When I reposition my external display to be above the laptop display and apply,
the default panel moves to the external display, even though the laptop display
is the primary display.

Reproducible: Sometimes

Steps to Reproduce:
1. boot laptop without external monitor connected
2. login to kde plasma [single.png]
3. connect external monitor [dual.png]
4. open display configuration, drag laptop screen below external monitor,
verify laptop screen is selected in primary display dropdown, apply

Actual Results:  
panel moves to external monitor [dualafterreposition.png]

Expected Results:  
panel should stay on laptop screen

In this case I got lucky, the panel reappeared at the top of the external
monitor, after unplugging and replugging it:

After unplugging and replugging several times and always ending up in the same
situation, I logged out and back in. The panel was still at the top of the
external monitor, but this time I was able to drag it down without it
disappearing.

Please give this bug the priority it requires. Using Plasma 5 with multiple
monitors is currently almost impossible. Running into this problem on a daily
basis is getting very frustrating and is really killing productivity.
