According to a press release issued by the Ministry of External Affairs, the list has been given to four nationalised banks designated for the task of disbursement of the Persian Gulf War compensation. The minister said that a total number of 1,51,851 claims by Indian citizens from all the four categories were registered with Special Kuwait Cell, Minister of External Affairs. These aggregated to a total amount of US$ 1,512,394,943 and a total amount of US$ 948,151,360.53 was received from the UN Compensation commission for all categories. 'Politicians have become commission agents' Cortalim MLA Matanhy Saldanha has weathered several storms right from his days as a leader of the Ramponkar movement to efforts to disqualify him as a legislator in recent weeks. In yet another sea-saw of his political career, he once again achieved a reprieve after the High Court stayed the disqualification against him, bringing cheer to his supporters. PETER RAPOSO and BOSCO DE SOUSA EREMITA caught up with him a few hours before he was granted a stay on his disqualification. This interview was first published in the Konkani weekly Vavraddencho Ixtt. Excerpts: Why you refused to vote for the Congress or even support the Congress during the confidence vote, despite being aware that you would be committing hara-kiri? MS: I don't want polarization of forces. I want the people of Goa to remain united as they were, and if anybody attempts to divide, then I will not be a party to such political designs. Decision of this nature is very rare but this is because I am not ready to favour any side just to avail of benefits offered to me. I am here to serve the people of my state. This is my dream. I know I have to pay a price for that and I am paying for it. Do you have any regrets? MS: I am not regretting anything. You regret when you have no conviction and when you are not sure of what you are doing. I definitely know what I am doing. All said and done, politicians in general manipulate the public at election time on the basis of minority and majority. But after elections, no justice is done to those whom we pretend to champion. One of the impressions gathered amongst your admirers is that the UGDP party leaders tried to take advantage of you. MS: I don't want to blame the party. It is some individuals in the party, who have the least interest of the people of Goa or the party itself at heart, that are vested. It is their personal interest that rules supreme. Is it a fact that because there was a pact that Congress would nominate Radharao to the Rajya Sabha? MS: All these pacts ultimately boil down to benefits one gets in return for hobnobbing with and betraying even one's own party. The way things are going on, politicians are out to sell Goa once and for all. This is very painful to me. I love Goa and I always fought for its welfare. Why you think that River Princess failed? MS: First of all, River Princess did not fail. Time was too short. Attempts were made to make sure that it was removed and I am certain nobody else ever made as much effort as I and my team did. We worked for its removal, and that too, without any loss to the state. Ironically, a loud mouth like Deshprabhu was hobnobbing with the culprits who have caused this catastrophe and these culprits appeared in the corridors of power the day the government was overthrown. Deshprabhu himself had told me that the ship can never be removed. Why? "Because they will go to court" he said. Calangute MLA Agnelo Fernandes made a statement that an enquiry should be made against you. MS: Let him make it. I have no objection. People like Agnelo wanted to stall the whole process of the removal of the vessel. When you came from your foreign trip, the BJP fellows as well as UGDP fellows had come to see you in Mumbai. According to UGDP people, you refused to accompany them to Goa. MS: I met the UGDP emissary and asked him to show the letters of support from the MLAs to the new Congress Alliance. He showed me the papers and I said I will decide what to do. But, you reportedly met Pramod Mahajan in Mumbai. MS: That is not true. I did not meet Pramod Mahajan at all. Neither Pramod Mahajan nor any other politician from outside Goa. Finally with whom did you come? MS: I did not come in the company of anyone, I came by myself though there might have been other MLAs' sitted in the plane like Digamber Kamat and Francis D'souza. When Filipe Neri was being evicted from the House by "outsiders" why you decided to look the other way and not raise any protest on the manner a fellow legislator was being treated? MS: In the House, the order of the speaker is supreme and it is not the prerogative of any legislator to interfere. Is BJP communal? Was the government trying to saffronise the government/ education. MS: Every government is the same. Every government has its subtle biases. It is for the people to fight this biases even by coming out onto the streets. However, it is time we stop talking about communalism if we really want to be secular and come together for the good of the people at large. At the time of your elections, stories were doing the rounds that BJP had funded UGDP to fight the elections, especially in Catholic dominated south. MS: That is a lie. No party supported me in the elections. White Chocolate Cakefrom Dede Wilson's 'the Wedding Cake Book' *Use a good quality imported white chocolate like Lindt white bar, Bakers or Merkens white.This cake has received rave reviews by many expert cake decorators. (Note: remember, this is the recipe that is supposed to make two six-inch cakes, but they overflow the pans, so I use it to make two 8-inch cakes andthe layers are about 1 1/2 inches high) 8 ounces white chocolate, finely chopped (see*) 2 cups unsifted cake flour 1 tablespoon baking powder1/2 teaspoon salt 4 ounces unsalted butter, at room temperature3/4 cup sugar 1 teaspoon pure vanilla extract 2 large eggs2/3 cup whole milk20 servings 1 hour 20 minutes total time including baking40 mins prepPreheat oven to 350° F-- I bake at 300°F for 20 minutes. then increase oven temp to 325° For you could use bake-even strips.Prepare pans with cooking spray and parchment.Melt the chocolate in the top of a double boiler, stirring frequently -- remove from heat before chocolate is completely melted; stir until chocolate is melted and smooth-- cool to room temperature.Meanwhile, sift together the flour, baking powder, salt and set aside.Place the butter in the bowl of your mixer, and with the flat paddle, cream butter.Add the sugar gradually and continue to beat until light and fluffy, about 1 to 2 minutes -- scrape down the bowl once or twice and beat in the vanilla.Add the eggs, one at a time, beating well after each addition.Scrape in the melted chocolate and beat until the batter is smooth.Add the dry ingredients alternately with the milk in 3 separate batches.Pour into prepared pans. Politicians -- in Goa have reached disgraceful levels. Not content with seeing themselves on the print and visual media they have now started using religious functions as well. What has irked the well meaning people of Margao is the felicitation of Mr Digamber Kamat INC MLA of Margao (who won by a measely margin of 1340 odd votes (the website goagovt.nic.in - link of Goa Legislative Assembly gives a wrong figure) despite being a four term MLA against a 27 year old novice ) at the hands of Chief Minister Mr Pratapsing Raoji Rane ---at a Sarvajanik (Community) Ganeshostav Mandal - Colmorod Margao on 11th September, 2005 This is a total misuse of a religious and cultural celebrations intended to promote charitable social and community affairs -- surely not a political celebration. What was also surprising is that the Chairperson of Margao Municipal Council the first citizen of this city Ms Dorris Texeira graced the ocassion with another Councillor in tow Mr Savio Coutinho. Mr Kamat had developed a penchant for giving a religious touch to all that he does. Earlier he earned the sobriquet NAAL KAMAT while hobnobbing with the BJP breaking a coconut inaugurating road asphalting works, installing high mast lamps etc; Now he prefers to carry this practice even in the Indian National Congress; and perhaps set a precedent. Not only this, he has come out a pocket size booklet with the name of GOA PRADESH CONGRESS and the image of Lord Ganesha printed on the front cover with his message and photograph inside carrying arti sangraha Are you listening Mr Ravi Sitaram Naik MLA Ponda and President Goa Pradesh Congress Committee? There is no doubt that Digambers popularity is dwindling ever since the suffocating theory propped by him to betray and defect from the BJP. Unfortunately his dream to be the Chief Minister or Deputy Chief Minister has been dashed to the ground. Knowing that he has to turn the apple cart before May 2007 or in the event a midterm poll is announced after the IFFI he is trying to hold woo the electorate of Margao with brain storming or washing sessions with lunch dinner all found at the drop of a hat and this Ganesh Chathurti was one such ocassion. Surprisingly Mr Rane did not realise that this was setting a bad precedent. Is there something that can prevent it as she cries at night with pain? It is the summer and they love to swim. Answer: Dear Mum, Thank you for this timely question. Summer is surely in full swing and the children are having a wonderful time having fun in the pool and out there in the sea. These kiddies are chilling out in this heat! What would life be if there wasn't some little inconvenience to spoil the fun? It would be too good to be true!. So, we have the outer ear infection also known as swimmer's ear or Otitis Externa - the infection and inflammation of the outer ear. Infections of the outer ear are caused by bacteria or fungi found mainly in Ocean water or in poorly maintained swimming pools. Inadequate chlorination and malfunctioning pool pumps help the pool bacteria and fungi to survive and multiply. Also involved are bacteria which are normally found on our skin. Too much chlorine in pool water and increased wetness inside the ears can cause damage to the delicate lining of the outer ear. This damage helps bacteria from the skin to also cause infections. Outer ear infections cause pain especially when the child sleeps on the affected ear. This pain worsens when the ear lobe is touched or moved. Often enough, pus is found to be oozing out of the infected ear. For some unknown reason, swimmer's ears are common in preschool and primary school children. They are rarely seen in small infants. It's possibly because the older children spend more time swimming in and under water. I believe that "swimmer's ears" can usually be prevented by the proper maintenance of pools and by the regular clearing of water from ears during and after swimming. It is a good idea to advise the children to take a break from the water every half hour or so, and try to clear the water from their ears. Drying the outer part of the ear canal with a towel is also helpful. "Swimmer's Ear Drops" help evaporate some of the left over water from ears. A few ear drops of rubbing alcohol have the same effect. If you suspect that your child has swimmer's ear, you may first try putting a few drops of white vinegar as a home remedy along with some Calpol or Motrin by mouth, for pain relief. Young children need a good deal of consoling when they are in pain, and mothers are normally very good at this. If the pain is not controlled within a day or two, or if the pain gets worse, I recommend that your child see a paediatrician. One might need to confirm that the problem is really in the outer ear and not somewhere else. If the outer ear infection is confirmed, the pediatrician is most likely to recommend some ear drops containing an antibiotic and a steroid for a few days. Remember to prevent the drops from running out of the ear when the child tosses and turns during sleep. A cotton plug is the best way to do that. Finally, there are two important points I would like to make with regard to swimming: The importance of sun block, and that NO child should be left in the swimming pool or sea water without the supervision of an adult who can swim. n The preceding article is for general information purposes only.
