All Goa Higher Secondary Teachers’ Association delegation today called upon
the Honourable Chief Minister of Goa Mr Laxmikant Parsekar, and
congratulated him for being elected as the Chief Minister of Goa.



The delegation was led by the President Mrs Beena S. NAik, Vice President
Mrs Nelly Rodrigues, Mr Anant Pissurlekar-Treasurer, General Secretary-Mr
Sripad Bhat, Joint Secretary-Mr Hemant Sail, and members Mr Prashant Naik
and Mr B.R. Patil.



The members of HISTAG also gave him the copy of the Resolution which was
passed during the Annual General Body Meeting of HISTAG, that took place
during last Sunday, i.e.16-11-2014.  “The resolution says that, “All the
teachers from Goa have extended their good wishes to the newly elected
Chief Minister who also happens to be the Education Minister to rule the
State in the interest of the people. Hon. CM being a teacher himself, the
teaching fraternity expects and hope that the natural justice would be done
towards the demands of the teaching fraternity.”

During the visit the delegation also brought to his notice about the
scraping of 20% hitch in the Selection Scale, to which Hon. Chief Minister
said that he would look into the matter immediately. He further said that
he is aware of the problems of the teachers and that it would be his top
priority to look into it.

When the delegation brought to his notice that VII Pay Commission, which
looks into the matter of Pay Scales of Government Employees should be also
asked to visit Goa to resolve the problems of the government employees from
Goa; to which the Chief Minister said that he would give the delegation an
appointment for the discussion on special matters.

Where is my village?



Garbage? Where do we dump it? And, what do we do with it?


Wherever we may choose to dump it, one thing is important: keep it small.
By this, I mean, there is a need to have hundreds of garbage and processing
sites, one for each village. The attitude of Not in My Backyard is nothing
less than suicidal. The government's idea of having two mega garbage sites,
one for South Goa and the other for North Goa is a star-studded invitation
to builders to change our villages into towns and finally to cities. The
people who live in our villages and want their children to continue to live
in the villages where they were born have to insist on it. Otherwise, the
government will lay out a welcome carpet to every builder in the country
and every potential apartment buyer - mostly people who have a lot of black
money.


By looking after our own garbage, the management of the garbage problem in
our village will be under our control and not the government which is good:
it is a barometer, a pro-village health check, a scale to measure
development of a village. We need to focus on the development of the needs
of the villagers of this generation and future generations of Goans. Our
development plans should be pro-village and not an invitation to anyone and
everyone who has money to come and live in our villages and change it into
a town with endless apartments or hotels. If villagers want their villages
to look, and continue to be real villages, then this is the way way to go!
Are Calangute and Candolim Goan villages in reality or only in name and on
paper? Do we want the same for other villages in Goa? The villagers in
every village will have to make their own decision on which way to go. No
u-turn can be made later, and so no one should blame vested interests for
having taken over our villages. The future of our villages, so far, has
been in our hands and we should make sure it does not slip away!


The two villages are textbook models on how to destroy a Goan village.
People from other villages need to note carefully, especially as Calangute
and Candolim, in my youth at least, were predominantly Roman Catholic
villages. Over the years the villagers have acquired an unquenchable greed
and and endless illegalities. Sad, indeed. If some people want to destroy
their villages they will not allow anyone to stop them, not even the Roman
Catholic Church. Not everybody in Goa, fortunately, is that greedy and so
there still will be villages in future. How many? That, no doubt, is a
difficult question. Again, the way in which some villages in Goa have
developed - as is the infamous case of Calangute and Candolim - this bad
model can provide a scale of greed for people who live in other villages.
Believe it or not, the evidence is available and measurable in the number
and height of the buildings. Yes, it is as clear as that! Journalists
should get involved in highlighting various projects which are good for the
village as well as projects which are ugly, anti-Goan, anti-village, and
environmentally unfriendly. Unfortunately, the evil in our hearts is not
measurable nor visible.


Roads? Again and again, all we need to do is to look at Calangute and
Candolim and ask ourselves if we want our villages to go the same way! I
used to love these villages, and so I am especially sad. Goan cities are
also not doing well. Some are finally discovering the importance, through
necessity, of one-way roads to solve the nightmare of unruly traffic. I can
only hope we who live in villages will not have to wait for our villages to
become towns and cities before we discover the value of one-way roads. That
would be the height of idiocy.


For decades now I have lived in Kyoto, an old city, old enough for PM
Narendra Modi to want to establish a sister relationship between this
ancient city and Varanasi.  He has invited the Japanese who look after
Kyoto to join hands in modernizing our own ancient holy city of Kashi. An
important feature of Kyoto are the one-way roads. As with our villages in
Goa, the roads meander through the old city making the traffic flow
smoothly even though there are a lot more cars in Kyoto than anywhere in
Goa. Good planning, and efficient management are the keys. Lots of one-way
streets and linked up roads. Modern development in this big and old city of
more than a million people is restricted to certain areas. The old
neighborhoods attract millions of tourists a year, international and
Japanese, and the rewards go mostly to the locals. Kyoto residents guard
their culture and identity, and keep the city unchanged, the biggest
tourists attraction for people who are interested in traditional Japanese
culture from abroad and Japan. Whenever someone tries to make a wrong move,
he is stopped by the proud people of Kyoto. If you want modern, visit Osaka
or Tokyo! The Japanese who live in Kyoto love their city with an intensity
of emotion resembling a jealous lover. They want to keep Kyoto the way it
has

It is surprising to hear about yet another controversial Godman  ensconced in a 
fortress called Satlok Ashram, with his own armed army of  about 4000 men 
reportedly composed of 70 companies and platoons, called Rashtriya Samaj Sewa 
Samiti (RSSS) now defying the State police and the High Court to prevent his 
arrest in a murder case for defying court summons! The Harayana  police after a 
12 day stake out were unable to arrest him since hordes of devotees including 
women and children formed a human shield. After reinforcements were brought in, 
police were fired upon and in the melee journalists/reporters attacked by the 
cops. This looks like another Golden Temple Bindrandwale type incident where 
the army had to be called in! WE never seem to learn and know how to prevent 
Law and Order going astray and in these terrorist, extremist hardliner days 
where is our intelligence and proactive machinery? It is ridiculous seeing 
Congress lambaste the BJP who have just come into power. Who gave the land and 
permissions to build a fortress with high walls? How were armed rambos trained 
without State intervention and who is financing all this?The Ex Chief Minister 
Hooda Harayana government has a lot to answer. Another Godman Swami Ramdev has 
been given Z plus security,so why then complain that Congress gave security to 
non entitled people based on their threat perceptions? Home Minister Rajnath 
Singh must act firmly to bring all concerned to free and fair justice and 
ensure such type of incidents never occur again! This will validate Prime 
Minister Modi's reputation further.

Joybert Almeida netted a hat-trick as GFDC (South) overcame Sporting Clube
de Goa 4-2 in Gfa’s U-14 1st division match, at Don Bosco ground, Panjim on
Wednesday. GFDC were 3-0 up at the breather.

GFDC took their opponents by surprise after going ahead in the very first
minute through Rudresh Naik, who tapped in a cross from Joybert.

Within ten minutes, GFDC went 2-0 up when Joybert placed the ball past the
rival custodian from the penalty spot, after a Sporting Goa player was
adjudged to have handled the ball in the box.

 At this stage, the Flaming Oranje Juniors were still playing positive
football and could have easily drawn level. First Sporting Goa striker Aman
Govekar hit the bar with a rasping shot and moments later Aman was dragged
down in the box, but team mate Shannon Viegas missed the spot kick.

Just before the lemon break, GFDC breached the opposition defence once
again as Joybert slipped the ball into the back of the net.

Changing over, Sporting Goa thoroughly dominated possession and created a
number of chances, but was crowded out by two tall physical stopper backs
once close to the goal. Aman came closest after dribbling past three
defenders but fired against the cross bar for the second time in the match.

In the closing stages, Joybert completed his-hatrick for GFDC. Credit to
Sporting Goa who never gave up and netted two fine goal’s at the death.
Aman stroked in a calm penalty kick and moments later fired in again to
complete his brace.

THE NANAVATI COMMISSION: ANOTHER HOAX ON THE PEOPLE
OF INDIA!

Finally, yesterday (November 18th
2014), exactly 12 years 8 months and 12 days after it was first constituted by
the Gujarat Government on March 6th 2002 to probe the burning of the
Godhra train and the subsequent carnage which broke out in several parts of 
Gujarat,
the Commission headed by G.T Nanavati (a former judge of the Supreme Court of
India) submitted its report to the current Chief Minister of Gujarat, Anandiben
Patel. 

 

It was originally known as the K.G. Shah
Commission but it was later reconstituted to include Justice Nanavati, after 
several
civil rights groups and individuals protested over the closeness that Justice
Shah had with Narendra Modi.  Justice
Shah died in 2008; and Justice Akshay H. Mehta (who granted bail to Babu
Bajrangi in the Naroda Patiya case) was appointed on 5th April 2008
to be a member of this Commission.

 

The content of this more than 2000-page
report has not yet been made public but if one goes by the grapevine and what 
seems
to be “leaked out” to sections of the media, then one can very easily conclude
the following: that those really responsible for the law and order in the State
have been given a ‘clean chit’; that the burning of S-6 Coach of the Sabarmati 
Express
on 27th February, 2002, just outside the Godhra railway station was
a ‘meticulously planned act of conspiracy’ (this was already said in the 
Commission’s
interim report in 2008); and finally the only people who seemed to be 
‘responsible’
for not preventing or controlling the violence are some lower rung policemen
and some apparently anti-social elements.

 

The Commission which has claimed to have
looked into 4,160 cases of violence in Gujarat between February 27th
and May 31st 2002 also states that it has gone through 46,000
affidavits submitted by over 4,000 victims of the violence that paralysed
Gujarat and continues to be one of the darkest and bloodiest chapters of
independent India. It was given 24 extensions (of almost six months each)
before it submitted its report. Till July 2012, the Commission ran up an
expenditure bill of more than Rs.5.00 crores with an additional miscellaneous 
expense
of Rs.1.62 crores. It has been past two and a half years since; so the final
cost of this Commission (including the disguised expenditure) will surely run
to a mind-boggling amount and all at the cost of the State exchequer (a
Gujarati newspaper today puts a conservative cost of Rs.9.00 crores) 

 

Several concerned citizens like the late
Mukul Sinha of Jan Sangharsh Manch, Sanjiv Bhatt and others have tried their
level best to bring the Commission – any thinking citizen will know - on track
and ensure that truth prevails and that the victim-survivors are given justice.
The Commission, has been full of inconsistencies, lapses and loopholes. Sinha
who cross-examined several witnesses, has consistently demanded that Modi who
was the Chief Minister of Gujarat at that time, had to be interrogated too.  
Why the Commission took the pains to deny
this request from Sinha and several others does not leave much room for doubt! 

 

Even though the Commission has submitted
its report, many for the victim-survivors (and several others who have
accompanied them) are the Gujarat Carnage of 2002 is not a closed chapter.   
The relentless
pursuit for truth and justice will continue until those who presided over this 
carnage
are brought to book. Only then, will they truly be able to sing our motto
emblazoned on our national emblem “satyameva
jayate” (truth alone triumphs!)

The pictures and videos below do not show us anything that science caused 50 
years ago. It is ignorance of science that caused all of those things. Those 
who ignore science are making the same mistake today by falsely perpetuating 
the belief that cancers caused by something else in their neighborhood are 
caused by a cell phone tower. If someone is really concerned about 4 or 5 
people suffering from cancer in their neighborhood he should persuade the 16 - 
20 neighbors of his to give up smoking because science tells us that anybody 
who smokes more than 5 cigarettes a day has a 25% chance of getting cancer. 

Someone who is scientifically ignorant would not also know that every 
neighborhood that has more than 13 people above the age of 70 would have on an 
average 4 or 5 people suffering from cancer. Scientifically literate person on 
the other hand would know this fact and that the exact reason for it is that 
the lifetime risk for any person to get cancer is 40% (43% for men and 37% for 
women).

One of the biggest problems we face in the world today is that even educated 
people are scientifically illiterate, and believe in all kinds of crackpot 
conspiracy theories.

The villagers of Sao Matias on Divar island are in urgent need of a 24-hour 
resident doctor at the primary health centre in the village. It has been an 
urgent need ignored by the powers-that-be over the years. 

Sao Matias has 3,500 residents and comprises six vaddos (wards) including 
Muddi, Igreja vaddo , Goddar , Vanzuem, Amboi and Belsur.

While primary health centres all over Goa have a 24-hour resident doctor 
facility, Sao Matias along with neighbouring Goltim-Navelim village on Divar 
island does not seem to top the agenda of the state government for ensuring a 
round-the-clock availability of a doctor. 

The current incumbent is available only three times a week i.e. Monday, 
Wednesday and Friday, and that too, for around four hours; between 9.30am and 
1pm. 

Lack of adequate health services, especially the unavailability of a doctor 
24x7x365 is the biggest challenge facing our village. During nights, it is a 
nightmarish experience to rush a sick person, especially the ailing ones, all 
the way to the Goa medical college ( GMC) and hospital at Bambolim, or to a 
private hospital in Panaji. It is fatal fact that neither of the two village 
panchayats on Divar island have the services of a round-the-clock resident 
doctor, says Bernadette Azavedo, ex-sarpanch and a resident of Amboi. 

Concurs Brigida Menezes of Church vaddo, One of the important indicators for 
development is a vibrant health service, but, Sao Matias and its surrounding 
villages are deprived of even a permanent doctor at the health centre. 

For years, the villagers have been raising their demand for a resident doctor. 
Absence of a resident doctor not only puts unnecessary pressure on the town or 
city hospitals. It also aggravates the health concerns of both, children and 
the elderly. The authorities should pay heed and ensure that resident doctors 
are available in the villages situated on Divar island, states singer Saby 
Dias, known on the Konkani tiatr stage as 'Saby De Divar'. Dias is a resident 
of Naroa, which along with Malar and Capao/Vanxim, are also areas under the 
jurisdiction of the Sao Matias panchayat. 

As there is no permanent stationing of doctors in the village, even for minor 
problems, be it a mild fever or cold, the villagers have to visit the GMC or 
other health clinics in Panaji. On the health front , the economically-weaker 
sections, in particular, end up as the biggest sufferers in the villages of 
Divar island. The village youth should be more vigilant and be in the forefront 
to get infrastructure in the island villages improved in terms of a 
completely-equipped primary health centre with facilities of admission in its 
wards for sick patients, says Christopher Menezes, another tiatrist known as 
'Comedian 64', who acted in the recent Kala Academy award winning tiatr 'Modli 
Onnot'. 

The 24-hour doctor facility will act as a great contributor to safe health. 
People in their post-retirement phase of their life are reluctant to stay in 
this village, because, the government doctor is not available around-the-clock. 
Good sense should prevail on the government to allot a government doctor who 
will be available around-the-clock at the primary health centre in Sao Matias. 
At the same time, all residents are proud of living on the island because of 
the serenity and tranquility enveloping the region, said Justin Coutinho of 
Amboi. 

Though in the past two months, a 108 ambulance has been stationed at the 
panchayat , the villagers, on condition of anonymity, state that since the 
villages of Divar island have a meager health facility, the ambulance should be 
exclusively centered for the villages of Divar island and not for the mainland 
like Old Goa or Dongorim as is currently happening. 

Sarpanch of Sao Matias panchayat Vaibhavi Sawant states that the panchayat will 
try its level-best to get a 24-hour facility of a resident doctor for the 
villagers. We will take up this demand again in the next gram sabha and then 
make a fresh appeal to both the chief minister and the health minister. It is 
generally believed that lack of housing facility has been acting as a deterrent 
for doctors to take charge as full-time resident medical practitioners, she 
said. 

When contacted, Cumbharjua MLA Pandurang Madkaikar said, 

There has been a fulltime doctor at the health centre. He met with an accident 
recently and is on leave. In fact, he was available to the people almost 
round-the-clock as he stays nearby. It's because he is on leave that another 
doctor who comes from another health centre is available thrice a week. Once he 
resumes, it will be normal.

The residents lament the condition of the roads in the village. Almost the 
entire stretch of Sao Matias panchayat's road lies in a dire strait. It is a 
shame that a beautiful village has a pot-holed road, 

[Goanet] ECI SEEKS URGENT REPORT ON COMPLAINT SEEKING DELETION OF DEFENCE MINISTER MANOHAR PARRIKAR’S NAME FROM PANAJI ELECTORAL ROLL

The Election Commission of India has sought an urgent report from Goa’s
Chief Electoral Officer on the complaint seeking the immediate deletion of
the name of Defence Minister Manohar Parrikar from the electoral roll of
Panaji Assembly Constituency.



Acting on the fax received from the Election Commission of India the Goa’s
Chief Electoral Officer has directed the Panaji Deputy Collector and
Electoral Registration Officer (ERO) to submit within 24 hours a detailed
report.



The attention of the Chief Election Commissioner had been drawn that the
name of Manohar Parrikar had been fraudulently enrolled in the Panaji
Assembly Constituency at Serial No 412 in Part No 8 showing his residential
address as House No 157, Opposite Pharmacy College in Panaji.



It has been pointed out that Manohar Parrikar has never ever resided at
that address and that he had fraudulently in connivance and collusion with
the staff in the election office manipulated and managed to get his name
illegally enrolled after making a false and misleading declaration.



While seeking the deletion of Manohar Parrikar’s name from the Panaji
electoral roll also demanded is that legal proceedings for perjury amongst
other offences be initiated against Manohar Parrikar as making a false
declaration is an offence punishable under Section 31 of the Representation
of the People Act 1950.


Also sought is deterrent action against the staff in the election office
who in connivance and collusion with Manohar Parrikar allowed his name to
be illegally enrolled in the Panaji electoral roll on a fake residential
address.
