On my old laptop with OpenOffice 3.2.1 everything is OK. I found work around for this problem. When you pasting text from notepad to Calc window pop up. Look attachment (work around) for more information. So you were pasting string 12:30:00 from Notepad and get '12:30:00 in LO' text-box? I tried this on OS X and typed same text into a Writer document and then tried pasting it into Calc (3.6.4.1). Got 2) 12:30:00 and that was because I firste typed manually string 12:30:00 at the end of a second list entry in an already existing text, than selected that with mouse and copypasting it into a Calc cell. This happened both with normal and format-less pasting, which means that copy does suck some kind of formatting info from the text as well.
