No. The reason is in Seth’s message:

The whole ordeal of introducing “chapter numbering” to address the
lousiness of the original “Outline Numbering” name was mistaken in the
first place.

chapter diverge from everyday/common use.

With these definitions, it is necessary in many place to refer to 
"heading" instead of "chapter, to describe accurately the 
actual/expected behavior of the software.


As noted by Heiko, the project now is to try to use consistent and 
accurate terminology in the UI and online help.


Subsequently, I have come to believe that the definition for chapter is 
somewhat arbitrary (for technical discussion see: 
https://bugs.documentfoundation.org/show_bug.cgi?id=152605#c23), but as 
noted in bug 152605, I will follow the current conventions.

Seth is putting a lot of effort into consistent labels and a correct 
documentation. And actually I though he added the chapter/heading thing to the 
glossary but I cannot find it.


Chapter: Paragraph with a first level outline like 1. or 2.
Heading: Paragraph with any outline level like 1.1 or 2.1

Remember that all headings are just paragraphs, and you make it visually 
appearing as heading (plus being part of the ToC and listed in the Navigator, 
etc) by changing the outline level from None (or Text Body so far, see bug 
153735) to level 1..10. These levels are special bullet and numbering schemes 
defined via tools > chapter numbering.
