It appears Christy’s idea about MapGuide service running was the problem in
this case.  I don’t know how mgserver.exe is being started, but I see it
running where it wasn’t before.  (I have a useful program free program,
Process Explore, which shows the processes that are running.)  Is there a
procedure to start and stop mgserver?

With MapGuide running I can login to Site Administer.

Should I still open a trac ticket?

This solution has brought me to the next problem: loading the Sheboygan.mpg
package.  I’ve downloaded Sheboygan.mpg, extracted the files and copied them
into the C:\Program Files\MapGuideOpenSource\Server\Packages directory.  I
can see the file in the directory via Explorer.  MapGuide Site Administrator
– Manage Packages – Load Package displays a “No packages found.“ message,
and no package names appear in the Configure Packages directory table.

Suggested solutions would be appreciated.

You can start/stop the service from the Services MSC just like all other 
services:

Start Menu - Control Panel - Administrative Tools - Services

You you can describe and replicate the problem, please file a ticket.

When you download the MGP package with IE, it guesses that it is indeed 
a Zip file, and renames it.
You must take the entire zip file, and give it extension mgp. Windows 
Explorer sometimes hides the extensions of files per default, so watch 
out for that.
When you have the MGP package, place the single file into the packages 
directory, and it will appear in the Site Administrator.

You can start/stop mgserver using the Services Applet in Administrative
Tools. Or alternatively, you can run:

net stop MapGuide Server v2.0
net start MapGuide Server v2.0

Re: Trac tickets. I'm of the belief you should file tickets regardless of
how trivial they are. Worst case: it gets closed and forgotten, best case:
someone will actually look at it ;-)

I didn't ask what version of MGOS you were running, so depending on what
version, the service names are:

= 1.1.0 - MapGuide Server
1.2.0 - MapGuide Server v1.2
2.0.0 - MapGuide Server v2.0

I agree with this, but it is important to put as much information into the 
ticket as possible so that, even if it is not immediately reproducible (and 
fixable) by the developers, additional reports can be correlated with the 
initial one to track down the variable that is causing the problem.

I received a helpful suggestion from Kenneth, GEOGRAF A/S about windows
marking zipped downloads with a “.zip” extension.  Once I’d manually changed
the extension to “.mgp” the load package worked.

Hi,

The problem is that this error message is returned for any problem which 
includes when the server is not running. The current message isn't very helpful 
in the case where the server isn't actually running.

Can you please create a trac ticket for this defect so that it can be looked at?
