We will have a fix out shortly for win32 dedicated servers. This fix is now live, run hldsupdatetool to grab it. The TF2 update today contained only client side fixes (hence the lack of update email), unfortunately the TF2 depot is shared between the client and server causing the update to apply to servers also. This update updates the other binaries needed to work with the new server.dll but doesn't change server functionality.
