Judy,

At our small library, we have a small annual budget -- used to purchase
library-specific supplies, software and tech support. We present an annual
request to our Finance Committee during our budgeting cycle. More major
expenses, e.g. computers, come from a different fund, but we need to
request it during the budgeting cycle. Any funds not expended return to the
synagogue's coffers.

We also have a Library Books Fund -- used to purchase books and library
resources. Funds for the Library Books Fund come  from donations and we
know who the donors are and the amount, unless they ask to be anonymous. We
can use these funds whenever we choose to, and when there are funds
available. We periodically remind people to donate to the Library Books
Fund, but don't do a major appeal.

Perhaps try foam board or styrofoam sheets, cut with an exacto blade, and
then wrapped?
Craft stores have such and they're not very expensive.

He contacted our congregation as well, actually communicating with our
Temple's President
​, regarding our library and​
 our genizah. We have a small collection, entirely administered by
volunteers.

I expressed a note of caution
​, indicating that I had heard of book dealers who sometimes fished for
valuable items that might not be recognized by the owners​
.
​Your communication makes me even more suspicious.​

As we are entirely administered by volunteers, and have no time anyway, a
polite letter was sent to him indicating that we couldn't accommodate him
at this time.

Regarding books that no longer serve us, we created a small self-serve Book
Shuk for sales to our congregation, but don't expand outside the Temple.
Other items are donated to a local nonprofit, More Than Words
​,​
via a book collection container I arranged to be placed at our parking lot
entrance. (It is also fairly heavily used by the public.)
