Yes, looks like the docs are not exactly in sync with the latest. I just
updated the live site. You should just add this immediately after the page

However, when I try to follow the instructions to modify the default
page (see https://portals.apache.org/jetspeed-2/tutorial/02/default-page.html)

the instructions imply that there is something that looks like
