I think, however, it's a little more complicated than what
they describe. I looked at two Macs, one running 10.10.1 and one
running 10.10.2, both with always scroll set, and the problem did
not occur. In both cases, without making any other changes, simply
installing the 10.10.3 upgrade caused the problem to occur.

From what I've read, it does seem to be a bug that was introduced in 10.10.3 
related to accessing system reports when the scrollbars are set to be always 
on.  For example, see
