Indeed, there isn't one available right now.
Use of a specific locale is need becasue you don't want to use the
default Compose file.

You can create a fake malayalam locale, eg:

localedef -i en_IN -f UTF-8 ml_IN.UTF-8

It is possible to do it with xkb.
For that, you must:

* run from ml_IN.UTF-8 locale (eg: LC_ALL=ml_IN.UTF-8)
* have in /usr/X11R6/lib/X11/locale/compose.dir a line like:

ml_IN.UTF-8/Compose:ml_IN.UTF-8

* have a file /usr/X11R6/lib/X11/locale/ml_IN.UTF-8/Compose with

a line like:

U0ed52 : x

(with x being the utf-8 sequence for letters U+0D28  U+0D4D U+200D,
I'm not equiped to write it in this mail)

* have a key of your keyboard sending the keysym 0x100ed52
  (the unicode keysyms are 0x100 in XKB keyboard definition files, and
  U0 in Compose file)

then, by pressing that key, the utf-8 string xx will be sent.

ZL Under X, you may want to follow XIM (the mechanism you are asking)
ZL to implement a input method server.

No, you don't. XIM is a morass of complexity which should only be
used for scripts that need it. Avoid its use for simple alphabetic
scripts.

Under X, you may want to follow XIM (the mechanism you are asking) to implement a
input method server.
If you want to do in this approach, have a look on the source of some existing input
method. E.g. kinput, xcin.

Yet, there is another larger scale framework, a more generic approach for input issue
under linux. But I'm familiar with this yet, pls check the links for details:
