[NTG-context] How to really force figure to appear "here"?

I have been using \placefigure[here, force] to place some graphics, but its 
instead showing other text from the next section, then the picture. In testing, 
this is causing readers to be confused, as they expect to see a picture, but 
its somehow appearing two pages later. I don't care it it requires a huge blank 
area on the page before it, how can I make it so any text after 
\placefigure[here, force] doesn't appear before the figure?

This seems to work:

   figures.programs.inkscape.runner {

   crop   = "--export-area-page",
   newname= dir.expandname(newname),
   oldname= dir.expandname(oldname),
   }
   end

I mostly just copied that from grph-con.lua, but the CLD manual has a

Hi again,

I changed tex/texmf-context/tex/context/base/mkiv/grph-con.lua to
replace "" with "--export-area-page" in the inkscapecrop function:

local function inkscapecrop(specification)
return (specification and specification.crop == v_yes) and
"--export-area-drawing" or "--export-area-page"
end

This produces the desired results.

Any ideas on how to force that setting without modifying grph-con.lua?
