I think Brian's suggestion of using the Publication Centre is good. The
contents of the additional chapters you created, could be pasted into
Special Text Entry Pages or Place Holders. Also, in future you could much
more easily make different versions or new editions of your book, by adding
or withdrawing chapters or content. You could easily save a new version of
your book in the Publication Centre.

This is a tedious process, but you can use Adobe Reader to add text to existing 
PDF files.

 

Open the document in Adobe Reader (I have Reader DC)

Go to the "Fill & Sign" option on the right side about 11 options down

Click on the "Ab" option at the top bar

Click where you want the page number to get a rectangle box with 3 vertical 
dots on left

Type what you want in the rectangle box

Move the box, if needed, by click & hold on 3 dots (cursor turns to a 4 pointed 
arrow)

Have you tried creating your group of reports using the Publication 
Centre? That will create a single document with all the pages correct 
and (for those things you want to insert you can reserve pages (and 
amend page numbers for following chapters) using the space holder option 
in the Pub Centre.


Not sure how you pulled all your parts into one PDF but by first 
creating your Legacy report in the Pub Centre you could then use the 
page numbers assigned for the place holders to start your insert 
document page numbering to fit your Legacy report, then when they are 
merged the pages in the Legacy report and those in your additions can 
fit together into one continuous sequence.
