Note that this is a problem with Full Screen Mode (ctrl-shift-f ), not to be
confused with Show Canvas Only (tab), which of course hides menus by design.

This happens to me as well on Krita beta(krita-3.0-Beta-master-25ecbaf-x64) -
it seems you need to have a document opened to repro this issue.
