[Goanet] WHEN WILLOUR PANAJI BE A SMART CITY?
For Panaji to evolve as a Smart City we need Smart persons with integrity and sound knowledge in planning on board the Imagine Panaji Smart City Development Limited (IPSCDL) which is the official vehicle steering the projects being planned for the City. It is dismaying that not a single Goan architect or planner has been taken on board. While promising that Panaji City which includes Ribandar would develop as a very Smart City, those in Power have over the years miserably failed to address and redress even the basic and vital issues pertaining to disposal of garbage, sanitation, public transport and proper parking facilities. Uninterrupted power and water supply seems to still be a very far dream. Health, Education and Housing should have infact been areas of focus. While in the Opposition Panaji MLA Babush Monserrate had accused the IPSCDL of being a big den of rampant corruption and had demanded a public discussion on projects being undertaken. Accordingly Chief Minister Pramod Sawant had summoned a public interaction of IPSCDL with the citizens of Panaji on 28th May 2019 at the Menezes Braganza Hall in Panaji but at the last minute abruptly cancelled it while publicly assuring us all that it would very soon be rescheduled. It is now over two long years and that meeting has still not been held. Ironically Babush Monserrate and his Mayor son are now Directors of that very IPSCDL. We need to know where those crores being drained under the guise of making Panaji a Smart City are being deviously funneled. Unless there is transparency and accountability in the functioning of IPSCDL, with a truly genuine and concerted effort to improve the city’s crumbling infrastructure, our now sinking Panaji will only be further submerged. I see only one poster who writes on current and historical Goan/Indian affairs. His articles are here, thankfully, because he cc's them. Then again, maybe no one is reading those articles either as even the excellent ones do not garner public compliments. [Goanet] Tracking the Delta Variant (Dhaka Tribune, 25/6/2021)
https://www.dhakatribune.com/opinion/op-ed/2021/06/25/op-ed-tracking-the-delta-variant Earlier this week on June 23, the American epidemiologist Dr. Eric Feigl-Ding tweeted “Right on cue…#DeltaVariant has arrived in the low #Vaccination states of America and setting off sharp increases in #Covid19 cases again.” He pointed out that the new coronavirus variant had rocketed from 10% of all cases in the USA to 31% at frightening speed, “A tripling in one week!” Feigl-Ding said that “UK missed the oncoming train of #DeltaVariant until it was too late” and warned, “Let’s not repeat Britain’s failure, America.” When this particular epidemiologist tweets, people pay very close attention. That is because Feigl-Ding – who was previously on the faculty of Harvard Medical School and the Harvard Chan School of Public Health – has been proven right many times, most notably from the beginning of last year when Covid-19 had still never been detected outside China. Back then on Jan 25, 2020, he tweeted “HOLY MOTHER OF GOD – the new coronavirus [is] thermonuclear pandemic level bad.” Then, “I really hate to be the epidemiologist who has to admit this, but we are potentially faced with…possibly an unchecked pandemic that the world has not seen since the 1918 Spanish Influenza. Let’s hope it doesn’t reach that level but we now live in the modern world with faster ✈️+ than 1918. @WHO and @CDCgov needs to declare public health emergency ASAP!” Feigl-Ding summarized, “so what does this mean for the world??? We are now faced with the most virulent virus epidemic the world has ever seen.” But that was then. At this point, what could possibly be so alarming in the US, where 56% of adults are already fully vaccinated? It is the Covid-19 mutation B.1.617.2 that first surfaced in India last year, then exploded nationwide in the first half of 2021 to overwhelm all public health systems. What happened here is now playing out everywhere. The Delta Variant’s nastiest, most contagious and potentially most deadly wave of infections is inexorably stalking the world. To be sure, none of this was unexpected. Dr. Feigl-Ding himself blew the whistle hard on June 8, when he warned the Delta variant was already “ravaging UK despite high vaccinations because it has immune evasion properties” and “is worrisome because study after study shows it has one of the worst antibody neutralization profiles against the current vaccines.” That data is stark and scary. The original Covid-19 variant that swept the world was neutralized almost 80% with just one dose of the Pfizer or AstraZeneca/Oxford vaccines, and well above 90% after both. But against the Delta Variant, that protection plummets to around 30%, and two doses still leaves a huge window of vulnerability. When it comes to AstraZeneca/Oxford specifically – the best and often only option across South Asia – even full vaccination yields only 60% protection. This is precisely why March, April and May have been such horrific months in India, with the death toll estimated in the millions, far beyond state and society’s capacity to cope, or even accurately calculate. There’s no doubt that situation was massively bungled by the fatal convergence of misgovernance, apathy, denial and poor choices at both state and national levels. But there’s also no doubt this new threat is fiendishly destructive and evasive: RT-PCR tests regularly fail to detect it, the symptoms vary greatly to mask its presence, and it whips at high speed between children and adults so that entire families and communities become seriously ill at the same time. All this is awful news on multiple fronts. We now know that the only way forward out of the collective pandemic predicament is for literally everyone to be vaccinated, including children. This leaves South Asia in particularly bad shape, because we don’t even have one vaccine approved for non-adults. It also means that masks and travel protocols including hard boundaries are here to stay, quite possibly forever. No scientist or epidemiologist wants to admit it, but it’s almost certain there’s already some Covid-19 mutation circulating that isn’t affected by any existing vaccine or treatment protocol. If we are incredibly lucky, it won’t emerge while we are still trying to cope with the Delta Variant, but no one can say for sure. Thus, while it can seem as though several lifetimes and many different paradigms have waxed and elapsed since the shocking weeks last year, when the world went abruptly into an unprecedented lockdown, the Delta Variant has amply demonstrated that we are still rooted at square one. The stakes remain the same, and all the basic lessons that we learned back them continue to apply in equal measure. You know the drill: isolate, stay at home, mask up properly, and avoid the virus in every way because your life – and that of our family, friends and communities – continues to hang on the safety of your next breath.

Another time, when it was time to renew my subscription, I didn't do it as the price was very high so I simply purchased a new subscription. [Goanet] IS PANAJI SO INTELLECTUALLY BANKRUPT?
With an 8th Std Babush Monserrate as MLA, an under-educated Rohit Monserrate as Apprentice Mayor and now with Kabir Makhija besides Kishore Sastry on faked expertise as co-opted Counncillors at the Corporation of the City of Panaji (CCP), the sagging intelligence quotient on public display does not augur well for Goa’s capital City. Section 9 (b) of the CCP Act makes a provision to nominate up to five Councillors being persons having special knowledge or experience in municipal administration, engineering, architecture, archaeology, heritage etc. The appointment of Kabir Makhija and Kishore Sastry as co-opted Councillors is in total breach and violation of the CCP Act as both do not meet the requirement of the necessary special knowledge or experience in the required fields. Mayor Rohit Monserrate while proposing to nominate Kabir Makhija and Kishore Sastry as co-opted Councillors falsely stated that they were experts in the field of Engineering and Urban Administration respectively. The provision for co-opted Councillors is for CCP to get advice and guidance of experts and not to be misused to politically rehabilitate former Councillors. Kishore Sastry lost the recent CCP polls held in March this year while Kabir Makhija’s ward being reserved for women was contested by his sister who was also defeated. In fact the bio-data submitted by Kabir Makhija and Kishore Sastry does not make any mention of them having any expertise in Engineering and Urban Administration while Kishore Sastry in his biodata has stated that his educational qualification is I.T.I in Electrical and that he speaks Kannada. So his only possible contribution to the CCP would be to act as interpreter between the English only speaking Mayor and the Kannada speaking municipal workers. As far as my friend Kabir Makhija is concerned as stated by him in his biodata he is rightly a proficient athlete and has excelled as a Model on the ramp, but this is not what a sinking Panaji now desperately requires. Kabir Makhija and Kishore Sastry should have upheld their self respect and not frantically craved for a position they do not qualify for. Co-opted councilors are supposed to be persons with vast experience in the fields specified in the CCP Act so that they could through their long experience and enhanced knowledge contribute their ideas at meetings and deliberations of the Corporation. The appointment of these two councilors is a farce and as well as a fraud committed on the people of Panaji. In the current pandemic the CCP has excelled in swiftly appointing the Co-opted Councillors. The Mayor on 7th April moved a note to the Commissioner proposing the two names while immediately on 9th April the then CCP Commissioner Sanjit Rodrigues wrote to the Director of Urban Development proposing the names while the file after being hurriedly cleared though objections were raised by senior bureaucrats at the Secretariat a notification was issued on 28th April notifying them as co-opted Councillors. We as voters have failed Panaji. The 2022 Assembly elections would be an opportunity to prove that we have brains up there and that we are no duffers. Adv.
