All, Is there a way to prevent a user from being able to delete a site, while still giving them access to create subsites? Sadly not. There's no explicit Delete Subsites permission. The Create Subsites permission seems to be all inclusive despite its description. Your only saving grace in 2013 is that you can restore them from the recycling bin.
