Integrated Statistics is looking for an Environmental Specialist to work 
with National Oceanic and Atmospheric Administration (NOAA) National 
Marine Fisheries Service (NMFS) Greater Atlantic Regional Field Office 
(GARFO) in Gloucester, MA.


The Environmental Specialist will support the NMFS GARFO, Protected 
Resources Division (PRD), which is responsible for implementation of the 
Endangered Species Act (ESA) and Marine Mammal Protection Act (MMPA) 
covering the geographic range from Maine through Virginia.


*This position is concerned with regulatory and analytical processes, 
rather than with field research.*


*Duties*
The Environmental Specialist assists with marine mammal and sea turtle 
stranding and disentanglement program support, as well as providing 
support for other marine mammal and sea turtle conservation efforts.


Stranding and Disentanglement program support:

 * Conduct data entry of various marine mammal and sea turtle stranding
   and disentanglement data and perform audits and quality control to
   ensure accuracy. This includes data on large whale unusual mortality
   events (UME) and sea turtle cold stun and entanglement events. Also,
   obtain large whale data from the network, and compile and deliver
   reports to inform Northeast Fisheries Science Center serious
   injury/mortality determinations on a monthly basis.
 * Provide coverage, as needed, to sea turtle and marine mammal
   stranding and disentanglement coordinators on regional stranding and
   disentanglement response hotlines. Includes rotating nighst,
   weekends and holidays.
 * Provide policy and analytical support for the development of
   policies to reduce serious injuries and mortalities, especially
   related to  entanglements of marine mammals through the amendment of
   take reduction plans.
 * Prepare reports summarizing data generated from stranding or
   entanglement events including marine mammal UMEs and sea turtle cold
   stun events, if triggered. Also coordinate and support analysis of
   gear that has been removed from marine mammals and sea turtles
 * As needed, review large whale serious injury and mortality data and
   coordinate and support analysis and curation of gear that has been
   removed from marine mammals and sea turtles.
 * Also, review applications for Exempted Fishing Permits and provide
   guidance on measures and best management practices designed to
   minimize and monitor effects on right whales and other protected
   species.

General Division Support:

 * Support the regional right whale recovery and take reduction team
   coordinators in planning and executing take reduction team meetings.
 * Develop and assemble meeting materials, conduct literature reviews,
   take notes and draft meeting key outcome reports, maintain research
   and management priority lists to support team coordinators.
 * As needed, provide administrative assistance to PRD Grant and
   Scientific Permit Review Programs by tracking incoming review
   requests for permits and projects.
 * Provide administrative support for the Marine Mammal and Sea Turtle
   Team, including copying, mailing, filing, ordering supplies and
   equipment answering phones, note taking, arranging meetings, setting
   up and providing technical support for webinars, copying documents
   and preparing incoming and outgoing mail and budget tracking.
 * Prepare administrative records for actions including copying,
   organizing, indexing and numbering all relevant documents.
 * Provide assistance in conducting education and outreach pertaining
   to the MMPA and ESA.
 * As needed, assist team coordinators in drafting technical reports,
   outreach documents, taskers, and briefing materials as needed.

*Qualifications*

The Environmental Specialist should possess:

 * A Bachelor’s degree or higher in Biology, Environmental Science, or
   a closely related field.
 * Demonstrated knowledge of the requirements of the  Marine Mammal
   Protection Act, Endangered Species Act, National Environmental
   Policy Act, and other applicable statutes and policies.
 * Work experience in the review and development of technical reports
   including analyses of the impact of human actions on the marine
   environment.
 * Excellent oral and written communication skills, attention to
   detail, and organization skills.
 * Data curation, entry, database management and data analysis
   experience preferred.  Knowledge of R and GIS a plus.
 * Ability to work independently, and to meet appropriate project
   milestones.
 * US citizenship and presence.

Integrated Statistics is looking for a Research Assistant to contribute 
to research focused on utilizing UAS platforms (drones) for monitoring 
and conservation of large whales, with focus on the North Atlantic right 
whale. This position supports the National Oceanic and Atmospheric 
Administration’s Northeast Fisheries Science Center, and is based within 
the Whale Ecology Branch. The Research Assistant works in collaboration 
with a multidisciplinary team to collect and analyze data related to 
body size, health assessment, and behavior of right whales and other 
species, using drone-based platforms. Data collected by NOAA are used to 
assist in the management of protected species, evaluate the impacts of 
various human activities on the species, and aid in education and 
conservation efforts.


The goals of this project are to:

1. Expand the Whale Ecology's research program to include a broad suite
   of health and behavioral assessment tools for North Atlantic right
   whales, including photogrammetry, thermal imagery, suction-cup tag
   deployment, blow sampling, and other new technologies.
2. Develop a database to house UAS-related imagery and metadata from
   multiple sources.
3. Contribute to the development of standardized image analysis
   protocols for measuring right whale body size under a variety of
   conditions.

*Duties*

 * Participate in boat-based data collection on large whales using
   handheld unmanned aircraft systems (UAS). Field research will take
   the form of daily surveys launched from shore, as well as multi-week
   shipboard surveys. Data collection may also include the deployment
   of suction-cup tags from drones, depending on the candidate’s
   experience.
 * Manage survey and imagery data. Data processing duties will include
   QA/QC of sightings and effort data, and UAS-related imagery and
   metadata. Data processing will also include accurate and timely
   completion of summary spreadsheets and survey reports, and
   maintenance of data processing programs and databases.
 * Conduct comprehensive analysis of UAS imagery data to evaluate
   individual whale size, growth rates, body condition, and/or health
   status.
 * Collaborate with team members to integrate results from UAS analyses
   with other data types, including collaborating with regional and
   international partners on new applications for UAS data.
 * Assist with the development of databases for efficient management of
   UAS-related data.
 * Assist with coordination of a workshop geared at standardizing
   photogrammetry measurement protocols for right whales.
 * Support management. Duties may include analyzing data and preparing
   presentations for stakeholder meetings, communicating with the wider
   community of remote sensing researchers in the Northeast and Canada,

*Qualifications, Experience, and Strengths*

contribute to research focused on utilizing very high-resolution (VHR) 
satellite imagery for monitoring and conservation of the North Atlantic 
right whale. This position will support National Oceanic and Atmospheric 
Administration (NOAA) Northeast Fisheries Science Center's Whale Ecology 
Branch.


The Satellite Imagery Analyst will work in collaboration with a 
multidisciplinary team, leading a project that includes analysis of VHR 
satellite imagery to assess its utility in detecting right whales and 
other species, particularly in comparison with other survey platforms 
and under varying environmental conditions. The Satellite Imagery 
Analyst will work closely with the interagency Geospatial Artificial 
Intelligence for Animals (GAIA) collaboration and will contribute to 
advancing our understanding of marine mammal distribution using 
cutting-edge technology and analysis techniques.


The goals of this project are to:

1. Compare the effectiveness of right whale detection from VHR
   satellite imagery with data collected from other observation
   platforms (e.g. aircraft, vessels, acoustics).
2. Evaluate the suitability and performance of VHR satellite imagery
   for whale detection in varying environmental conditions, including
   sea state, cloud cover, and glare, to determine its practical
   applicability for marine mammal research, particularly in the US
   northeast region.

*Responsibilities*
The duties of the Satellite Imagery Analyst include:

 * Collaborating with the research team to develop and refine the
   annotation platform and backend databases for efficient data management.
 * Conducting comprehensive analysis of annotated imagery to assess the
   accuracy of right whale detection and quantify the impact of
   environmental conditions.
 * Collaborating with team members to integrate results from VHR
   satellite imagery analysis with data from other observation platforms.
 * Designing a study to evaluate challenges and strengths of different
   approaches for marine mammal data collection by comparing results
   from VHR imagery to vessel/aircraft/acoustics at both an inshore and
   offshore location.
 * Writing a peer-reviewed publication with the research team and
   identifying an appropriate venue for publication. There may be
   opportunities to participate in presenting work in scientific
   conference venues as well.

*Qualifications and Experience*

 * Master's or PhD in Data Science, Remote Sensing, Geospatial Science,
   Marine Biology, or related field.
 * Strong background in satellite image analysis, remote sensing, and
   image annotation is required.
 * Demonstrated ability to conduct rigorous statistical analyses on
   large datasets is required.
 * Experience with processing Maxar imagery, particularly level 1B, is
   very beneficial.
 * Experience detecting wildlife in satellite imagery, conducting

Marine Mammals Management Office’s Regulatory program to implement

Integrated Statistics is looking for a part-time Telemetry Data Analyst 
to support the National Oceanic and Atmospheric Administration (NOAA) 
National Marine Fisheries Service (NMFS) Northeast Fisheries Science 
Center (NEFSC).


The Telemetry Data Analyst will work with the Seal Ecology and 
Assessment Program within the Protected Species Branch. The mission of 
the Seal Program is to provide scientific information to managers and 
stakeholders on the role of seals as important sentinels of the marine 
ecosystem, support conservation efforts to maintain a healthy and 
optimally stable population of seals in the northeast, and provide 
recommendations on mitigation measures to minimize conflicts between 
seals and humans. As part of this program we study the abundance of 
stocks in the Northwest Atlantic via manned and unmanned surveys to 
investigate population trends and distribution, as well as behaviors of 
individual seals via acoustic and satellite telemetry to investigate how 
behavior may be influenced by ecological and anthropogenic factors.


The Telemetry Data Analyst will work with others in the Seal Program to 
analyze pinniped telemetry data. Duties include summarizing telemetry 
tracks, dive behaviors, and acoustic detections from tagged individuals; 
fitting appropriate models to these data to evaluate movements, 
occurrence, or foraging behavior of tagged individuals; building species 
distribution models from existing telemetry and sightings data to 
evaluate overlap with anthropogenic activities; assisting in grant 
report writing; and publishing findings in peer-reviewed manuscripts.


*Qualifications *

1. Graduate degree or equivalent in fisheries, quantitative ecology, or
   a closely related field - *required*
2. Experience processing and interpreting ARGOS/Wildlife Computer
   satellite telemetry data - *required*

Integrated Statistics is looking for an Environmental Specialist to work 
with the National Oceanic and Atmospheric Administration (NOAA) National 
Marine Fisheries Service (NMFS), which administers NOAA's programs in 
the Northeastern United States to manage living marine resources for 
optimum use. NMFS’s Protected Resources Division (PRD) is dedicated to 
managing, conserving, and rebuilding populations of marine mammals and 
endangered and threatened marine and anadromous species in rivers, bays, 
estuaries, and marine waters of the Northeast. The Environmental 
Specialist will work closely with the Marine Mammal and Sea Turtle 
Program within PRD, which implements conservation programs for 
endangered and protected marine mammals and sea turtles.


The Environmental Specialist assists in the implementation of 
conservation programs to reduce interactions between commercial 
fisheries and the North Atlantic right whale under the Marine Mammal

   associated analyses related to reducing protected species bycatch in
   commercial fisheries including developing supporting biological,
   social and economic impact analyses pursuant to the Administrative
   Procedure Act, National Environmental Policy Act, and other relevant
   statutes and policies.
 * Conducting analyses and other preparatory work for meetings of Take
   Reduction Teams, and particularly the Atlantic Large Whale Take
   Reduction Team.

   evaluating stranding data to identify threats related to vessel
   impacts, ocean noise, and aquaculture.

   higher degree) in marine science, fisheries science, fisheries
   economics, environmental management, natural resource management,
   marine policy, ecology, public policy, or a related field of study.
 * A demonstrated understanding of policies, regulations, and processes
   for fisheries and protected species management, particularly those
   related to marine species listed under the Endangered Species Act,

National Oceanic and Atmospheric Administration (NOAA) National Marine

Integrated Statistics is looking for a Large Whale Biologist to support 
the National Oceanic and Atmospheric Administration (NOAA) National

The Large Whale Biologist assists in the collection and analysis of 
aerial and shipboard right whale survey data, including studying the 
distribution of right whales in relation to human activities and the 
impacts of those activities on right whale behavior, health, population 
dynamics, and ecology. The primary responsibilities of this position 
focus on conducting aerial surveys and working with the resulting data.


*Duties*
The Large Whale Biologist is engaged in these tasks:

 * Participating in aerial surveys for right whales. Flight crew
   responsibilities include visually scanning for whales from bubble
   windows, recording sightings data on custom computer software, and
   photographing whales for individual identification using a digital
   SLR camera with a telephoto lens.
 * Participating in small vessel and shipboard surveys for right
   whales, as needed. Shipboard duties include visually scanning for
   whales, photographing whales for individual identification,
   collecting biopsy samples from select individuals using crossbows,
   assisting with oceanographic and zooplankton sampling, and
   supporting unmanned aircraft system (UAS) operations.
 * Managing survey and photographic data. Data processing duties
   include QA/QC of aerial and shipboard sightings and effort data,
   evaluating sightings relative to seasonal and dynamic management
   areas, accurate and timely completion of summary spreadsheets and
   survey reports, preliminary matching of right whale individual
   identification images, and maintenance of data processing programs
   and databases.
 * Supporting management needs. Duties include analyzing data and
   preparing presentations for stakeholder meetings, environmental
   impact statements, biological opinions, etc.  Additional duties may
   include assisting with whale carcass relocation, supporting
   disentanglement efforts, assisting with whale necropsies, and
   helping prepare stock assessment reports.
 * Public outreach. Duties include assisting with Protected Species
   Branch website content and maintenance, and helping with public
   education and outreach activities.

*Qualifications and Skills*

 * At least one full year of experience working on right whale or
   related aerial survey projects.
 * Familiarity with marine mammal visual survey data collection and
   processing methods, including use of spreadsheets and Google drives.
 * Excellent communication skills, both verbal and written (including
   visual presentations) with a variety of audiences including
   technical, scientific, and the general public.
 * Ability to work both independently and as part of a team.

Integrated Statistics is looking for a Distance Sampling Data Analyst to 
support the National Oceanic and Atmospheric Administration (NOAA) 
National Marine Fishery Service (NMFS) Northeast Fisheries Science

The Distance Sampling Data Analyst will assist NEFSC's Protected Species 
Branch (PSB) with the analysis of two disparate types of data on marine 
mammal distributions.


 PSB's mission includes assessing the population status of protected 
species (cetaceans, sea turtles, seabirds, and seals) within U.S. 
waters, and evaluating threats to species and populations due to 
anthropogenic activities. Detailed assessments of species distributions 
and abundances are essential to understand broad scale spatial and 
temporal movements and behaviors. For risk assessment and mitigation of 
impacts, information on seasonal and inter-annual variability in 
distribution, ecology, and behavior at smaller spatial scales is used to 
estimate potential impacts on protected species due to localized 
activities (e.g., fishery bycatch, military exercises, energy 
exploration, shipping traffic, etc.).


The objective of this one-year study is to compare high-resolution 
aerial imagery survey and visual survey methodologies from marine mammal 
line transect surveys conducted over the New York Bight. The reason for 
the comparison is to explore avenues to integrate data from both data 
streams to be able to create a consistent time series of aerial survey 
data results from both imagery and visual data.


The line-transect survey data comes from two main sources: traditional 
visual aerial survey effort; and digital aerial survey effort using 
high-definition cameras. A third source, visual 2-team visual aerial 
survey efforts conducted by NMFS, may augment the main two data sources.


*Duties*
The project tasks include:

 * Processing the data from two main sources to allow comparison of
   these two datasets.
 * Conducting summary analyses of the datasets, modelling the datasets,
   and evaluating assumptions of the analyses and modeling.
 * Comparing the results from the two data sources.
 * Developing a report or peer-reviewed journal paper of the methods
   used and results.

The analyses include, but are not limited to, developing general 
spatiotemporal summaries of the raw data. The modeling includes, but is 
not limited to, developing spatiotemporal distribution and abundance 
maps and estimates using Distance sampling methods. Results from the two 
datasets should be compared using appropriate statistical evaluation.


*Qualifications and Skills*
The successful candidate should possess:

 * A Master's or PhD in a biological field of study that included
   statistical and programming coursework, or equivalent.
 * Expertise in using the R software, with these specific skill sets:
 o Manipulating large datasets.

population viability assessment (PVA) for North Atlantic right whales. 
The PVA work has two major components: retrospective model fitting of 
historical sightings data to estimate demographic parameters, and 
exploring future population dynamics under various scenarios related to 
environmental conditions and mitigation of human interactions with 
whales through policies enacted under the Endangered Species Act and 
Marine Mammal Protection Act. The postdoc will work with members of the 
Population Evaluation Team subgroup of the Right Whale U.S. 
Implementation Team, including scientists across multiple federal 
agencies and NGOs (e.g., New England Aquarium).


*Duties*

 * Assist with further development of the PVA.  This includes
   developing and fitting new and existing population models to
   sightings data and improving an existing individual-based population
   projection model to facilitate its current and future uses as a
   management tool.
 * Assist with other statistical needs in PSB, serving as a consultant
   and collaborator to biologists monitoring protected species.
 * Provide support for science and management needs. Duties include

the U.S. Fish and Wildlife Service (USFWS) Marine Mammals Management 
(MMM) program in Alaska. This person will support research and analyses 
related to northern sea otter population management in Alaska, including 
assisting with the implementation and analysis of a photo-based aerial 
survey strategy to provide an updated estimate of northern sea otter 
population size and distribution across southeast Alaska.


To provide updated information to guide management strategies with 
stakeholders across southeast Alaska, USFWS MMM is developing new 
methods for photo-based aerial surveys. The methodologies include the 
use of an integrated digital camera platform to collect georeferenced 
images, the application of coding strategies such as machine learning, 
deep learning, and/or other artificial intelligence (AI) techniques to 
streamline image processing, and incorporation of the processed data 
into population models.


*Duties*
The position duties include:

 * Develop an understanding of population survey methods and
   objectives, and then work closely with the sea otter team to
   implement solutions that meet those objectives.
 * Gain familiarity with the operation of the camera platform for
   collecting digital images along transect lines during sea otter surveys.
 * Assist with the collection, review, compilation, and analysis of
   georeferenced imagery data.
 * Develop computer programs that streamline image processing strategies:
1. Assist with development of post-processing strategies to manage
   the collected imagery, including rotating, aligning, and editing
   images
2. Facilitate development of computer algorithms to distinguish sea
   otters (and other wildlife) from image background such as ocean
   waters and coastline
3. Develop a computer algorithm to count sea otters using an

*Qualifications, Skills, and Experience*

 * B.S. or B.A. degree in computer science, data science, scientific
   programming, geospatial science, remote sensing, or biological
   science/environmental science with an emphasis on data science. Work
   experience may potentially be substituted for this requirement.
 * Demonstrated proficiency in Python coding is required.
 * Photogrammetry experience, including the ability to work with
   georeferenced imagery and to view, manage, and organize images in
   ArcGIS, Agisoft, and/or other software is required.
 * Experience with Tensorflow and/or other ML software and coding
   languages is desirable.
 * Familiarity with wildlife population survey design and/or strategies
   to automate the process of object detection from digital images is
   desirable.
 * Ability to organize and manage big data sets through the use of

The Quantitative Modeler will take responsibility for these tasks:

 * Expand the current model to: include other whale species; include
   multiple gear types; update and/or expand whale habitat layers; and
   expand the geographical scope throughout US waters.
 * Provide modeling support to GARFO Protected Resources Division.
 * Collaborate with NEFSC staff on related economic analyses, as needed.
 * Collaborate with aquaculture entanglement working group.
 * Improve the gear threat model by expanding it to gather external
   data (such as entanglement of other species and location) and to
   work in collaboration with other organizations.
 * Continue to develop the current R shiny application.
 * Collaborate as part of a development team to divide tasks and manage
   group workflows.

*Qualifications*
The Quantitative Modeler should possess these qualifications and skills:

 * A Master's degree in Quantitative Ecology, Fisheries, Environmental
   Management, or a closely related biological subject that involves
   spatial manipulation and analysis of multivariate data streams. Work
   experience may potentially be substituted.
 * At least five (5) years of extensive experience working with and
   knowledge of:
 o Statistical analyses using generalized linear or additive models
 o Bayesian hierarchical models
 o Development of species distribution models
 o Computer programming experience to create simulated object or
   animal distribution data
 o Commercial fishery observer data.
 * Excellent programming skills in at least one of the following
   platforms of statistical software: R, Splus, SAS, AD Model Builder,
   Template Model Builder, or C++.

The Large Whale Biologist assists with the collection and analysis of 
aerial and shipboard survey data, including researching the distribution

right whale behavior, health, population dynamics, and ecology. The 
visual survey information collected by NOAA is used to assist in the 
management of protected species, evaluate the impacts of various human 
activities on the species, and aid in education and conservation efforts.


*Duties*
The Large Whale Biologist will engage in these tasks:

 * Participate in aerial surveys for right whales. Flight crew
   responsibilities include visually scanning for whales from bubble
   windows, recording sightings data on custom computer software, and
   photographing whales for individual identification using a digital
   SLR camera with a telephoto lens. Aircraft ditch training is required.
 * Participate in small vessel and shipboard surveys for right whales.
   Vessel-based duties include visually scanning for whales,
   photographing whales for individual identification, collecting
   biopsy samples from select individuals using crossbows, assisting
   with oceanographic and zooplankton sampling, and supporting unmanned
   aircraft system (UAS) operations. Small boat certification may be
   requested.
 * Manage survey and photographic data. Data processing duties include
   QA/QC of aerial and shipboard sightings and effort data, evaluating
   sightings relative to seasonal and dynamic management areas,
   accurate and timely completion of summary spreadsheets and survey
   reports, preliminary matching of right whale individual
   identification images, and maintenance of data processing programs
   and databases, including an R Shiny application.
 * Support scientific and management needs. Writing and policy tasks
   include analyzing data and preparing presentations for stakeholder
   meetings, environmental impact statements, biological opinions,
   scientific manuscripts and stock assessment reports.
 * Assist with Protected Species Branch website content development and
   maintenance, and engage in public education and outreach activities.
 * Perform additional occasional duties, such as assisting with whale
   carcass relocation, supporting disentanglement efforts, and
   assisting with whale necropsies.

The GARFO Protected Resources Division’s Marine Mammal and Sea Turtle 
Conservation Program develops and implements measures to respond to,

mammal and sea turtles through the Endangered Species Act and protects 
marine mammals from commercial fisheries interactions through take 
reduction planning under the Marine Mammal Protection Act. The program

Integrated Statistics is looking for an Ecologist (marine Mammal 
Regulatory Biologist) to work with the US Fish and Wildlife Service 
Marine Mammals Management Office’s Regulatory program to implement 
portions of the Marine Mammal Protection Act (MMPA) and Endangered 
Species Act for the conservation and management of polar bears, northern 
sea otters, and Pacific walruses in Alaska. This position will focus on 
identifying, evaluating, and analyzing data collected as part of MMPA 
incidental take authorizations.


*Duties*
The Marine Mammal Regulatory Biologist's responsibilities include:

 * Collecting, verifying, and analyzing data on species distribution
   and abundance as well as habitat quantity and quality of natural
   resources.
 * Conducting or participating in research and monitoring projects.
 * Entering data and conducting quality control reviews and querying
   databases to extract data or determine the status of actions.
 * Conducting biological analysis of proposed actions.
 * Evaluating the effect of proposed actions on species and habitats.
 * Implementing habitat conservation, restoration, and enhancement
   projects.
 * Evaluating the effectiveness of management decisions on species and
   habitats.
 * Preparing maps and other geographical displays and analysis.
 * Conducting literature reviews.
 * Drafting responses, letters, reports and reviews.
 * Conducting and documenting site visits.
 * Attending meetings and conferences.
 * Organizing and maintaining filing systems (including electronic
   filing); copying documents and compiling records (including
   responses to Freedom of Information Requests and Administrative

   material preparations, participant assistance, facilitation, and
   debriefing.

*Qualifications*

 * A Master’s degree in biology, wildlife management, natural resource
   management, environmental science or a closely related field.
 * At least 2 years of related work experience, including:
 o Using statistics, quantitative biology, biometrics, and/or
   population modeling to develop and analyze data relevant to
   anthropogenic disturbance of wildlife.
 o Analyzing changes in distribution, abundance, density, age
   composition, annual survival, and sex ratios of wildlife.
 o Using one or more statistical and database management software
   packages, including R and ArcGIS, to assess potential changes in
   abundance, distribution, density, and trends in wildlife
   populations.
 * Experience participating in regulation and management pursuant to
   the Marine Mammal Protection Act:
 o Preparing issue papers, briefing documents, Federal Register
   notices, rulemaking documents, or other similar species issue
   papers.
 o Participating in teams with multiple State and Federal Agencies,
   Tribes, private industry, and non-government entities.
 o Working across multiple cultures.
 o Presenting complex or controversial issues to a variety or
   audiences.
 o Reviewing proposed resource development projects and developing
   recommendations.
 o Developing written analyses of complex or controversial
   regulatory proposals, including developing management strategies.
 * Willingness and desire to work in a fast paced, interdisciplinary

[MARMAM] Quantitative Modeler

 Quantitative Modeler

Integrated Statistics is looking for a Quantitative Modeler to support 
the National Oceanic and Atmospheric Administration (NOAA) National 
Marine Fisheries Service (NMFS) Northeast Fisheries Science Center (NEFSC).


This position will support the Protected Species Branch (PSB) of NOAA 
NMFS NEFSC. PSB’s mission includes assessing the population status of 
protected species (cetaceans, sea turtles, seabirds, and seals) within 
U.S. waters, and evaluating threats to species and populations due to 
anthropogenic activities. Detailed assessments of species distributions 
and abundances are essential to understand broad scale spatial and 
temporal movements and behaviors. For risk assessment and mitigation of 
impacts, information on seasonal and inter-annual variability in 
distribution, ecology, and behavior at smaller spatial scales is used to 
estimate potential impacts on protected species due to localized 
activities (e.g., fishery bycatch, military exercises, energy 
exploration, shipping traffic, etc.).


The Quantitative Modeler will work on a project modeling spatial 
analysis of whales and other marine species, relative to fishing gear 
and aquaculture. The modeler will build on an existing software product 
to expand its capabilities and support its use by stakeholders.


*Duties*
The Quantitative Modeler will take responsibility for these tasks:

 * Rebuild the current R shiny app, or potentially develop another user
   interface. The goal is to improve graphics, maps, outputs, etc.
 * Expand the current application to:
 o Cover other whale species.
 o Cover other gear types.
 o Update and/or expand whale layers.
 o Expand the geographical scope to Canada.
 o Add the ability to input/collect data on stratified / targeted
   rope strength.
 * Provide modeling support to GARFO Protected Resources Division.
 * Collaborate with NEFSC staff on related economic analyses.
 * Collaborate with aquaculture entanglement working group.
 * Improve the gear threat model by expanding it to gather external
   data (such as entanglement of other species and location) and to
   work in collaboration with other organizations such as the New
   England Aquarium.

*Qualifications*
The Quantitative Modeler should possess these qualifications and skills:

 * A Master's degree in Quantitative Ecology, Fisheries, or a closely
   related subject that involves spatial manipulation and analysis of
   multivariate data streams. Work experience may potentially be
   substituted.

 * At least five (5) years of extensive experience working with and
   knowledge of:
 o Statistical analyses using generalized linear or additive models;
 o Bayesian hierarchical models;
 o Development of species distribution models;
 o Computer programming experience to create simulated object or
   animal distribution data;
 o Commercial fishery observer data.
 * Excellent programming skills in at least one of the following
   platforms of statistical software: R, Splus, SAS, AD Model Builder,
   Template Model Builder, or C++.
 * Experience and understanding of basic statistical methods.
 * Excellent communication skills both verbally and using written
   materials (including visual presentations), targeting a variety of
   audiences including technical, scientific, and the general public,
   as appropriate.
 * Independent worker with strong time management skills and attention
   to detail.
 * Able to adapt quickly to changing priorities and strict timelines.

The position is expected to last one year. The rate of pay will be 
$33-37/hr, depending on skills and experience, and the position will be
