He probably mistook the { }'s for ( )'s 

(I did it myself)

Okie i had the () instead of the {} i changed that 
now getting a different error :o( 
tcpserver: usage: tcpserver [ -1pPhHrRoOdDqQv ] [ -c limit ] [ -x rules.cdb ] [
-B banner ] [ -g gid ] [ -u uid ] [ -b backlog ] [ -l localname ] [ -t timeout ]
 host port program
 pop3d.
I am using RedHat 5.2 with kernal 2.2.?? I have 
/bin/bash 
here is the qmail-smtpd-wrapper 
#!/bin/bash
ulimit -d 1024
exec /var/qmail/bin/qmail-smtpd ${1+"$@"}
