Not really, it was designed this way. They even went to the trouble
of talking to the former Regional Cycling Advisory Group and ignored
their advice to change it.

We will have to change some serious minds before we see any changes
on the road.

The problem can be fixed, but it will take more lobby effort that
physical effort to change it.
