I contacted Bar-Ilan University Press in summer 2012 concerning this question.
This is what they answered:
There are indeed 2 editions in the Mikraot Gedolot HaKeter Series:
The regular edition is cm 30X23.5, while the smaller edition is sized cm
24.5X17.5
The Series Editorial Board informs us that the completion of the Regular
edition will not be available within the next 3 years or so.

someone called my attention to your query about Mikraot Gedolot HaKeter. here
is my response (and you can pass it on to any others who had the same query).
1. MGH was originally published (incomplete) in a folio format; i.e. all the
volumes that were published were in folio format, and had introductions.
2. HOWEVER, at some stage the actualy publication of the remaining volumes was
stalled because of lack of funds.eventually, they found a donor (Dr. Marcus
Katz), and then they resumed publication.at this point, they decided to publish
the remaining volumes in quarto size, without introductions.
3. thus, all of a sudden there appeared several (!) new volumes (whose
publication had been backed up because of lack of funds), all in the smaller
format and without the introductions: Exodus (vol. 1), Leviticus, Numbers,
Deuteronomy, Jeremiah, Twelve Prophets, the Five Scrolls. [i emphasize that
these new volumes never appeared in the folio format].
4. then the decision was also made to print some of the previous folio volumes
in the smaller format - e.g Genesis. thus, now the whole Pentateuch was
available as a set in the small format (ONLY). some of the other folio volumes
were also now reprinted in the smaller format: e.g. Samuel, Kings, Psalms.
5. they will continue to publish the new volumes (e.g. Job) in the smaller
format. thus, the complete set of all the volumes will really be a mixture of
some folio volumes, and of some quarto volumes.
6. i assume that at some later stage they may decide to publish the quarto
volumes - in folio size too (eg the one listed in #3 above), and presumably add
introductions, too. and similarly, i assume they at some later stage they will
print the remaining folio volumes in quarto size (eg Isaiah, Ezekiel).
7. i should emphasize that some of the volumes (e.g. in the folio size) have
appeared in a number of editions; i.e. they were reprinted, but with
corrections entered therein (although not particularly noted in the title page
or elsewhere).
