra long and hard. Dr Alvaro even went a step further. He filed a writ petition in the Supreme Court as a precautionary measure in case the Opinion Poll verdict went in favour of merger. Such was his love for Goa. His high fidelity to his patients in search of cure was known to all even at times foregoing his food and daily needs for the patient was his priority. In his remembrance an award for a student qualifying for the medical profession from Chinchinim village has been justly instituted to remember his human qualities of service and of human bondage. In acknowledgement the people of Chinchinim have respectfully named the main road from St. Sebastian's Chapel, Chinchinim, to the Assolna bridge in his honour. On his 100th birth anniversary, we remember with gratitude one of those sons of the soil to whom Goa not only owes her separate political identity today but also deeds signifying his qualities of heart and intellect. Dr. Alvaro died with his boots on.

FN: *Bosla* or *boslai* isn't a question about your state of activity, or lack of it. It's simply a substitute for *hello* or *good morning* or *fine day*. Konkani, is a s a contextual language as still spoke, and certainly was spoken by those who really think in it/or are able to think in it. It employs contextual orientation; social parameters come into play, stressing of certain words suggest thinking not realized when simple looking at a word, etc. In regarding the word boslai there is a consciousness (still not quite dissipated today), an awareness directed on part of the observer towards the object. Let us say there is a woman who is of some means, brought in a lot of dowry, properties, the family is known to eat fish daily: essentially very comfortable. Now that woman is seen differently by those belonging to various strata of society. Her sitting in the balcao and the hark that is boslai essentially amounts to (and not the same by all and sundry) that she has taken care of the providing for her family and brood. The fish has been bought: this family can afford to go to the market and pay a higher price; the house has been swept, etc., etc., etc. A few things play out now. 01. One may imagine seeing you seated at this hour of the day as in chillin/being relaxed. Tokler bar nam (or not much weight/stress). Its could suggest something else at some other time, and does not need to be thought about. Then its a filler, and even consonant with interjected sounds. 02. Its awesome (to see you so). To mean people like you have the good life. You are together, etc. 03. I am pleased to see (assigning context, etc.) that all seems well. ...and so forth. I grew up on such scenarios at home and in every trip to Goa being that my grand uncle was a very aware priest who knew his languages (at least I believe so). A trial court on Thursday rejected the anticipatory bail application moved by Devu Chodankar, a shipbuilding diploma holder working in Mumbai, clearing the way for his possible arrest, even as the police want to probe if Chodankar had broader plans to promote communal and social disharmony in Goa. During the run up to the Lok Sabha polls, Chodankar, in a post on Goa+, a popular forum with over 47,000 members, had claimed that if elected to power, Modi would unleash a 'holocaust'. He deleted his post subsequently. However, justifying his post subsequently on another popular local Facebook forum, Goa Speaks, Chodankar while apologising for his choice of words had stood by the sum of his argument, calling it his crusade against the tyranny of fascists. He also claimed that some elitist right wing elements were in the process of filing a first information report with the Goa Police's Cyber Cell. The police came into the picture when former chairman of the Confederation of Indian Industries Atul Pai Kane filed an FIR against him in March this year under sections 153(A), 295(A) of the Indian Penal Code (IPC) and section 125 of the People's Representation Act and 66-A of the Information Technology Act. Some of the sections are non-bailable in nature. Kane in his complaint said Chodandkar had threatened Facebook users from voting for the BJP in the Lok Sabha polls. Opposition parties at that time had protested the FIR calling it an attempt by the BJP to muzzle criticism. The complaint is against Devu for making inflammatory statements and trying to create communal disharmony, not comments against the BJP, Kane had explained in his online post. Police, in their plea filed before the District and Sessions judge, more than agreed with Kane and now want custodial interrogation of Chodankar for recovery of cyber forensic evidence at his instance and the motive of the crime. Critically, police inspector Rajesh Job of the Cyber Cell in his say claims: Custodial interrogation of the accused is very much essential to find out any motive of a larger game plan to promote communal and social disharmony in the state. Job claims that the delay in response by the Facebook legal cell forced the investigating police to resort to alternate means to confirm Chodankar's identity. Subsequently, two summons have already been issued to Chodankar. Facebook is still abuzz with comments on the incident. Writes Indian Institute of Technology (IIT) Mumbai alumnus Dr Samir Kelekar, who has been campaigning to drop police action against Devu for his post. No one is justifying what Devu wrote, but it is draconian to put someone behind bars for a mere FB post which has had no affect on the society-at-large, he says. Chodankar's legal counsel Jatin Naik says the next step would be approach the High Court for relief. The gross misuse of the Goa police machinery to unduly harass Devu Chodankar is deplorable and has to be strongly condemned. During the recent election campaign Devu just expressed his personal opinion on Narendra Modi through a post on face book. In a democracy freedom of speech and expression cannot be compromised. In the recent concluded Lok Sabha elections a lot of people including Narendra Modi said a lot of things and all this has to be laid to rest with the elections now over. The BJP should focus on fulfilling its promise of good governance and a better India rather than going in for cheap politics of revenge and retribution. Otherwise that promise of “Ache Din Aane Wale Hain may remain only a tall dream and a hollow promise unfulfilled.
