Saresh Lotlikar through his RSS affiliation and proximity with the Chief Minister has managed to get himself appointed as Special Public Prosecutor in a long string of cases. What is however very objectionable and deplorable is that while he represents the Anti-Corruption Branch (ACB) of the Goa Police in many cases Saresh Lotlikar has now started also appearing in cases against the ACB. Even those in the world’s oldest profession do it better. It is time for the Courts to take a stringent view of such gross professional misconduct by Saresh Lotlikar who is now also notoriously known for arranging ‘fishy’ spirited banquets for Judges. It is high time he be hauled up and stripped of his Senior Advocate status. Saresh Lotlikar seems to be following in the steps of his comrade Advocate General Atmaram Nadkarni for whom high-handedly appearing for and against the government has become a matter of routine. It was never envisaged that thugs and fixers would find a comfort zone in the legal profession. God save our justice delivery system which is sadly getting corroded by the day with worshippers of wealth masquerading as Messiahs clad in black robes. The Harmony of Unity in Diversity Some people claim the renaming of a government college in Pernem after Sant Sohirobanath could damage relations between the various communities in Goa which are in harmony with one another. I'm sure neither the Hindus nor the Roman Catholics nor members of the other communities will vote for it. As the renaming of the government college as Sant Sohirobanath Ambiye is already a fait accompli there is nothing we can do about it and so, in the interest of peace, we need to move forward in a creative way rather than turning it into a contentious partition wall of disharmony among the various communities. We are all aware private church-run educational institutions of the Roman Catholics all over India for centuries have been named after saints, some of whom are questionable ... and I will refrain from mentioning a couple who are particularly close to the hearts of Roman Catholics, Hindus and Muslims in Goa. Without saying too much, I'd like to add emphatically - all saints have clay feet! The educational institution which has been renamed Sant Sohirobanath is a government college and not a private educational institution. Now this, of course, raises the issue of secular vs religious. Where do you draw the line? And, do we have to accept a Western model of secularism? Is there no other alternative? In order to strengthen the good relations among the various communities in Goa we also need to name or rename government colleges after saints and outstanding members of the Roman Catholic, Muslim and other communities. Why not also represent the Jain and Buddhist religions? Arguably our greatest intellectual - Damodar Kosambi - was a Buddhist! The Festival of Ideas is named in his honour. Why did this man of immense intelligence choose to study Buddha's roadmap to enlightenment rather than any other? A Buddhist representative is also a worthy contender, is it not? An obvious choice for naming a government college after a Buddhist would be the great Dr Ambedker, the father of the Indian constitution. We Indians owe him a lot irrespective of our religion or caste. It is an amazing story, how an untouchable got to write the constitution of India! Now, I believe, is the best time to name an institution after him as barriers of caste are tumbling down, with people of different castes doing jobs which are a world away from their traditional caste roles. We have elected a tea seller's son as our Prime Minister and, in doing so, have turned the caste system on its head! Prime Minister Modi has made a clarion call for communal harmony, and a small step in the right direction is naming government colleges after heros, heroines and saints of all the communities. I believe the Goa government has taken the right first step! Our state government has renamed a government college after a Hindu, and so other government colleges should be named after a Roman Catholic, Muslim, Jain, Buddhist and so on. Let not the first step be the last! No one - and I mean no one - will be able to point an accusing finger of hegemony or promotion of a particular ideology if the government also honours great men and women of other communities and religions. A chair in honour of Dr. Ambedker at Goa University could be started to study the history and culture of the original inhabitants and tribals of Goa. While CM Parrikar is a Sarraswat and naturally has a soft corner in his heart for his own community, as most people do, he definitely is not a man of hatred; he also feels for the poor, discriminated, and the disadvantaged in Goan society. We Goans need to show a bit of courage and name a college after this great man. He has given great hope to the untouchables and the low caste people. He fought for equality for all Indians, men and women. He is the hero of all Indians of good will who desire equality for all Indians irrespective of their religion or caste. We need to honour him. By naming or renaming a government college after Dr Ambedkar we can show the unfortunate and discriminated people of Goa, and the rest of India, our appreciation and respect for him. India today has moved a long way from Manu to Dr. Ambedker. Will the Goa government take up the challenge.

Public Editor can enhance Oheraldo’s reputation By Eugene Correia It's a tenet of democracy that the Press is considered as the Fourth Estate. In the struggle for Independence, the Press played an important role in pushing forward the agenda of the nationalists. In fact, more often the Press was either in the forefront or served as the fulcrum of the freedom struggle. It was looked as a mirror to the public challenges to the presence and imperialism of the British. The Press urged the people to join in the cause of the freedom movement till the British were driven to concede Independence to India. Jawaharlal Nehru, along with other freedom movement leaders, was for freedom of press, but it's true that he was annoyed with certain section of the Press. He didn't take favourably the criticism of his decision and the famous case regarding Organiser, the mouthpiece of the BJP. The Press in Goa played a prominent role in the fight for Liberation. Post- Liberation, the media has expanded. oHeraldo’s valiant effort to start Amcho Avaz, a Konkani weekly, was a renewed attempt to boost Konkani journalism. The linguist media in Goa has shown its vitality and vigor in pursuing the noble pursuit of journalism. The media has kept the people well- informed and abreast of events that concern them. As much as the prime ministers had brushes with the Press, so also the chief ministers. Like Modi, Manohar Parrikar has become belligerent towards the media, particularly the print media. He has lashed those he considers as against him and his government with the obnoxious label, gutter press”. It's easy to throw brickbats at the media. True, all media outlets are not clean and above partisanship. As much as the political class gets a bad rap for the wrongdoings of a few, so to the journalist class earns a bad name for the ethical bending by a few. There are cases in Indian journalism which show journalists have not confined to the philosophy and ethics of journalism. The media has always been divided on political, social and economic issues. The diversity of views makes it a vast choice for readers. Such a choice is good for the health of democracy. Today in India, the media is divided over loyalties to political parties. As in the US, the media is largely divided into Conservative or Liberal, the Indian media has been labeled as non- secular, which was formally branded as “ communalist”, and secular”. Communalism prevails in many guises. The BJP rise to power has driven a chasm in the world of journalism. There has been a rise in pro- BJP websites and BJP proclivity in the social media. The other old significant parties, and the new upbeat AAP, which got tremendous support from certain electronic media, have a love- hate relationship with the media. It's said that the media’s job is to comfort the afflicted and afflict the comfortable. The tug- of- war between the govt and the media is the result of the media's role of often taking adversary positions. However, the media has showered kudos on the govt for its good plans, national or State development efforts and the social good of the people. India, as a whole, presents a mixed picture with increase in violence against women, minority politics, regionalism, and discriminatory practices. Goa is part of this scene. Fortunately, there are newspapers such as oHeraldo which have been presenting the stories of govt complacency and negligence on many social, women and development issues. The paper caters to different sections of the society. One must remember that editorials and opinions by columnists are not meant to satisfy all and the readers can feel dissatisfied and often voice their resentment through the Letters to the Editor section. Goa has witnessed confrontation between the govt and newspapers. Past govts have hit back by blocking the release of advertisements to certain papers. Some govts, both at the Centre and the state, have tried, often in vain, to control the media. The Modi govt has shown its desire to indirectly control the media, with some corporations having seized control of the media, especially the electronic media, in the aftermath of the BJP’s victory. Whatever role the oHeraldo continues to play, especially after the Liberation and after turning itself into an English edition, can never be underestimated. Critics of the paper, as critics found in public discourse, will find flaws or accuse the paper of favouritism or bias. For this reason, there are media watchdogs, with media critics analysing the material that the papers print and the electronic media broadcast in its programs. Even some top- notch papers have a media section and a critic column. My suggestion to the management of oHeraldo is to appoint a Public Editor, just as some of the world reputed newspapers, like New York Times, and The Hindu, has done. The Public Editor’s independent position with a free hand to pull up editorial lapses and often act as both a sounding board and

Folks, Received this today. Mervyn -- We wish to inform the membership that the Canorient has terminated talks on the proposed merger with the Goan Overseas Association (GOA). GOA could not meet one of Canorient's two bottom line conditions that the name of the merged organization could not be The Goan Overseas Association and we were prepared for the new name to contain elements of both our current names. The GOA team was unable to meet our demand although we had indicated this from the very beginning, even before their Special General Meeting. The GOA team appeared more willing to negotiate our other non-negotiable condition that membership eligibility should be broadened from Goans only to the membership eligibility of the Canorient. The Canorient Team felt that a merger with the GOA on terms acceptable to both organizations was in the best interest of both organizations. Now that the merger is off, we hope that all members will come forward to support the sustainability of the club. Costao Fernandes. a junior officer in Marmagoa Custom House gathered secret intelligence that a huge quantity of gold was going to be smuggled in to the country. The landing would take place near Fartade beach, one of those lonely beaches of Goa. 2. He decided to form a one-man-army to fight the smugglers of Goa. If people think that one-man-armies are the figments of fevered imagination of Hollywood producers, they are very wrong. Costao is a real figure. 3. Churchill Alemao started his life as tea boy and rose to become the Chief Minister of the state of Goa. Democracy at its very best. Ciabro Alemao, Joaquim Alemao, late Alvarnez Alemao, all brothers of Churchill had equally humble beginnings but rose to become the rich and famous of Goa. Capitalism and its virtues. 4. Anthony Jon Rodrigues is an employee of late Alvarnez. He works as a tax collector. He did not rise to become anything. He was only 29 years old. Still young. 5. Subhash Pandey, a non-descriptive person works for a construction company engaged in constructing a beach resort called Verca Beach Resort close to Carmona Beach. He drives a Maruti car belonging to one of Churchill's brothers. He did the vanishing trick after the incident and surfaced to reply to the show-cause notice issued to him amongst others. These then are the dramatists personae. 6. Churchill, Ciabro, Joaquim, Rodrigues, and Subhash Pandey are some of the persons penalised Under Section 112 (a) and (b) of the Customs Act ranging from Rs. 50 lakhs to Rs. 5 lakhs by the Commissioner. Hence these appeals by them. 7. We may now narrate the events that lead to adjudication proceedings. Briefly though. 8. On the night of 15th May, 1991, the one man army was keeping a nightly vigil on Fartade Beach from a secret place. He was pointedly asked during his cross-examination as to where the secret place was. He refused to divulge it. Some places have to remain secret. They would be useful for other officers to keep similar vigils if they are so inclined. Costao observed Joaquim, Ciabro, and Alyarnez and their associates coming to the site of construction around 8:30 pm in various vehicles on that night. They proceeded towards the beach and after a while left the place. Nothing much happened that night. The officer continued to keep his lonely watch. Next day morning (16th May, 1991), he saw Churchill, Ciabro, and Joaquim and two to three others visiting the site of construction. Costao thought that no smuggler however influential would dare to land contraband goods in broad daylight so he went home. He was wrong. 9. Around 10:30 am, he received a call that a great deal of activity was going on at Carmona beach. The lone ranger hurled himself in the direction of the beach on his motor cycle. He noticed Ciabro standing near Luis Bar close to the beach. At that time, a white Contessa car (hereafter referred to as the car) bearing number GA-02-A-4567 and a Maruti car bearing number plate DAC 5492 were parked near the beach. Costao saw four heavy battery-type boxes being loaded in the car under the supervision and directions of Alvavnez. He also saw one such box being loaded in the Maruti car driven by Subhash Pandey. Costao decided to follow the vehicle which had more boxes and therefore, went after the car. On the way, he instructed a good Samaritan to inform his wife (Costao's) to telephone the Customs office about his movements and proceeded in pursuit of the car. 10. Costao intercepted the car at Verca village, jumped into the front seat and requested the driver, Alvaniez to stop the vehicle (such politeness). The latter did not oblige, there was a scuffle, a knife was pulled by Alvaniez and in the ensuing struggle, Alvaniez was grievously hurt. The officer took out the ignition key, opened the dickey, managed to open one of the battery-type boxes, pulled out a gold biscuit, showed it to the crowd which had gathered by then and requested for help and for some water. Neither of which was given. So he threw the gold biscuit back into the dickey, locked it, deflated the tires of the vehicle, threw the key away, and walked away in his blood-stained clothes in the general direction of one Mrs. Antonite's house (these Customs officers live rather dangerously). Meanwhile, Alvarnez was wasted. 11. It is worthwhile to remember that the above narration of events is solely based on the statement of Costao Fernandez recorded Under Section 108 of the Customs Act and the affidavit filed by him before us. There are however witnesses to the struggle in the front seat of the car and to the fact that Costao was attempting to open the dickey. After he left the scene, he was not privy to the events that
