number rotates the text to the left and a negative number rotates the text

Labels dialog.
However, said input field only allows values between 0 and 359 [Degrees] (so
no negative values, and its scale isn't circular either, i.e. pressing
up from 359 doesn't go back to 0).
I'd prefer the control to be reworked, but the simpler solution would be to
just reword the help string into something like Enter the counterclockwise
rotation angle for the data labels.

Many thanks for your comment. I changed the help text and I also made
the numeric field circular in Insert - Data Labels dialog.
