Alt+shift+f12 enables effects only untill next reboot. Deleting kwinrc and rebooting fixes the problem, but if I disable background contrast effect and reboot, the problem comes back, and I get disabled compositing again at boot. Most kubuntu devs left kubuntu so there are a few people working on it and 16.04 LTS is top priority. 16.04 will be released soon so you can upgrade to it. Now after clean boot Klipper icon is missing (earlier only sound icon was missing), that half icon which @Mark is talking about is actually Device notifier icon and it goes away if you open hidden item by clicking on the arrow. When system boots up, if I do kquitapp plasmashell and then plasmashell, systray starts without these bugs. Anyway, I cannot beleive that systray is still broken and we are at plasma 5.5.3 version...
