Yes, @Arvind, please just try using KDevelop 5 for Windows.

There won't be a KDevelop 4 based installer for Windows. Why would you need
this specific version to begin with?

Huh? No "KDE projects use KDevelop 4". Why do you need KDevelop 4 on Windows?

Sorry, we are not going to provide new Windows binaries for legacy versions of
KDevelop, we just don't have the manpower. If you really need this (which I'm
not sure you do) you're unfortunately on your own.
