News Leader gets it right for a change
They got this one right: Martz endorsed for Springfield City Council March 24, 2009 Two candidates for Springfield council offer quite a contrast. Tom Martz has been a watchdog and critic of city spending for years. He advocates smaller government through a focus on core city services. At the other end of the spectrum, Robert Stephens complains about criticism of council. He says some citizens have become so negative they have lost credibility. He also worries that focusing too heavily on cutting government could undo years of city progress. Had this race developed in less dire economic times, Stephens' focus on planning and preserving successful city services might be more appealing. But these are not prosperous times. These are times that call for tough decisions and pragmatic action, as well as pointed inquiries of city staffers. Martz, a small businessman who helped push for the 2007 audit of the city, gets our nod for General Council Seat A. He speaks with resolve toward convincing police and firefighters to help solve their own pension shortfall. He supports rescinding one tax if we're going to add another -- like the Save our Springfield group suggests. And he vows to make city department heads prove they need the personnel they request. Stephens, who has a human resources background, offers many qualities and skills that we hope he puts to use elsewhere in serving city government, perhaps the Personnel Board or with Planning and Zoning. We also hope he continues to speak up with points he emphasized in an endorsement interview with us, including his concern about planning for a projected, 20-percent, Springfield-area population increase. The city cannot, however, plan its way out of its current straits. And Stephens offered few new thoughts about the pension shortfall issue, other than to decry Band-Aid solutions and to look backwards by calling the 1-percent sales tax defeated in February the best solution. It was also disappointing to hear him worry aloud that the Save Our Springfield group might come to operate as a Shadow Council in a counter-productive fashion. Is criticizing a group for simply offering a possible alternative what you would call productive? Of course, Martz is not perfect. He needs to resist his tendency to draw conclusions quickly. And he must do as he promises and continue to set aside time to listen to his constituents, even if they do not adhere to his small government views. On the plus side, he's shown interest and commitment, and a willingness to tackle difficult issues head-on. His questioning nature will benefit Springfield residents, at a time when many major questions lie ahead. Fred: I seen your question to the council, not sure you got a straight answer, but I thank God for you and others, like Carl and Linda, who hold them to some accountability, I really don't know what we would do if it were not for people like you guys who will step up to the line and call them on what they are doing.
