Not in LyX 2.2.x.

It definitely is not showing up  in "Insert > Custom Inserts"?

In ``todonotes.module`` I noticed the line

which I assume is meant to add the list of TODOs to the user interface in
the manner of the table of contents and list of figures etc, i.e. having
