maxmind's demo shows the same result, so no misconfiguration on your part, but rather some bad data - HE is in US, so if the ip-addresses are attributed to them, then it is irrelevant where the actual endpoint is....
seems we have the same tunnel endpoint. ;-) Yep, that's HE's Frankfurt POP. I'm in touch with MaxMind to get that fixed, let's see if it works out.
