I also use Elazar and I've struggled with this too. For the sake of convenience and clarity, I've chosen to place picture and board fiction books with the holiday; there is a spot for them -- J 249.53 for Chanukah fictional stories, for instance. It helps me when I need to grab everything on a holiday for display. I also figured that for a young kid, a fictional picture book was a helpful entre into the subject. I do the same with chapter books for my 7-11 yr old readers (I call that JA, as in Junior Advanced), mostly for the convenience. Now for my YA kids, that's where I struggled. I wasn't sure if I should do the same for them, but in the end I decided that they were old enough to fully appreciate historical or realistic fiction and to find it through the catalog.
