Police? A truncheon perhaps, though there is no scale to judge how big 
this item is. Certainly not a bobbin as we know the term and I don't 
think that it has the characteristics of the type of turning called 
bobbin that is used in furniture. See this chair on ebay to see what I mean.

It does not give a size, but my husband thinks it is an old truncheon that 
English Bobbies (i.e. policemen) use to carry around with them.

Maybe it's what the lace police use when you break the rules!

In reality I agree that if the size is right it's an old police truncheon and 
as the modern ones are sometimes called batons maybe the seller got rather 
confused between baton and bobbin - and then if he/she had seen a picture of a 
lace bobbin (with no indication of size) decided that the word lace always goes 
with bobbin!

However to be worth anything I'd think that it would need to have decorative

not being a specialist for English neither remembering what the police in old 
Charlie Chaplin movies used I could imagine that such a word in English exist.
Here in Germany the clapper/tongue of bells is named Klöppel - bobbin. Also the 
sticks drummer use are named in German Klöppel. 
Languages are very complicate sometimes.
And the word Klöppel exist as a family name too here.

I assumed that if this item was described as a bobbin it was of similar  
size.  I then imagined it could be a novelty retirement gift for a bobby  :-)  
 As he was losing his real baton he was given a miniature  one.

I wonder if, as Jean suggested this morning, it is a tongue-in-cheek 
title (rather than a joke as such, Jean) - and is something that was 
given to a lacemaker who just happens to be in the police?


After all, if you think of the number of times on Arachne that we have 
referred to the lace police, there is probably a member of this list 
who has it on sale sitting back saying nothing but with a very wide grin 
on her face! In fact, I can think of one possible candidate, not in 
the police as such, but a lace supplier who is/was a JP! ???


As has been said, a novelty item for a lacemaker, if it is bobbin sized, 
given in fun!
