Page breaking to get only full pages

Hi all,
can I get lilypond to automatically break pages in such a way that only
full pages are created?
For example, if the piece gets 1 1/2 pages long with
optimal-page-breaking, lilypond decides whether to compress everything
on 1 page or expand it to 2 pages?
