Humblest announce after a year of work.

Additional information:
- works under LLVM7+ (tested on ranges 7,9,10,11 versions)
- can bootstrap itself without pil32 and pil64
- test suite covers 95% of 370 builtin primitives
- bravely switch to pil21, should work.
