I also have this problem on Fedora 24. I upgraded to latest testing packages,
now I have kscreenlocker-5.7.5-1.fc24.x86_64 but problem still persists.

I read on some blog (one of KDE developers?) that most of the problems related
to multi monitor handling can and are caused by bugs in Qt.I was waiting for
new version of Qt. Qt 5.6 was released 2 days ago and I've just upgraded (just
appeared in Archlinux testing repository).
I made few (dis)connects of external LCD and it looks like everything is
working fine when using Qt 5.6. 
Give it a go and confirm.

I think Thomas when writing about "System Tray" meant "Task Manager". At least
this is how it behaves in my environment.
Konsole windows are not listed on Task Manager, after some plasma component
crashed (after disconnecting external monitor).

It seems I have encountered the same problem.

When using multiscreen konsole windows seem to dissapear but they are still
running. Unfortunately I couldn't find any way to reach those konsole windows.

I just reproduced the problem on 5.5.3 on Arch Linux.
When I did:
kquitapp plasmashell; sleep 1; plasmashell 

The lost panel reappeared in the original place. After that I tried to move the
panel again and it succeeded. So after a fresh start of plasmashell the panel
can be moved
