See Ingo's comment: Okular is a multidocument reader, not just a PDF reader.

You did mention " different device (e.g. on an iPad)."  which makes me think
you tested there. Does that use the native viewer there (whatever that is)?
Adobe Reader is available on the ipad.

STEPS TO REPRODUCE
1.  Open the chm file that causes error when opening with Okular
2.  You will probably get an error message like "The file or the folder
ms-its:PathToTheFile.chm:: doesn't exist"
3.  When you click ok it will continue popping up the same error message when
you scroll down
