I'm an expert on percentiles (expert witness at three seniority arbitrations). Percentiles are a measure of relative rank, not of absolute level of costs. All the percentile rankings tell is that production costs are lower in Hungary than in Japan. There's no way to tell from a percentile ranking what the ratio of production costs are. They could as easily be 99:100 as 1:100.
