I'll bet that's the upgrade check trying to reach www.pgadmin.org. You
could disable that by creating a file called config_local.py alongside
config.py in the web/ directory of the installation, containing:

UPGRADE_CHECK_ENABLED = False

I'll create a ticket to have proxy authentication support added.

Thanks for the link to the developer version.

I've been having the same issue with v1.4 and v1.5 and it was only v1.3 that 
worked.  I've installed the v1.5 from the link below and it works.  I still get 
an error message in the log although it doesn't seem to affect the application. 
 I am running Windows 7 x64 Enterprise.

That sounds like a known issue with certain configurations of Windows
+ proxy server. Please try the build at
https://developer.pgadmin.org/~dpage/pgadmin4-1.5-x86.exe.

I have installed the most recent version of pgAdmin4

Unfortunately the application does not start, or at least does not show any UI. 
I only see the semi-transparnet splash screen, and nothing happens at all. When 
I click the splashcreen it just disappears. I can still see the process in the 
task manager though, holding onto roughly 80-100megs of memory.
Every new attempt to run the app creates a new process with new splash screen 
that does nothing.
I get no (visible) error message, and I see nothing in the Event Viewer.
