AsSalaam O Alaikum Solution to the Present Problems of the Muslim Worldhttp://www.tanzeem.org/news/tan_news/2002/december/20-12-02.htm It is a Sunnah of Allaah (swt) that when a nation, to whom a messenger has been sent, rejects the teachings of its messenger, it is punished in the form of total destruction. Somewhat different is the case of the present Muslim Ummah. Being the last Ummah, it cannot suffer total destruction, however, different nations within the larger Ummah have been punished on various occasions. The first significant punishment descended upon the Muslims of Iraq at the hands of the Tatars. The second significant punishment came in the form of European Colonialism, under which almost all of Muslim Ummah was enslaved and subjugated. Allaah (swt), out of His infinite Mercy, eventually gave freedom to all Muslim nations. This was a result of freedom and revolutionary movements launched by Muslim groups in various Muslim countries. However, after gaining political freedom, the fundamental mistake made by Muslim countries was the failure to establish the true Islamic Order in its totality. As a result of this crime, the flood of third punishment is waiting to engulf the whole of Muslim Ummah. The reason why the efforts of Islamic movements fell short of establishing Islam was twofold. First was an incorrect diagnosis of the condition of the masses regarding their state of Imaan. It was thought that as we are Muslims, we already have the required level of Imaan and only thing required was Amal Islamic activism. This diagnosis was faulty for Imaan with a depth of conviction can only by acquired via an intimate relationship with the Quraan. To the contrary, these movements did not make Quraan the centripetal focus of their movements. Second mistake of these movements was not adopting the prophetic model of bringing about an Islamic revolution. Instead, they adopted borrowed methodologies from non-Islamic sources, hence, have been unable to achieve the desired results. The present onslaught against the Muslim Ummah is led by the United States of America, which itself is under the yoke of Zionist agenda. Under different global organizations and agendas WTO, World Bank, IMF, TRIPS this onslaught lends itself to usurping the worlds wealth and resources. The Muslim world is the main focus of this New World Order, which, in the first phase, is proposing to annihilate Iraq and subsequently Pakistan and Saudi Arabia. This indecent proposal seeks not just to change the regime in Iraq but also the whole region of Iraq and Saudi Arabia. There is one and only one solution to end the sufferings of Muslims. There should be established, anywhere in the Muslims world, a model Islamic State. Although various Muslim organizations have been trying to resist the onslaught of the New World Order, but to do this, they have taken up terrorist activities. Such activities have proven to be counter productive. For killing individuals and blowing up buildings does not prevent the world powers from carrying on their agenda. What is worst is that such activities force even the neutral people in believing that Muslims are indeed terrorists and that Islam is indeed a terrorist religion. More than that, these activities have given a moral reason to anti-Muslim powers to attack Islam and Muslims. Therefore, such terrorist activities will never deliver us from the pending disaster. To emphasize again, there is only one way out of this situation, and that is to establish the Just Social Order of Islam. Special is the case of Pakistan, in this regard, due to the historical significance of and unique circumstances in which it came into being. Hence, Pakistan is the most suitable place to establish the Just Islamic Order in its totality. Presently in Pakistan, a chance has been provided to Muttahidda Majlis-e-Amal a unified front of religio-political parties to play its role in bringing about significant Islamic change in the country. However, thus far, they have wasted their efforts in political maneuvering to secure maximum political posts within the new setup. We hope they soon realize that total Islamization cannot be achieved via the politico-electoral process. Instead the methodology needed is the one adopted by the Prophet (saw) to bring about the Islamic Revolution. That process employs a revolutionary party, organized under one Ameer/leader, founded upon the proverb, listen and obey. The cadres of this party must first establish Islam in their own lives and also be disciplined enough to obey all orders and commands by the leader. Upon achieving these goals, the party should then launch a mass agitation movement demanding the total implementation of Islam. Toward that end, cadres of this party should be prepared to give their lives if the need arises. But they themselves must remain peaceful. Central Asia: Hizb Ut-Tahrirs Calls For Islamic State Find Support By Gulnoza Saidazimova Hizb ut-Tahrir's message is resonating with impoverished youths in Central Asia(RFE/RL) Tajik authorities announced on 16 January that 99 purported Hizb ut-Tahrir members were arrested last year. Many were sentenced to lengthy jail terms for "extremist activities." Experts say that despite crackdowns on Hizb ut-Tahrir by governments across the region, the number of the groups members and sympathizers has been on the rise in recent years.PRAGUE, 17 January 2006 (RFE/RL) -- It is hard to say how many members Hizb ut-Tahrir has in Central Asia. Some experts say there are thousands who share the groups main goal -- creating a caliphate, or an Islamic state. Hizb utTahrirs members say they are as many as tens of thousand. In Tajikistan, 99 purported Hizb ut-Tahrir members, including 16 women, were arrested in 2005 alone. As the countrys authorities announced on 16 January, 38 of them have already been sentenced to lengthy jail terms for extremist activities. Security Ministry official Abdulqader Mohamadiev alleged that two of those arrested were Hizb ut-Tahrir leaders. It has been established by the investigation that one of them is the deputy leader of this party's cell [in Tajikistan], and the prosecutor's office of the Soghd region [in northern Tajikistan] is investigating this case now," Mohamadiev said. "The other person, whose investigation is coming to an end, is a cell leader in the Soghd region. Both of them have been in detention and their cases are in the final stages." Calling For A Caliphate The Hizb ut-Tahrir, or Party of Liberation, was established in the 1950s in the Middle East. It has only been known in Central Asia since the mid-1990s. Representatives of Hizb ut-Tahrir say their activities are peaceful and claim they do not engage in political violence, but only instruct and convince Muslims of the need to establish a caliphate. But the governments of Uzbekistan, Tajikistan, Kyrgyzstan, Kazakhstan, and Russia regard the group as an extremist organization. And hundreds of accused Hizb ut-Tahrir members are now in jails across Central Asia as religious extremists who pose a danger to law and order. Uzbekistan blamed religious extremists for the deadly bombings in Tashkent in February 1999, as well as for the bombings in Tashkent and Bukhara in the spring and summer of 2004. The Uzbek authorities were also quick to accuse Hizb ut-Tahrir of involvement in violence in the eastern Uzbek city of Andijon in May 2005. But many human rights groups are not convinced all those arrested are guilty of trying to overthrow the state. They charge the Uzbek government is cracking down on all forms of political dissent and say even peaceful Muslims practicing their faith outside state-controlled religious establishments risk persecution. Unemployment is the peoples biggest problem. Thats why they read the word of God. Since the seventh century, when Prophet Muhammad, may peace be upon him, lived, there was a caliphate for 14 centuries. It was a just system. I also believe that if people learn these things, they will become more just. Observers say religious groups, including Hizb ut-Tahrir, sometimes become an avenue for expressing discontent with government policies in countries where human rights are often violated and economic conditions are hard. Outlet For Dissent Hizb ut-Tahrir has been most active and reportedly has the largest number of supporters in Uzbekistan even though it is there the group has suffered the harshest crackdowns. Experts say the Hizb ut-Tahrirs success in Uzbekistan is partly due to the lack of a secular platform in the country for expressing dissent. But the group has also been more active recently in Kyrgyzstan, where room for political opposition has grown after former President Askar Akaev was ousted from power in March 2005. Michael Hall is the director of the International Crisis Group's (ICG) Central Asia Project. [IslamCity] Ushr (tax) and the man who accepted Islam
Assalam alaikum,
The first ruler to authorise an import tax (Ushr*) was Caliph Umar,
set at 10% of the value of imported goods. This matched the 10% Muslim
traders had to pay when they traded in foreign lands.
Ushr was only imposed on goods imported for sale, and not for goods
imported for personal use, though any item with a value less than 200
dirhams was not taxed. In addition, the tax was only levied on goods
which were openly declared and searching peoples personal lugguage was
not permitted.
When the citizens of the State imported goods for the purposes of
trade, they would pay the import tax at lower rates. In the case of
the Dhimmis the rate was five per cent and in the case of the Muslims
2 1/2 per cent. In the case of the Muslims the rate was the same as
that of Zakat. The levy was thus regarded as a part of Zakat and was
not considered a separate tax.
A story is told that a certain Christian of the Banu Taghlib tribe and
a citizen of the Muslim state imported a horse. The horse was valued
at 20,000 dirhams, and being a Dhimmi the import tax on the horse was
assessed at 5 per cent, i.e. 1,000 dirhams. He paid the tax but then
went out of the country on business riding that horse. He returned
after some time and the taxing authorities demanded the Ushr on the
horse again. He represented that as he had already paid the tax it
would be unfair to pay the tax again.
The Christian waited for Umar at Madina and represented his case. Umar
after hearing the case said, Alright, you can go. The man assumed
that Umar didn't agree with him so he went to the tax authorities to
pay the tax. Upon arrival he was told that as he had already paid the
relevant tax, the hors eisn't subject to tax again.
Hearing this the Christian trader said, 'How just is Umar; verily the
religion that he follows is the Truth. Thereupon he accepted Islam.
*Ushr also relates to the share of agricultural produce which is paid
as a tax.

informing you and all Muslims around you that an International Forum on Disaster
Relief will be held in Brunei Darussalam in the period 10-20 July 2006. The
forum will meet for the first 3 days and the remaining days will be for
networking and sightseeing. For more information about the forum please reply to
this message and provide your full name (including title) as well as a postal
address. If you want a travel representative to talk to you about air-ticket and
hotel packages please provide the name of your nearest international airport as
well as a day-time telephone number.
The primary objective of
the forum is to bring together Muslims concerned about disaster relief to share
experiences and build networks of practical cooperation in the field. The term
disaster is used here in a comprehensive way to cover major disasters like
earthquakes, hurricanes, and disease epidemics that usually catch media
attention as well as small-scale disasters that happen in communities such as
fire, environmental, and road hazards.
The secondary objective of
the forum is to encourage Muslim tourism to Brunei as part
of silat al rahim. Forum participants
are invited to bring their families and to spend some days after the forum
meeting Muslims of Brunei and enjoying tourist attractions of the country.
The forum will feature
plenary presentations by guest speakers of international stature and specialized
parallel workshops at which papers will be presented and will be discussed.
Preference will be given to papers on actual field experiences in disaster
relief.
The working language of the
forum will be English. Simultaneous translations will be available where
requested into Arabic.
Invitation to the forum is
open to all Muslims concerned about more effective networking in facing
disasters such as earthquakes, hurricanes, epidemics, famine etc. They may be
ordinary members of Muslim communities, or professionals engaged in disaster
relief and medical care, or organizational leaders or policy
makers.

he said We have announced time and again that the
claims raised by
Westerners have no legal base and I would like to
advise them not to isolate
themselves. Adopting a bullying policy will only
spread hatred among their
nations.
Leaders of the Western negotiating teams are among the
most hated heads of
states among others as well as among their own
nations, he said.
The Middle Ages era is over and they should quit
using the language of
force and bullying, Ahmadinejad said, adding If you
are in search of a
role to play in global equations, you should avoid
discrediting the
international organizations.
We have always called for negotiations but advise
them (the
Europeans) to get to know the revolutionary nation of
Iran and its
government, said the president.
You assume that by insulting others on your TV and
confirming each other's
words you will be able to get a right for yourselves
in the world. Can you
call your behavior as a civilized one? he questioned.
Our nation is an independent nation which is taking
action under
international regulations and is to pursue its own

Iran asks International Atomic Energy Agency to
install its cameras on
nuclear sites of certain Western states which are
accusing Iran of violating
Safeguards Agreement of the Agency, President Mahmoud
Ahmadinejad said on
Saturday.
He told a press conference that Iran has never
violated Safeguards Agreement
of the UN nuclear agency and cameras of the nuclear
watchdog have been
installed on all Iranian nuclear sites to monitor
them.
Iran asks the UN nuclear agency to install its
cameras on nuclear sites of
the Western states which have embarked on propaganda
campaign against
Iranian nuclear program. We know they will not allow
the UN nuclear agency
to do so. They don't believe in international
conventions. The world public
opinion knows that they are making mockery of
themselves, President
Ahmadinejad said.
He said that Iranian nuclear program is transparent
and in line with
Safeguards Agreement of the IAEA, but, none of the
Western states accusing
Iran of violating Safeguards Agreement of the UN
nuclear agency respects
IAEA regulations.

[IslamCity] SAHABA E RASOOL S.A.W. - HAZRAT HUDHAYFAH IBN AL-YAMAN R.A.
HUDHAYFAH IBN AL-YAMAN If you wish you may consider yourself among the Muhajirin or, if you wish, you may consider yourself one of the Ansar. Choose whichever is dearer to you. With these words, the Prophet, peace be upon him, addressed Hudhayfah ibn al-Yaman when he met him for the first time in Makkah. How did Hudhayfah come to have this choice'? His father, al-Yaman was a Makkan from the tribe of Abs. He had killed someone and had been forced to leave Makkah. He had settled down in Yathrib, becoming an ally (halif) of the Banu al-Ash-hal and marrying into the tribe. A son named Hudhayfah was born to him. The restrictions on his returning to Makkah were eventually lifted and he divided his time between Makkah and Yathrib but stayed more in Yathrib and was more attached to it. This was how Hudhayfah had a Makkan origin but a Yathribite upbringing. When the rays of Islam began to radiate over the Arabian peninsula, a delegation from the Abs tribe, which included al-Yaman, went to the Prophet and announced their acceptance of Islam. That was before the Prophet migrated to Yathrib. Hudhayfah grew up in a Muslim household and was taught by both his mother and father who were among the first persons from Yathrib to enter the religion of God. He therefore became a Muslim before meeting the Prophet, peace be upon him. Hudhayfah longed to meet the Prophet. From an early age, he was keen on following whatever news there was about him. The more he heard, the more his affection for the Prophet grew and the more he longed to meet him. He eventually journeyed to Makkah, met the Prophet and put the question to him, Am I a muhajir or am I an Ansari, O Rasulullah? If you wish you may consider yourself among the muhajirin, or if you wish you may consider yourself one of the Ansar. Choose whichever is dearer to you, replied the Prophet. Well, I am an Ansari. O Rasulullah, decided Hudhayfah. At Madinah, after the Hijrah, Hudhayfah became closely attached to the Prophet. He participated in all the military engagements except Badr. Explaining why he missed the Battle of Badr, he said: I would not have missed Badr if my father and I had not been outside Madinah. The disbelieving Quraysh met us and asked where we were going. We told them we were going to Madinah and they asked whether we intended to meet Muhammad. We insisted that we only wanted to go to Madinah. They allowed us to go only after they extracted from us an undertaking not to help Muhammad against them and not to fight along with them. When we came to the Prophet we told him about our undertaking to the Quraysh and asked him what should we do. He said that we should ignore the undertaking and seek God's help against them. Hudhayfah participated in the Battle of Uhud with his father. The pressure on Hudhayfah during the battle was great but he acquitted himself well and emerged safe and sound. A rather different fate, however, awaited his father. Before the battle, the Prophet, peace be on him, left alYaman, Hudhayfah's father, and Thabit ibn Waqsh with the other non-combatants including women and children. This was because they were both quite old. As the fighting grew fiercer, al-Yaman said to his friend: You have no father (meaning you have no cares). What are we waiting for? We both have only a short time to live. Why don't we take our swords and join the Messenger of God, peace be on him? Maybe, God will bless us with martyrdom beside His Prophet. They quickly prepared for battle and were soon in the thick of the fighting. Thabit ibn Waqsh was blessed with shahdah at the hands of the mushrikin. The father of Hudhayfah, however was set upon by some Muslims who did not recognize who he was. As they flayed him, Hudhayfah cried out: My father! My father! It's my father! No one heard him. The old man fell, killed in error by the swords of his own brothers in faith. They were filled with pain and remorse. Grieved as he was, Hudhayfah said to them: May God forgive you for He is the most Merciful of those who show mercy. The Prophet, peace be on him, wanted diyah (compensation) to be paid to Hudhayfah for the death of his father but Hudhayfah said: He was simply seeking shahadah and he attained it. O Lord, bear witness that I donate the compensation for him to the Muslim s. Because of this attitude, Hudhayfah's stature grew in the eyes of the Prophet, peace be on him. Hudhayfah had three qualities which particularly impressed the Prophet: his unique intelligence which he employed in dealing with difficult situations; his qui ck wittedness and spontaneous response to the call of action, and his ability to keep a secret even under persistent questioning. A noticeable policy of the Prophet was to bring out and use the special qualities and strengths of each individual companion of his. In deploying his companions, he was careful to choose the right man for the right task. This he did to excellent advantage in the case of Hudhayfah. One of the gravest

1. When the Hypocrites come to thee, they say, We bear witness that thou art
indeed the Messenger of Allah. Yea, Allah knoweth that thou art indeed His
Messenger, and Allah beareth witness that the Hypocrites are indeed liars.
2. They have made their oaths a screen (for their misdeeds): thus they obstruct
(men) from the Path of Allah. truly evil are their deeds.
3. That is because they believed, then they rejected Faith: So a seal was set
on their hearts: therefore they understand not.
4. When thou lookest at them, their exteriors please thee; and when they speak,
thou listenest to their words. They are as (worthless as hollow) pieces of
timber propped up, (unable to stand on their own). They think that every cry is
against them. They are the enemies; so beware of them. The curse of Allah be on
them! How are they deluded (away from the Truth)!
5. And when it is said to them, Come, the Messenger of Allah will pray for
your forgiveness, they turn aside their heads, and thou wouldst see them
turning away their faces in arrogance.
6. It is equal to them whether thou pray for their forgiveness or not. Allah
will not forgive them. Truly Allah guides not rebellious transgressors.
7. They are the ones who say, Spend nothing on those who are with Allah.s
Messenger, to the end that they may disperse (and quit Medina). But to Allah
belong the treasures of the heavens and the earth; but the Hypocrites
understand not.
8. They say, If we return to Medina, surely the more honourable (element) will
expel therefrom the meaner. But honour belongs to Allah and His Messenger, and
to the Believers; but the Hypocrites know not.
9. O ye who believe! Let not your riches or your children divert you from the
remembrance of Allah. If any act thus, the loss is their own.
10. and spend something (in charity) out of the substance which We have
bestowed on you, before Death should come to any of you and he should say, O
my Lord! why didst Thou not give me respite for a little while? I should then
have given (largely) in charity, and I should have been one of the doers of
good.
11. But to no soul will Allah grant respite when the time appointed (for it)
has come; and Allah is well acquainted with (all) that ye do.

Al-Hasan al-Basri said, 'The believers are commanced to be patient in
th ereligion that Allah chose for them, Islam. They are not allowed to
abandon it in times of comfort or hardship, ease or calamity, until
they die as Muslims. They are also commanded to endure against their
enemies, those who hid the truth about their religion.'
[Tabari 7/502]
Ribat is a verbal noun derived from Rabita which means, to guard, to
stay in place. It has two means the first relating where the military
gather, the latter, as in the context of this email, the place where a
person prays or learns knowledge (be it a mosque, a school, at home,
wherevere).
As for the word Murabatah, it means to endure in acts of worship and
perseverence. It also means to await prayer after prayer.
Prophet Muhammad said, 'Shall I tell you about actions with which
Allah forgives sins and raises a persons rank? Performing ablution in
unfavourable conditions, the man steps one takes to the mosque and
awaiting prayer after prayer, for this is the ribat, this is the
ribat, this is the ribat.'
[Nasai 1/89]
Prophet Muhammad said, 'A day of Ribat in the path of God, is better
than this life and all that is in it'
[Bukhari #2892]
Prophet Muhammad said, 'Ribat for a day and night is better than
fasting the days of a month and its qiyam prayers (the additional
voluntary evening prayers). If one dies in Ribat, his regular
righteous deeds that he used to perform will keep being added to his
account, and he will recieve his provision, and willbe save from the
trials of the grave.'

Prophet Muhammad said, 'Every dead person will have his record of deed
sealed, except for whoever dies while in ribat, in the cause of Allah,
for his work will continue increasing until the day of resurrection,
and he will be safe from the trial of the grave.'

May Allah Almighty make us of those who seek knowledge and
understanding of faith so that we may remember and guard the meaning
of faith, protecting it from those who seek to corrupt it, ameen.

As you realize, Islam has a very serious moral code. It does not
approve of any sexual practices, outside marriage. Islamic legislation
includes very severe punishments for adultery. To go to a prostitute
earns the man the same severe punishment.
When we want to know the answer Islam provides to a social
problem, and prostitution is one, we have to consider Islamic society
as a whole. In a Muslim society, no woman needs to work in order to
earn her living. Many prostitutes are first drawn into this horrid
practice by their poverty. Some girls find themselves having to earn
the living of other people in their families, such as a sickly mother
or young children. They are unable to find any proper work. Some of
them may fall in the trap of a person who runs a brothel and they are
dragged into a vice net.
In a Muslim society, such a girl need only go to the authorities
and explain her position. She will either be given a job or provided
with an income to look after herself or her family. I realize that
this is not the case in many Muslim countries, simply because many of
them have abandoned Islamic values and principles, and they do not
implement Islam as a whole. Once they move towards Islam, such
problems will start to be solved in the easiest of manners.
I will give you the example of Sudan when, a few years ago, the
former president Numeiri decided to put the country on a course that
would regain its Islamic character. One of the problems addressed was
that of prostitution. Women who were engaged in this practice were
dealt with on individual basis.
The circumstances of each one of them were considered separately.
If it was possible to find any one of them a husband, she got married.
If not, she was helped to find a proper job. Some were helped by the
state to run a small shop. Moreover, they were put under supervision.
They were clearly informed that if they reverted back to prostitution,
they would be locked up. Most of them were very happy with the new
arrangement because it saved them of a practice which they abhorred. I
suppose that if any Muslim country decided today to implement Islam in
full, it will deal with this problem on the same lines.

US refuses to surrender soldiers accused of rape: Philippine official

The US embassy in Manila refused to surrender the custody of four US
marines accused of raping a Filipino woman, Philippine Department of
Justice said on Tuesday.
Local radio DZMM quoted Justice Secretary Raul Gonzalez as saying that
the US embassy invoked a provision in the Visiting Forces Agreement
(VFA) between the two nations to keep its own custody of the four
accused soldiers.
What I know is that the DFA (department of foreign affairs) told me
yesterday that the US Embassy has already answered our letter sent
last November 1 requesting custody of the Americans. The US Embassy
said it will not surrender the four, Gonzalez told DZMM.
However, Gonzalez said the Philippine National Bureau of Investigation
(NBI) would still serve the warrants of arrest on the US suspects
anytime Tuesday.
The Olongapo Regional Trial Court issued warrants last Friday morning
for the arrest of the four US soldiers. The judge said the warrants
are based on evidence submitted by the prosecutors implicating the
four marines in the rape case.
The VFA allows the entry of US soldiers and their equipment into the
Philippines for joint US and Philippine military exercises.
Under the VFA, the US suspects may be held for trial in the
Philippines only for one year. The Philippines maintains jurisdiction
over US servicemen who violate Philippine laws, but they shall be in
the custody by American authorities unless the Philippine government
requests a turnover.

Do not imagine that Allah will break His promise to His Messengers. Allah is the Almighty , the Lord of Retribution. (Surah Ibrahim, 14:47)
This name of Allah expresses that He will always triumph and that He can never be refuted, for only He has true power. Allah created the universe's order, all of its laws (both known and unknown), and all beings on Earth. In the face of Allah's infinite power, which clearly manifests itself in the universe, the feebleness of every created being and thing is obvious. All that is created can only exist, survive, and act if He commands so.
No doubt, this feeling of feebleness also holds true for humanity. No matter how well-off, strong, and powerful people may be, each person is weak and helpless in Allah's sight. No possessions, money, or status can protect them from Allah's punishment; only those who surrender to Him, live by His orders, and strive to earn His consent will be protected. In the Qur'an, Allah promises to grant superiority to His loyal servants.
Allah has written: I will be victorious, I and My Messengers. Allah is Most Strong, Almighty. (Surah al-Mujadala, 58:21)
and He has sent down the Furqan. Those who reject Allah's Signs will have a terrible punishment. Allah is Almighty, Lord of Retribution. (Surah Al Imran, 3:4)
Allah bears witness that there is no deity but Him, as do the angels and the people of knowledge, upholding justice. There is no deity but Him, the Almighty, the All-Wise. (Surah Al Imran, 3:18)
Do not be grieved by what they say. All might belongs to Allah. He is the All-Hearing, the All-Knowing. (Surah Yunus, 10:65)
A pertinent hadith of Prophet Muhammad (saw - may the peace blessings of Allah be upon him) relates:
A bedouin once said to the Prophet (saas): Teach me something to say. The Prophet (saas) replied: Say: There is no god but Allah, the One with no partner. Allah is the Greatest by far; much praise be to Him. The Lord of the Worlds be praised; and there is no power and no strength save in Allah the Almighty, the All-Wise.' (Sahih Muslim)

THE VIRTUES OF ALLAHS SACRED MONTH OF MUHARRAM AND
FASTING ON AASHOORAA
Praise be to Allaah,
the Lord of the Worlds, and peace and blessings be
upon our Prophet Muhammad, the Seal of the Prophets
and Chief of the Messengers, and upon all his family
and companions.
Allahs sacred month of Muharram is a blessed and
important month. It is the first month of the Hijri
calendar and is one of the four sacred months
concerning which Allaah says (interpretation of the
meaning):
Verily, the number of months with Allaah is twelve
months (in a year), so it was ordained by Allaah on
the Day when He created the heavens and the earth; of
them, four are sacred. That is the right religion, so
wrong not yourselves therein
[al-Tawbah 9:36]
Abu Bakrah (may Allaah be pleased with him) reported
that the Prophet (peace and blessings of Allaah be
upon him) said: The year is twelve months of which
four are sacred, the three consecutive months of
Dhul-Qadah, Dhul-Hijjah and Muharram, and Rajab
Mudar which comes between Jumaada and Shabaan.
(Reported by al-Bukhaari, 2958).
Muharram is so called because it is a sacred
(muharram) month and to confirm its sanctity.
Allaahs words (interpretation of the meaning): so
wrong not yourselves therein
mean do not wrong
yourselves in these sacred months, because sin in
these months is worse than in other months.
It was reported that Ibn Abbaas said that this phrase
(so wrong not yourselves therein
) referred to all the
months, then these four were singled out and made
sacred, so that sin in these months is more serious
and good deeds bring a greater reward.
Qutaadah said concerning this phrase (so wrong not
yourselves therein
) that wrongdoing during the sacred
months is more serious and more sinful that wrongdoing
at any other time. Wrongdoing at any time is a serious
matter, but Allaah gives more weight to whichever of
His commands He will. Allaah has chosen certain ones
of His creation. He has chosen from among the angels
Messengers and from among mankind Messengers. He chose
from among speech the remembrance of Him (dhikr). He
chose from among the earth the mosques, from among the
months Ramadaan and the sacred months, from among the
days Friday and from among the nights Laylat al-Qadr,
so venerate that which Allaah has told us to venerate.
People of understanding and wisdom venerate the things
that Allaah has told us to venerate. (Summarized from
the Tafseer of Ibn Katheer, may Allaah have mercy on
him. Tafseer of Surat al-Tawbah, aayah 36).

It is charged with developing a set of practical recommendations and guidelines that could be implemented in the province. Among the priorities to be examined will be how to improve reporting of hate crimes, how to ensure victims are better served and what pro-active steps should be taken to educate the public and police.Mock said committee members each bring a unique set of skills and knowledge to the table. She expects they can put their knowledge to good use by building on current practices so that government does not have to reinvent th wheel when it comes to addressing hate crimes.Farber said both the Dalton McGuinty government and the prior Mike Harris government have shown they are taking the issue of hate crimes seriously.Farber said he is considering suggesting the committee examine whether Ontario police units are well-trained in addressing hate crimes and whether they share information with each other. Only a few Ontario police forces are currently linked in the Hate Crime Extremism Investigative Team, he said.In August, the McGuinty government announced it was providing $200,000 to the Hate Crime Extremism Investigative Team, a body that co-ordinates intelligence information among five Ontario police departments. At the same time, Monte Kwinter, minister of community safety and correctional services, said the team would expand to include 10 police forces. The expanded investigative team includes police units in Toronto, York, Durham, Halton and Oxford, as well as London, Waterloo, Guelph, Hamilton and Ottawa.Creation of the new advisory group was announced in advance of International Human Rights Day earlier this month. These nine individuals are representative of our diverse Ontario communities and are well-placed to recommend ways to improve services for victims of hate crimes and prevent further victimization, said Attorney General Michael Bryant.
