For PCIe based cards, there are a few cards with an CX23417 MPEG encoder connected to a CX2388[578] bridge, supported by the cx23885 driver. However, as I understand it, analog TV support in the cx23885 driver is minimal and works only for a few cards. I see that the Hauppauge PVR-150 is still available (ivtv driver). These cards certainly work. There are also newer HVR cards from Hauppauge, but I'm not 100% certain which are fully supported by linux with respect to MPEG encoding.
