Hi all, The Goa Bird Conservation Network’s August BirdWalk will take place this Sunday, the 3rd. The location of this month’s event will be the lovely village of Aldona, and will be lead by Conrad Fernandes Eveny Luis who know the place like the back of their hands and have been reporting some great sightings from there all through this monsoon. The walk will begin at 7.00 am at the Aldona-Calvim bridge and end by about 10.30 am. Everybody is welcome. The aim of the GBCN BirdWalks to bring together experienced, amateur and first-time birders to experience the Great Goan Outdoors and the joys of birding. Regards, Rajiv

In response to the huge volume of complaints against the police and the endemic lack of accountability, the creation of a dedicated Police Complaints Authority was directed by the Supreme Court in 2006. The intention behind setting up the Police Complaints Authority was to ensure that a local mechanism specialized in handling a wide ambit of complaints against the police, including the most serious, was readily available to the public at large. As in other states such an Authority as per the Supreme Court directive was set up in Goa too. The high-handed interference by the Goa Government in the working of the Goa State Police Complaints Authority (GSPCA) is deplorable. By a recent order issued by the Government to the Goa State Police Complaints Authority besides other directives it has been stated that the GSPCA should entertain only complaints against officers of the rank of Superintendent of Police and above. Besides the GSPCA has been restrained from taking Suo Motu cognizance of any police atrocity. This is a direct meddling in the affairs of an authority the Supreme Court had envisaged should be free from government interference. Is it not an irong that a Police Officer can suo-motu registered an F.I.R as we have seen in the infamous Tarun Tejpal case and now against the Ranes, but the government has clipped the wings of the GSPCA which is headed by a retired High Court Judge. As most complaints of police misconduct are against Police Inspectors and subordinate staff, with this order issued by the Government the working of the Goa Police Complaints Authority has practically wound up. The Goa State Police Complaints Authority as mandated by the Supreme Court is headed by a retired High Court Judge and the government has no business to chart the agenda of the Authority. The Supreme Court in a bid to reform the working of the police had directed all states to have a State Police Complaints authority to look into complaints against officers of the rank of Superintendent of Police and above, while a District Authority to probe complaints against other low rank officers. In view of Goa being a very small state the Supreme Court on a plea by the Goa Government had allowed the State to have only one State Police Complaint Authority to deal with complaints against all police personnel instead of an additional one at the District level. Any deviation from that undertaking had to be done with the consent of the Supreme Court. Would write to the Chief Justice of the Supreme Court pointing out to this gross interference by the Goa Government in the administration of justice. There was infact need to strengthen the State Police Complaints Authority making it an accessible, independent and an effective police supervisory body that the Supreme Court had intended. Chief Minister Manohar Parrikar has kept Goa without a Lokayukta and paralyzed the working of the Information Commission. One wonders whether now after the Police Complaints Authority the Chief Minister’s next target would be to wind up the Human Rights Commission. Tribhuvanamalla lost his kingdom to Yadavas of Deogiri in 1238 and his son and successor Shashtadeva III could only regain his kingdom in 1246 with the help of his brother-in-Law, Ratta Kamadeva. (According to George Mark Moraes, who says in his book 'The Kadamba Kula: A History of Ancient and Mediaeval Karnataka' that after the death of Yadava king Singhana II in 1245, Lakshmideva II took advantage of the change of rulers and reasserted his independence. Having done so, the Rattas perhaps helped their relatives in Goa in recovering lost territories. This is probably what an inscription means when it describes Kama Deva as the 'establisher' of Shashta as king in Goa). Shasthadeva III died issueless and Kamadeva took over as ruler of Goa in A.D.1260. After the death of Kamadeva in 1310, one of his sons or a near relative ruled from 1311 until 1328. The next ruler must have been Biradeva who must have ruled from 1238 until 1340/44. At this time, there must have been a family feud between Biradeva and his son Suriyadeva as Arab Traveller Ibn Batuta says that in a feud between 'father and son,' the son invited Nawab Djmal-ud-din of Honnavar to invade Goa in 1344. Suriyadeva ruled only for about 3 months and was killed in the skirmish in 1345. According to Mr.Venkatesha Upadhayaya, a Kannada stone inscription from Hangal says the only royal family member who survived the 1345 Mohammedan attack was the young Queen of Goa Veenomai-Devi as she was sent away to her father's (Purandara Raya Deva) place in Hangal in observance of religious mourning period due to the death of her father in law (Beera Deva) 3 months earlier. Hence, this is not about Biradeva, but Purandara Raya Deva, ruler of Hangal. According to Mr.Venkatesha Upadhayaya, Veenomai-Devi died in AD.1396. Usually the memorial stones denote Salivahana Saka and one has to add 78 to arrive at Roman calendar date. The ancestors of the late Roqiue Santana, a resident of Velim were employed as 'sarva karyakarta' (chief secretary) a hereditary appointment up to the time when Governor of Madras presidency George Harris under Lord Dalhousie administration confiscated the Haliyal Timber and Construction Lime Co. goods of Roqiue Santan's greatgrand father in Nov of 1855. The Velimpura family's ancestors had given up worship in their temples for fear of Muslims as Goa was under Muslim rule and 'reinvented' themselves as Haliyal timber lords. These 'timber lords' were converted by Orthodox Nasranis of Malabar in early1400s. Sea pirate Timoja provided them protection in return for timber for his ship building needs. In 1347 Purandararaya fled from the invading army of Vichana, the commander of Yadava king Singhana II and secretly traveled over night to join his daughter who herself took shelter in safer Jayakeshi Velimpura compound in 1345 when her husband was assassinated by Mohammedans at present day Chandor. Purandara Raya Deva died there in A.D.1368 and was cremated at Velimpura. Mr. Upadhiya claims 'Historians hold that Haliyal yard was basically Goa ('s then) ruling Reigns (king's) Armoury' and pilgrims are the descendants of the (Velimpura) family's Haliyal compound work force, who visit Velim to pay their respect to the late Purandarai, ruler of Hangal and were welcomed earlier. Press Statement by GFDO July 30, 2014 In a statement issued here today, Goans for Dabolim Only said that Pratapsing Rane had finally and formally admitted on the floor of the Assembly that his actions had given birth to the controversial dual airport problem that Goa faces today. Of course his devotion to the Mopa Airport is understandable given the fact that lands owned by him in that vicinity will greatly appreciate in value if Mopa Airport ever comes up. In fact, Rane of the Congress party seems to have been at the genesis of most of the problems plaguing Goa. It was he who was responsible for ushering the land grab scheme masquerading as SEZs into Goa. The people will recollect that they were compelled to rise and protest against this outrage, until the then Congress Chief Minister Digambar Kamat was responsive enough to remedy the damage done by his party colleague Rane and withdraw the SEZ policy for Goa. Besides the Mopa and SEZ imbroglio, Rane’s ‘destructive hand’ was also seen in the events leading to the Language Agitation that rocked Goa in the 1980s and the RP 2011 issue that brought Goans out into the streets in the year 2006. The people of Goa have not forgotten entirely that Rane in his MGP avatar, supported the merger of Goa with Maharashtra. The role played by him in the Language Agitation clearly demonstrated where his true loyalties lay. GFDO warned CM Parrikar not to take the people of Goa for granted and imagine that the BJP’s victory in the South Goa Lok Sabha elections was a referendum for Mopa. In fact, a reality check would reveal to him that the Congress was decimated in the recent elections, only because it was full of people like Pratapsing Rane who nurtured their private interests at a very high cost to the Congress party and the interests of Goa. GFDO also questioned how CM Parrikar who sat alongside Matanhy Saldanha and the GMAS protesting against SEZs at Panjim’s Ferry Wharf, can today declare his intention to set a seal of legitimacy on this alleged scam, by gifting 30% of the land to the same real estate lobbies posing as SEZ developers. In fact, one of the important planks on which the BJP won the Assembly elections was Parrikar’s promise to do away with casinos. By now of course, the people of Goa are well aware of his dismal track record for keeping his public promises. Regarding the Mopa issue, the CM went so far as to publicly declare that Matanhy Saldanha had changed his mind and understood the need for Mopa before his untimely demise, which compelled Matanhy’s wife Alina Saldanha, now a Minister in Parrikar’s cabinet, to come out with a public statement that she was not aware of this change of heart in Matanhy. Unfortunately for the people of Goa, Pratapsing Rane and Manohar Parrikar are two sides of the same coin. One comes up with the misguided and detrimental policies to Goa, the other perpetuates them and profits from them. However, one thing is certain in the minds of the people of Goa. Mopa is economically and ecologically unviable and will not be able to either generate or sustain capacity utilisation.
