 Putting in forward tags isn't the problem! The problem is HOW MANY
 forwards a person can make before anti-spam measures take over, and the
 knowledge that there are legitimate cases where someone wants to forward to
 10s of people, where most forward tools limit one to 3-5/hour (or worse).
 
 To how many people can you forward a MailChimp message before you run into
 that limit?

Not sure. Maybe an email to their support email would work? But if MailChimp 
won't support that particular use case then I guess the point is moot.

 If it is in the 10s, then MailChimp may be a good choice for
 this purpose (albeit, for us, not sufficiently sophisticated to support
 complex campaigns--but that's another discussion).

I'm always of the opinion to simplify everything ;-)
