For me the launchers will always respond to right click & open, but will not respond to a double-click unless there is also an open window. If I close or minimise the open window, then they stop responding to double-clicks. Icon placement has no effect. There are errors showing in "~/.xsession-errors" but they don't appear to correlate with this behaviour. The user has to avoid that to be able to work. The taskbar with the launcher menu and clock works normally.
