While you don't nessecarily have to be part of FSF for the GNU tag, the GNU trademark is arguably owned by the FSF, using that in a name such as GNUPBX w/out explicit permission of the FSF would probably be a bad thing. Also, there are other things to consider there, like what happens when the coders, are not directly involved w/ the entity that holds the TM to the name? (now I am *NOT* saying that would be a problem nessecarily w/ the FSF as I do Support the FSF, I am trying to say that there should be careful consideration on that area due to what we have seen with wireshark (formerly ethereal) and the like
