you can add a feature request at the collector (and also mention/collect what 
commands need that tweak)

A modest request, that is probably in principle not too difficult to  
fulfil.

With many commands (\framed for example) I can do a setup for general  
behaviour and do something special at the actual call.
Like this:
\setupframed[options...]
\framed[individual options ...]

It would be pleasant if I could do the same with combinations, but  
there I do not get to work a similar behaviour:
