Re: [Goanet] OFFTOPIC - International Threat

2017-04-04 Thread Jim Fernandes

Impeachment? Seriously?

Go ask people in the rust belt or those folks in the middle of the country what
they thought of Trump. They love the man! The Lefty media and the impotent
Democratic party lost big in what most pollsters thought they had the election
in the bag. The losers can't get over the fact that they got rotten eggs on
their shameless faces and are now trying to cook up stuff that has zero bearing
on what most people care about Jobs.

I am unable to comprehend the Lefty claim that somehow Russian is responsible
for Trump's shellacking of Clinton. Instead doing some soul searching why
Hillary lost or why Americans voted Trump to be their President, the Lefties
are now desperately trying to find a scapegoat. Are American's stupid to be
swayed by Russia to vote for Trump? Americans went to the polls without
anybody's help and voted with a clear mind, for a leader they thought who most
likely represented their interests.

It is the fault of the Democratic party to side with Clinton instead of Bernie
Sanders. The crooked party elites, didn't want to see a Jew running their
country. So they connived to oust poor Bernie. Now learn to live with the loss
and burn the next 4 err ... 8 years twiddling your thumbs.

More recently, the new Democratic party leader forced everybody on their staff
to resign. This is a good start. They got to re-calibrate their expectations
and re-focus their energies on helping Americans get back to well paying jobs.
Instead of focusing on creating jobs that can make people get off of welfare,
the Democrats are focusing on keeping people on welfare and spoon feeding these
unfortunate folks by way of food stamps, medicaid and other social programs, so
that they stay addicted to their current state, in hopes of locking on their
votes.

This is a terrible strategy. I have moved away from it ...

Tell me what your guys are doing to create well paying jobs for Americans and
we can go from there. Don't waste your time talking nonsense such as
"impeachment", where the losers have virtually zero power in Washington.

If you still care to do so, here's what you need to first have in the bag and
the Democrats have neither:
1. A simple majority in the House of Representatives - the Democrats don't.
2. You need at least 67 votes (out of 100) in the US Senate - the Democates
don't even command a simple majority.

Keep dreaming ... friggin' losers.

PANAJI: Panaji lad Pratheek Rebello has secured the 96th spot in the
country at the Kishore Vigyanik Protsahan Yojana (KVPY) examination in the
PCM (physics-chemistry-mathematics) category. Two years ago, Rebello's
Class X ICSE board score placed him fourth all India. His KVPY rank is the
best by any Goan in recent years, the previous highest score by a Goan was
attained last year by Deepak Gopalan who placed 220th.

Having been ranked in the first 100, Rebello is now eligible for a seat in
any stream at the Indian Institute of Science (IISc) in Bengaluru, Indian
Statistical Institute (ISI) in Kolkata and any of the science branches at
an Indian Institute of Technology(IIT).

Across the country, 1,533 students in the PCM category have qualified for
the KVPY scholarship. It is estimated that around 150 students from Goa
answered the KVPY exam in 2017. Goa still does not have a KVPY centre and
students travel either to Hubli or Dharwad to answer the test.

Rebello, a student of Panaji's Mushtifund Aryaan Higher Secondary School,
has also answered the IIT entrance exam as well as the National Eligibility
and Entrance Test for a medicine seat in 2017. He will decide which stream
to pursue based on his scores in these tests.

Other students from Goa who ranked at the KVPY exam in 2017 are Ameya
Kulkarni (1,037) in the PCM category and Anirudh Bhat (1,119) in the PCB
category. Both students also study at the Mushtifund Aryaan Higher
Secondary School.

The director of the school, Vyankatesh Prabhudesai, said, "The KVPY result
is a good indication of what these students' scores will be like at the
JEE, as it is equally tough."

[Goanet] Specialty Work Visa's - USA

2017-04-04 Thread Jim Fernandes

A fresh crop of foreigner's have just begun to apply for American specialty
work visa's commonly known as H-1B. The Trump administration has promised
intense scutiny of this year's applicants along with their pay scales to ensure
American tech workers are not disadvantaged.

Every year, the US government has been allowing American companies to bring in
65K people, mostly techies, from outside the US and another 20K granted to
foreigners graduating from American universities. Instead of bringing in really
good candidates at fair market salaries, these visa's have been misused to
suppress salaries for American tech workers and in many instances to displace
them with lower paid foreigners. This kind of abuse could never happen in India
or anywhere else in the world, except the US ...

I have been writing about this problem for years and finally when Trump came
along, people like me quickly supported him (Another reason why he won). For
starters, entry level computer programming will not qualify for this visa. If
you care to know what else Trump is doing to tackle this problem, please see
below article.

https://www.usatoday.com/story/tech/news/2017/04/04/new-h-1b-visa-measures-employment/2732/

If Trump succeeds in giving Americans a fair shot at jobs, Democrats will be
wasting their time in 2020.

[Goanet] GBA press note - Planning, the RP2021 and ODPs

2017-04-04 Thread GBA office
* Goa Bachao Abhiyan*

goabachaoabhi...@gmail.com

*Press
Note4th* April 2017

The GBA in its meeting on Monday discussed the issue of inclusive planning
for Goa as envisioned in Article 243 of the Constitution of India and the
Eleventh and Twelfth Schedules inserted by the two constitutional
amendments in 1992. Multiple statements are being issued on the Regional
Plan ( RP ) and Outline Development Plans ( ODP's ) exposing the confusion
of the Government of Goa (both elected and administration), which treat
the RP 2021 and the ODPs as two distinct entities exclusive of each other,
in complete contradiction to planning norms.

*REGIONAL PLAN SHOULD BE FOR PROTECTION OF IDENTITY OF GOA & **ECO-SYSTEMS
BACKED BY** DATA , CLEAR CRITERIA BASED ON THE SAME AND AN INCLUSIVE
PROCESS *

With a TCP minister who has 'Goenkarponn' at heart, we expect to have a
clear process and criteria in place for protection of our eco-systems and
Goan identity established before any work on the RP-2021 or RP-2031
commences. The guidelines sought to have been framed by the Task Force on
RP 2021 created in October, 2007, need to be finalized now at the very
least. The GBA will welcome any honest and meaningful dialogue with regard
to planning.

* ODPs HAVE SO FAR EXPOSED A DISASTROUS TRACK RECORD - NO PLANNING, ONLY
F.A.R INCREASE*

Outline Development Plans for municipalities have been reduced to a single
point agenda of increasing built-up area ( FAR ). In an astonishing act
against due process and probably a first of its kind, the Corporation in
charge of Panaji was bypassed in the case of revisiting the ODP for Panaji.
So arbitrary was the last Government in its 'Planning', that three of its
ODP's have been challenged in courts. Proper process of consultation with
Local Self Government and Stakeholders needs to be put in place and
District Planning Committees activated to complete the process for each of
the two districts as mandated by the Constitution of India. The State
Government has been losing Central funds for development by not following
the due process. This has been highlighted by the South Goa Zilla Panchayat.

*NOTIFIED REGIONAL PLAN 2021 - BYPASSED FOR 6 YEARS*

The Regional Plan 2021 was notified by November, 2011 after 3 years of
inclusive processes. It had most importantly clearly described criteria of
Eco-Zones for protection and lowered built-up area in villages of low
density. Rather than work within the context of the notified plan, the last
Government proceeded to work outside the Plan : applicable in some cases,
not applicable in others, with part areas arbitrarily transferred to the
Planning Development Authority for ODP use as in the case of Mapusa. Below
are some examples of how the Plan was bypassed -

*# Extra FAR on sale as part of a finance bill ( not planning ) -*

The first taste of how a budget ( Finance Bill ) could be used as a vehicle
to insert extra built-up area and work around the Regional Plan happened
soon after its notification with 20% FAR extra allowed to institutions and
hotels on payment. A budget reduces everything to a financial transaction
devoid of human factors, in this case usurping the domain of
planning. Allowing 20% extra FAR without a study on parking, carrying
capacity, carrying capacity of foundations and sewage and fire safety
issues is a disastrous trend and will invite tragedy.

*# Confusion through Orders and Circulars contrary to the law -*

Innumerable cases of transgressions were brought to light where permissions
were sought and were given for areas marked as Eco Zones, partly
corresponding to the earlier RP2001 and partly to the notified RP2021.
Orders and Circulars allowing partial use of a notified Plan were sometimes
respected sometimes not - depending on a dubious 'case-to-case' basis.

* # Tourism Master Plan with no connection with RP2021*

The Tourism Master Plan for Goa was formed with yet another set of
objectives, completely ignoring the notified Regional Plan.

*# The Investment Promotion Board with overriding clause *

Finally, in one move disguised as a 'job creation vehicle' the Investment
Promotion Board was formed entirely against the Constitution as it sought
to override all other Acts except certain eco-sensitive regulations such as
CRZ and FCA. Despite its own gazetted rules of conduct which sought to
promote industry that would create jobs and avoid red-category industries,
it proceeded to work against everything laid down including brazen
permissions to projects within CRZ areas and eco-sensitive zones, with the
'Mini-India' project being one them. To ease process for one industry that
sought to cut thousands of coconut trees on its property to build a
factory, an entire notification was brought out removing the coconut tree
from requirements of felling permissions under the Forest Conservation Act
( FCA ). More recently, the IPB has started looking

Diretors of Goa-based mining firm booked in cheating case

Murari Shetye| TNN | Apr 4, 2017, 05.55 PM IST

PANAJI: The economic offences cell (EOC) of the Goa Police has booked
officials of a Goa-based mining company for allegedly cheating a Chinese
mining firm of 18 crore for failure to supply iron ore.

Police said a representative of the Chinese firm, Lao Ting Dadi Mobiles
Components Ltd, arrived Goa in January 2010 and signed a memorandum of
understanding (MoU) with Jiwa Mines and Minerals for the supply of iron ore.

Police said as per the MoU, the Goa-based company was required to supply
iron ore excavated at a mine in Galel, Sindhudurg, Maharashtra, to the
Chinese firm, and that it was agreed that once Jiwa Mines and Minerals sent
a picture of ore excavation, Lao Ting Dadi Mobiles Components Ltd would
transfer the money as payment.

EOC police sub-inspector Prasanna Bhagat, said the accused firm had instead
taken random pictures of ore excavation and forwarded them to the Chinese
firm, which immediately transferred money in the account of the accused
firm. Bhagat further said that when Jiwa Mines and Minerals failed to
supply the ore, a delegation of the Chinese firm's officials found that no
excavation was being conducted at that particular mine.

The directors of the Goa-based company, Raghavendra Gowda and Mona Gowda,
have been booked by the EOC together with another individual, Jacinta
Braganza, Bhagat said

Police said a complaint in the case was registered following the directions
of the Judicial Magistrate First Class (JMFC), Vasco. The complainant in
the case is Wilfred Fernandes, who holds the power of attorney for the
Chinese company. The accused have not been arrested.

African Envoys Slam GOI Inaction, Want UN to Probe Racial Violence in India

BY THE WIRE STAFF ON 03/04/2017

African heads of missions said they “reviewed the previous incidents
and that have taken place in the past and concluded that no known,
sufficient and deterring measures were taken by the government of
India”.

New Delhi: The heads of African diplomatic missions in India have
released a strong statement on the recent racial attacks against
Africans in Greater Noida, saying that the Indian government has
failed to protect Africans despite there being repeated racial attacks
in different parts of the country.

The statement, the outcome of a meeting held on March 31, says that
the heads of missions “reviewed the previous incidents and that have
taken place in the past and concluded that no known, sufficient and
deterring measures were taken by the government of India”. They have
also said that the attacks in Greater Noida and elsewhere are
“xenophobic and racial in nature”. However, these attacks have not
been sufficiently condemned by Indian authorities, they said, despite
their expectations.

The group has called for an expedited investigation into the recents
cases of violence against Africans and an independent inquiry by the
UN Human Rights Council and other human rights bodies.

Press release by the heads of African diplomatic missions in India
Press release by the heads of African diplomatic missions in India
The Association of African Students in India has supported the strong
statement, and also called for withdrawal of all support for India in
the international fora.

Spokesperson for the Ministry of External Affairs Gopal Baglay has
said the attacks in Greater Noida were unacceptable, but added that
they could not be termed ‘racist’ until a complete investigation was
carried out.

In a statement issued on Monday night, the Indian Ministry of External
Affairs has not only reiterated Baglay’s point and said that the
attacks cannot be termed ‘xenophobic’, they have also said that
ministry has been trying to ensure the well being of Africans in the
area and that local authorities were acting fast to punish the
culprits.

“It is unfortunate that a criminal act triggered following the
untimely death of a young Indian student under suspicious
circumstances has been termed as xenophobic and racial. Investigations
on the death of Indian teenager and the subsequent incident by local
authorities are ongoing,” the statement reads. “The Government had
condemned and described as unacceptable the incident of attack on a
few Nigerian nationals in Greater NOIDA. The significance attached to
addressing the matter is reflected in the detailed statement by the
External Affairs Minister (EAM) and the discussion in the Parliament.”

The ministry has also added that they do not see the need for an
international investigation.”As stated earlier, the Government is
committed to ensuring safety and security of all foreign nationals in
India, including African nationals, who remain our valued partners.
Strong Indian institutions are adequate to deal with aberrations that
represent act of a few criminals,” the ministry statement says.

Ironically, New Delhi has not shied away from terming attacks against
Indians abroad as “racist”. “I have been appalled by the senseless
violence and crime [against Indians in Australia], some of which are
racist in nature,” Prime Minister Manmohan Singh said in Parliament in
2009. The then Gujarat chief minister Narendra Modi had also raised
the matter of “racist attacks” on Indians in Australia during a
meeting with the Australian high commissioner.

While the African envoys were concerned about a larger systemic racism
and “accumulated attacks” that the Indian government had not properly
addressed despite assurances to the contrary, the MEA statement talks
only about the specific attacks in Greater Noida without addressing
larger concerns.

Official sources claimed that the statement issued by the Eritrean
ambassador was only only sent after consulting a “very small number of
African HOMs”. “Some of the prominent African HoMs denied that they
attended the reported meeting or were consulted,” claimed sources.
However, the statement from the dean was issued nearly a week after
the incident. When reporters had tried to speak to the dean in initial
days after the attacks in Greater Noida, he had refused to comment,
pointing out the need for wider consultation among his diplomatic
colleagues.

Since the incidents in Greater Noida, external affairs minister Sushma
Swaraj has been the only minister to publicly talk about what
happened, which she did on Twitter.

Goan startup looks to change face of on-demand services

Newton Sequeira| TNN | Updated: Apr 4, 2017, 11.14 AM IST

PANAJI: If there is one grouse that everyone shares, it is the scarcity of
skilled handymen such as plumbers and carpenters in Goa. Plumbers and
electricians are a dime a dozen but their work rarely lives up to the
expectation. A Goa-based startup, Poocho.in, wants to change that.

Founded by GautamFatarpekar, Manisha Fatarpekar and Harish Usgaonkar, the
website already covers Goa and is now looking to expand to Maharashtra and
Karnataka.

" By April-May, we should be able to start operations in Pune. The aim is
to expand in the Konkan belt for now," Gautam said.

Poocho serves as an aggregator for crucial service providers in the state
and functions as an online listing directory to help bridge the gap between
need and availability. For Fatarpekar though, more than the availability,
it is the trust that the startup wants to address.

A mechanical engineer by qualification, Fatarpekar began toying with the
idea of providing a listing service after finding it hard to resolve a
plumbing issue at home. Beginning in January 2016, the startup found it
difficult to convince service providers to come on board.

"Today, we get one service provider on board per day and do it without much
convincing. We now have over 60 service providers and get around 75-80
queries for services daily," Gautam said.

To ensure customers get quality service, the Poocho team visits and
verifies the credentials of all the service providers, runs background
police checks and also follows up with customers to ensure satisfaction.
Today, the startup addresses customer needs for plumbers, electricians,
painters, interior decorators, bands, photographers, make-up artists,
fitness trainers, house maids and fabricators, among many other services.

[Goanet] losing MLa`s MLa`s fold up office

2017-04-04 Thread Nelson Lopes
Losing MLA`s fold up office

In the past and even at present most of the losing MLA`s normally close
office of service to the constituents, for lack of Govt sponsored funds
,irrespective of those who might have voted for them The financial
assistance given to the MLA`s to run offices are now stopped. Even
otherwise they mostly employed their relatives and wives etc and paid
pittance to other employees eligible for what Govt. sanctions. Take it or
leave it is the order.

But now a novel approach seems to have evolved to keep losing MLA`s
supporters of BJP in good humour There is no doubt, that CM will provide
the necessary funds leaving no trace of its origin or the amount. Hence a
few like Caitu Silva ,Benjamin Silva, Averatno, all losers have publicly
vowed to keep their offices open to liason with BJP, courtesy their past
masters paying back in gratitude for loyalty as a royalty. They have
otherwise not have been known to be so charitable, so magnanimous. In fact,
when in seat of power they were known to have sarcastically directing to
previous losing MLA`s, who were supposed to have amassed wealth for
generation to come. The clock gas turned back full circle as now new MLA`
are following the old script paying back in he same coin Any takers/
