Bouncing off protest By Albertina Almeida, Herald | 21 May, 2015, I happened to browse the net for the meaning of bouncers and it was one definition of bouncers particularly that drove the point home. It said someone engaged to stand at the doorway and keep everyone who is not on the “list”, out. When Leading Hotels Pvt. Ltd. introduced bouncers in the middle of night to be able to cut down trees and bull-doze a road, I was thinking who are all the persons that must not be on the list that these bouncers must have. I fathomed it must be the local people who have lived on the land and have an engagement with the land, the people who support the local people, those who oppose a model of development that stomps and bulldozes for the benefit of a corporate select few. And then there are those others who will get a few pieces of silver from that development. The latter may or may not figure in THE list or the to-be-kept-out list. Observing how this bouncing happens, one has come to understand that the nature of the list of exclusion that the bouncers are provided with and the permutations and combinations based on which such lists are drawn varies at different points of time and in different circumstances. Sometimes the bouncers come in physical form, sometimes they are introduced or attempted to be introduced by law (remember that version of Goa Police Bill which wanted to have private police? And who knows it may still be on the cards). But always, yes always, bouncers are enabled by the system. The corporate mafia cannot function without the active support of the system. Unless the State presses the enable button, no set of people however thuggish can operate with such confidence. This button was pressed long ago, but now it stands pressed with added vigour. The amendments to the Public Gambling Act, allowing for gambling at casinos in five star hotels and offshore, paved the way for reinforcement of a Mafiosi culture. When there are oasis of wealth in a pool of increasing challenges to make ends meet despite increased earnings even for the middle class, there is bound to be an earthshaking experience. And in such cases the casino industry can only protect itself with bouncers and the tacit support of the State in suppressing or quelling resistance. Not long ago, this writer drew attention to the fact that even in the face of the Goa SEZ policy being scrapped due to focussed agitation, the power of corporate real estate giants to bully people into giving up their lands using bouncers and goons and the State’s policing machinery, could not be underestimated, SEZ policy or no SEZ policy. This was attempted and in some instances done with the support of the State. Then there is the other figurative way to complement and bounce off protests. Simply make the files disappear. Remember Aldeia de Goa? So what is different? We now find ourselves in an environment where the right to resist is increasingly being clipped in a bold daredevil fashion where it is made to seem natural and normal. The people on the margins of society have faced this repression for eons. But the Government has now made it bold to add the middle class to its list. At the Central level, we have seen the much publicised repression attempts. Teesta Setalvad and Javed Anand who have been active in the struggles of the survivors of the genocide in Gujarat for justice, have been facing repression. What they hope to do in this manner is to insulate the perpetrators of the 2002 violence from the processes of law, as political analysts have so appropriately expressed. This, considering that these processes of law have seen a couple of prominent perpetrators of the pogrom convicted. Strangely, much like the protests after the hounding of Teesta, at the very start of the protests against the invasion into Tiracol by bouncers at the behest of Leading Hotels, there is an attempt to profile the activists, as Judith Almeida reflects. The right to resist often involves exposure of the problem, and this might mean swinging international support and may involve travel. The Modi Government is starkly aware of this. Therefore they offloaded Priya Pillai as she was set to travel to UK for a meeting with British MPs. Of course, this was a much more sophisticated bouncing. With a look out list prepared of people who cannot travel. Greenpeace International’s Priya Pillai who was proceeding to the UK was stopped from going there as the Government made out that representing the concerns of the people of Singrauli in Madhya Pradesh was an anti-national activity. As Priya Pillai pertinently stated, The government’s so-called case against me is dangerous and dishonest. It says that by informing British MPs about a British-registered company’s activities in Singrauli. I am somehow acting against India’s national interest. But our laws, Indian laws, are being flouted in Mahan, to the detriment of thousands of Indians, all to benefit a coal mining project. How

Since then the tiatr stage has produced many versatile actors who served this stage with great dedication and humility. Every month Tiatr Academy of Goa organises a special programme, ‘*Somplolea Tiatristancho Ugddas’* to remember these late Tiatr artistes and their contribution in the field of tiatr who were born in particular month and are no more with us today. The artistes born in the month of May and are not living who will be remembered are: *Ermelin Cardoz:- * Ermelina began her career as a film actress at the age of 17. She has acted in more than 40 films produced by India’s well known film producers like Prithviraj Kapoor and was a popular name in the Silent films on the Indian Screen. . She was brought on the tiatr stage by her husband Saib Rocha. She not only acted in the tiatrs of Saib Rocha but also in the tiatrs produced and directed by other versatile tiatr directors like A. R. Souza Ferrao who cast her in his tiatr ‘Almam Sorgar Vetat’. *Cruz Jazzwala: * Cruz Jazzwala, at the age of 12 was composing. songs and also taught the village boys and girls to act in *Khells* and *Zagors*. In the year 1921, he came to Bombay to pursue his further studies. At this time he got an opportunity to present his own play in the Goan Institute Hall. Thereafter late J. P. Souzalin introduced Cruz in one of his tiatr. Soon Cruz started getting offers from all the stalwarts of tiatr like Saib Rocha, Anthony D’Sa,. Souza Ferrao, Minguel Rod, etc. Anther exemplary quality which Cruz possessed was composing Goan folk songs (Mandos and Dulpods). Cruz recorded his mandos on HMV Records which became so popular that some of his *mandos* are still being sung today *Mossulini Vales de Menezes:* Mossulini Menezes was not only a playwright and tiatr artiste but also a renowned freedom fighter of Goa who fought fearlessly to free Goa from the clutches of Portuguese rule. Born on 8th May 1924 Mossulini hailed from Tivim, Bardez Goa. He was also a social worker and had love for education. Some of his famous tiatrs are ‘Raoji Rane’, ‘Padrichem Bondd’ and ‘Martyr de Cuncolim’. Since he was a freedom fighter his tiatrs were basically influenced by the freedom movement. *Santiago Pereira:* Born on 22nd May 1912 at Cottombi in Quepem Taluka, Santiago learnt to play violin, saxophone, bass, trumpet and clarinet from parochial school and joined famous band of Domingos Mestri. Inspired by Khadda Minguel’s *khells*, he started training village young boys in* khells* for Carnaval at the very young age of 17. People used to appreciate his direction and compositions so much that he was very much in demand in other villages also. *Kamat de Assolna:* Kamat de Assolna was probably the most educated tiatrist of his time. He was a born singer. His melodious voice was liked by all tiatro audiences. He reached a level when his very entry for a song on the stage was received with a big applause and still bigger applause at the end of the song. Such was the depth of his compositions. Kamat did not remain as just a singer. He soon started acting and took up key roles. Because of his handsome looks Directors offered him the Hero’s role.which Kamat did with full justification. He has sung many songs on HMV Records and are broadcast on All India Radio regularly. He also acted in tiatrs of other stalwarts of Konkani stage like Young Mendes, Alfred Rose and C. Alvares. He staged many tiatrs in Mumbai including *‘Sotenas’*. He was a fine composer and a singer. It will soon be two long months that the former Goa Minister Mickky Pacheco has been evading arrest. Until 3rd April he was the Rural Development Minister in Goa’s BJP led government and is now on the run as he has to undergo a six month jail sentence for having in 2006 as a Minister assaulted a Electricity department Junior Engineer. Tax payer’s money is being unnecessarily squandered on the farcical search of this fugitive. As the Goa Police are acting as caged parrots in shielding the politically very influential absconding convict, it would be proper that the CBI be entrusted the task of arresting this law maker who has made a mockery of the justice delivery system by being able to abscond with the tacit support and blessings of the Goa Government. We should tell tourists that don't come to Goa for drugs. They can come to enjoy the vacation. We will provide them all the support, he said. The scourge and menace of drugs is hitting Goa, he told media persons here. Faleiro's statement comes a week after the Congress unit launched a campaign against drugs in the coastal state. Drugs are not only in the coastal belt, but they have percolated to the hinterland, he said pointing out the recent incident wherein two youths had died at Curtorim village after consuming narcotics during a birthday party. Nigerians have become drug lord in Goa and they are being supervised by government. In the coast of Arambol, drugs are sold in open by Nigerians, the former Chief Minister alleged. Arambol beach is popular among the foreigners and falls under the constituency of Chief Minister Laxmikant Parsekar. Faleiro said that his party will start statewide agitations to make Goa a drug-free state. This should really open up an opportunity for citizens in Mumbai and the TURN TO PAGE 10 » metropolitan region to ensure that they hold their municipal corporations accountable to the highest standard. There are thousands of instances every day where citizens have to encounter extremely dangerous conditions due to bad roads. Innumerable pedestrians face ankle injuries or sprains due to bad infrastructure, and it is high time that all of these people start using this wonderful high court order to seek compensation. When their cars break down because of bad roads, people should seek compensation from the civic body. When sufficient numbers of citizens start using this court order, it will automatically ensure that the municipal corporations are forced to provide good roads in the first place. Cities like New York, London and Singapore have adequate provisions and instances of citizen activism to hold their municipal corporations accountable. In New York, for instance, cyclists sue their city to seek compensation in case of crashes. It is good that the order has raised the issue of compensation. It is not just rare but maybe there is no precedent of any citizen having sued the municipal corporation for damages incurred. We need to bear in mind that the issue of potholes and bad roads has added and enormous economic significance in the context of a business city like Mumbai and it would be pertinent for businesses and chambers of commerce to be taking the lead in suing the municipal corporation in this regard. The municipal corporation and especially the road department is endowed with an envious budget. Taxpayers need to know what is being done with it. My concern is whether the order is sufficient to bring about real institutional reforms in the BMC's standing committee and road department, which continue to work in the most opaque manner and tolerate brazen collusion between vested interests. One also hopes that following the order, there is material difference to the situation from the status quo. As an activist who has seen numerous orders from the Bombay High Court on different civic matters, my only interest is in the final outcome and whether there will be sufficient and sincere efforts by some minimum number of citizens and officials within the government to make use of the substance of the order to deliver real outcome. There is significant history to the BMC's efforts and high court interventions in the matter of delivering pothole-free roads to Mumbai. On traffic congestion, for PIL No 18 of 2010, the HC took laudable steps of forming a high powered committee to look into the matter and submit a report, which the committee did in February 2013. The report did not adequately address the issue of potholes and bad roads, but still dealt with some important aspects like junction design and improved pedestrian infrastructure. The report had very clear actions identified and also responsibilities assigned to the necessary authorities. It is pertinent to note that nobody including the committee members has any clue about the report's status. The current order does take cognizance of this. Afew years ago, the BMC had roped in a software company to develop a pothole tracking system. There is no understanding of how that software, developed using public money, is being utilised. In 2012, newspapers reported that the municipal corporation will be employing a Road Monitoring and Maintenance System.Officials at the rank of junior engineers at the ward level would have clear responsibility assigned. A web-based citizen interface was to be part of the system, and the current order does significantly mention the need for systems to accept citizens' complaints. In 2006, the same corporation formed the standing technical advisory committee. I had significant interactions with the committee members . The court order touches on digging of road for utilities. On this there is enormous need for institutional reform and it is pertinent to study Bangalore's efforts through TenderSURE. The newspapers have been giving the College some adverse publicity and hence I thought it would be good to share with you accurate information on the issue. St. Xavier's College and St. Xavier's School are both run by the Jesuits. In 1977 the country decided to opt for the 10+2+3 system and since in Maharashtra there was no infrastructure to accommodate the 12th standard in the Schools, the Junior College or the +2 was accommodated in the Colleges. Hence the 11th standard in St. Xavier's High School shifted to the College. This was meant as a temporary measure. The UGC in Delhi has been putting pressure on University Colleges to move Junior Colleges out of the undergraduate and post graduate campus. This is becoming mandatory when Colleges apply for Central Government Schemes like the College with Potential for Excellence awards and the UGC is objecting to its funds being used indirectly to benefit Junior Colleges. We were explicitly told this last week on a visit to the UGC for the Heritage College Status Presentation. Only a few States like Andhra and Maharashtra still have the Junior and Senior colleges in the same campus. Karnataka made it mandatory to shift the Junior College out of the University College campus a couple of years ago. The Junior College comes administratively under the School Board, whereas the Senior College comes under the University and the UGC. The academic timetable and the atmosphere needed for Junior College students are very similar to that of the Schools and even the dates of vacations are different from the University dates. It is also the practice globally to treat the higher secondary level as apart from the undergraduate and graduate levels. St. Xavier's College has a small campus and it is acutely short of space for the growing number of courses and research activities it is capable of. It has the potential to meet the important need of high quality post graduate courses, which will draw the best students from all over the country, as our present 7 Masters programmes are doing. The adjoining campus of St. Xavier's High School has now developed infrastructure that can comfortably accommodate the Junior College, in a separate area, so as to meet the needs of our Junior College staff and students. Hence the Management of the College, in agreement with the Management of the School, has put up a proposal for the shifting of the Junior College to the adjoining campus. All the required considerations have been taken care of and the students will not be at any disadvantage. Suggestions of our Junior College faculty will be worked at. The only change is the location, which will be shifted to our adjoining campus, in keeping with the UGC requirements (which can be perused on the UGC website). The Management is giving ample time to effect this change which is proposed for June 2016 and in a very transparent manner, as a first move, has consulted the newly formed Parent-Teacher Association - the latter being insisted on by the Education Department for all Junior Colleges from this academic year. As Principal, I have had a two hour meeting in April, with our 30 Junior College faculty, to seek their views and to clear doubts. They have all the time needed, to make their representations and suggestions. We do understand that the Teachers will not be very happy to move to a school campus, since they have enjoyed the companionship of the University College faculty for many years. However, in the interest of good education and in keeping with the country's arrangements for higher secondary education, this change needs to be made, in a time-bound and planned manner, as is being proposed. We do hope we have the support of our faculty, alumni and the general public in continuing to give a high quality of education to all our students - both Junior and Senior College. Warm regards, Fr. One can order grafts of any of the varieties and the ICAR makes them for a decent fee. You may have already heard that I will be retiring as Principal at the end of this academic year after almost 12 years at the helm. The new Principal will take over from the 1st of June 2015. This will be the first time a Jesuit will not be the Principal. On the recommendation of the duly constituted Selection Committee, the College Management has chosen an Associate Professor of Economics, Dr. Baptist Agnel Menezes, popularly known as Dr. Aggie, to lead the College. We wish him a fulfilling time ahead! This email comes to thank each of you for your continuing interest in your Alma Mater and the support you gave us during the last decade and more. Personally I have felt your encouragement and appreciation for our efforts. St. Xavier's would not have ventured into Autonomy without many of you advocating it strongly and backing us up. Colleges in Mumbai were hesitant to apply and St. Xavier's was the pioneer, setting up the path. Today a host of colleges are clamouring to become autonomous. But more than anything else, Autonomy has helped us to raise the quality of education on campus to an international level, designing our own courses and syllabi, constructing our own evaluation system and putting into place quality mechanisms that encourage a structured way of provoking critical thinking, creativity and the inter-disciplinary approach in the teaching-learning-evaluation process. We have many indications that quality is being achieved - starting with the excellent placements of our students, the admission into prestigious post graduate programmes at Oxford, Yale and other institutions, the increasing applications for our courses from students from other parts of the country, the acknowledgement from many of our faculty of the creative freedom and empowerment they experience and the warm appreciation of our first two batches of students who have already graduated. The UGC acknowledged our efforts with the College of Excellence award in April 2014. Beside Autonomy, the College started new degree courses like the B.Sc. in Information Technology, the M.Sc in Biotechnology, the Masters in Public Policy and the Bachelor of Vocation in Tourism and in Software Development. St. Xavier’s facilitated Internships and Placements, made Service Learning and Extra Curricular activities mandatory, and encouraged Entrepreneurship, International Exchanges, the use of technology in the classroom and a host of other things that have contributed to the quality of all-round education on campus. It also collaborated with civil society groups like AGNI (including hosting three 2-day Public Hearings on the Environment, Nuclear Energy and the Forest Act) and participated in the reflection and struggles of our times. Our efforts at finance generation have produced moderate results, with many of you making contributions that have helped us through these years in financing infrastructure and educational processes. Through the efforts of our Alumni Advisory Board, the Sir Dorabjee Tata Trust and the Sir Ratan Tata Trust have just sanctioned funds for a three year period, enabling us to do heritage restoration of our beautiful buildings, to upgrade the Laboratory and Classroom infrastructure and to do conservation of the Heras Institute and Museum's treasures and those of the Blatter Herbarium. This infusion of finance will have far-reaching consequences for the quality of our teaching and research at St. Xavier's in the years ahead. However, we are still in need of building a Corpus Endowment Fund, which will help to run the College in the years ahead. Specifically, we need academic chairs to sponsor additional faculty in those departments that are capable of good research. My thanks go to so many who contributed to making St. Xavier’s what it is today. I will move to a Jesuit Centre for Non-Formal Education at Kalwa, near Thane in north Mumbai, from the 1st of June, as Assistant at REAP - a literacy effort that the Jesuits have been involved in for the last 20 years and which has grown tremendously. It will be going down to the grassroots, where the need is great. I do hope I will be able to make a small contribution to the work there. Those who live in glass houses should be vary of throwing stones. When muck is thrown some of it will stick. One of the most honest statements from a clergy official of the Archdiocese of Bombay in recent times came from the inner circle of the clergy team who said big reforms are not applicable to a community like ours. At a recent event, he said, “If you look around the world, big dramatic reforms happen around crisis.” He also added, “Big reforms are not easy to happen in a community like ours that follows the principle of democracy. In democracies, you have multiple veto centers, multiple decision-making centers and it is very difficult to push through decisive change and if you look at our community at this juncture, we are not in crisis.” There you go. All you big change seekers, the party is over even before it started. The inner circle of the clergy and their chief has, in effect, said they don’t want to rock the boat. Things won’t change much and things won’t change fast. For the community it will continue to be pray, pay and obey while for the clergy and their chief who belongs to the secular / diocesan order will still not have to take the “Vow of Poverty”. In such perfect settings why would the secular / diocesan clergy who control the Archdiocese of Bombay want change as suggested by the community? People in the community are turning impatient, their trust and confidence have started to slip, and while none in the community will publicly criticize the clergy leadership, the profuse praise has certainly stopped. The only thing going for the clergy leadership right now is the civic and political associations they have thrown their weight behind, who at least at present are struck more by power lust than the lust for responsibly and honestly helping the community. Any reasonably organized association from another community would be able to take on this power lust civic and political association, and this just without much difficulty. Look how easily the ‘non interference’ and ‘I do not care’ attitude labeling has stuck. Or how our Churches and institutions are attacked and damaged. Or how there is little certainty about the future of our community being able to practice and profess our religion and customs as guaranteed by our constitution. Sometimes, for purpose of amusement, the inner circle of the clergy and their chief asks, ‘What reforms do you want us to do anyway?’ Well, that is pretty clear. They revolve around opening up and being transparent in the areas of church and parishes institutions finances and properties, building houses and infrastructure for the community on these properties, interact with the government in safeguarding the community interests, looking after the welfare of the community and making it easier for the community to do business and live a peaceful and prosperous existence, which in turn creates jobs, growth and raises revenues for welfare projects. I think the intention is there. Many in the inner circle of the clergy and their chief are extraordinarily capable people, fully aware of what it will take to restore the community’s confidence and the like. So why don’t they do it? The issue is what the chief of the clergy stated. ‘In a democracy, change isn’t easy. Though the community people feel things need to change, everyone has a different idea of what that change is. I might think a more cautious approach is better.’ And since our community is closet socialists, trusting a more cautious setup is proving difficult for our community. Abuse can occur both in socialist and cautious systems, but a cautious set up does tend to get people impatient. However, it appears that the inner circle of our clergy and their chief would prefer that the community would rather have lesser opportunities and be in a familiar, oppressive system than trust a new system. Until that mentality changes, which means until the entire clergy and their chief change, there cannot be reforms. The risk of shoving in change the clergy and their chief are not ready for is simply too high. The only time it happened was some years ago, when we had a crisis, and that is somehow the only time our community and clergy become one and listen to reason. This takes me to my trip to Chennai a few weeks ago, a lesson worth sharing, where I had the pleasure of eating what were without question the best idlis that I ever have had. This was at a small stall in Cuddalore going by the name of Shri Idlis. This place is a little shack on a small road in a desultory residential colony and is basic enough not to have any sign that displays its name. The
