Just because they are a utility, does not preclude whether they can have
share holders or not. How do I know the difference? Well 27 years at a
PUBLICLY held, City Owned utility. No, that company cannot have a MAJOR
profit, and they answer to the public. My former employer, the Board of
Public Utilities, is such a public utility. Now on the Missouri side of the
state line, you have Kansas City Power and Light, and Yes they ARE a private
based corporation with share holders, and I believe they are publicly
traded. BUT either way, there are minimum standards for voltage that they
GUARANTEE. So, I would try and contact anyone who can tell you what voltage
bandwidth is guaranteed. In the case of BPU it is +5% and -10% of nominal
voltage. In the case of 120VAC it is a large window. But in my experience
and if it was the BPU, I would be out setting a recording voltmeter, and/or
discussing with engineering if there is a possibility of changing  primary
taps on the transformer to meet specs. Either way, 103 is WAY too low, and
well outside anyone's specifications and changes to the service has to be
attempted 1st.  In the summer here in KC we would put on capacitor banks on
the 3 phase to compensate for all the loading from ac and such. Industrial
areas are on a time clock basis, and residential are controlled by
temperature. 
Either way, make some noise, it will have to be fixed on their end.

Actually having worked for the water company, It would be easier and cheaper
to have them get a group of earthmovers and remove about 100 ft of the
surrounding 
land. That way the footings, piping and all the ground associated with the
tank can be inspected at the same time. I would remove the land in a 1/2
mile radius to 
facilitate inspections

Actually- I disagree. Ham or not- you should repair it the right way.

 

At the very least you need to replace all the equipment, feedline,
connectors, antenna, mounts, wireties, and anything else associated with the
system. You do not want to take a chance on any of your equipment going bad
at any point in the future.

 

Second- I would approach the site owner about tearing down the water tower
and rebuilding it. You wouldn't want to take any chances of the water tower
causing any problems with your equipment, including becoming structurly
unsound and falling down. You may want to push for a site study before they
re-build it to see if that location is more prone to lightning strikes, and
if that is the case work with them to relocate it at a more suitable
location.

 

Finally, I would push the local electric utility to bring in new lines all
the way back to the closest generation station. You don't know if any of
that strike got back in the ac mains and that there may be a potential
problem lying out there.

 

Best to do it right and cover all bases.

as it checks good, leave it.
I would've done the same thing on my system. Now-for a PS agency, no. It 
is actually cheaper in the long run to replace it then pay someone to 
splice the old, just to have a problem again in 5 years or so. But when 
you have to pay someone to do something, the cost of that is a HUGE 
factor, and frequently is the majority of the cost of whatever is being 
done.

I have done this on an Scom 7k, but the Arcoms do not have this capability,
with out some major programming. The Scom has where you can included all the
tones needed in a macro, along with any voice messages (if you have the
speech synthesizer module). Worked really well, PLUS you can program the
same macro to have DTMF codes on the Scom for any radios that have DTMF
squelch.

Yes. Using an RC-850.

White paper? Why? Program the pagers and determine the 'right code' on
the 850, and you're set. I'll probably be doing the same on a RC-210 or
810 at some point.

I would recommend staying away from the Minitor IIs. Many parts for them
are NLA - including the case/housing.

Not sure about the radios, but this echoes what we found in Dayton last
weekend. We were running U82's all weekend,
And Saturday myself and N0EUH were back at the hotel just up the street from
Smokey Bones and right next to I75
One of our crew called us on low power simplex, and it sounded like he was
right next to us. He was in the flea market at Hara.
I was really impressed. It was crystal clear.

We've made tremendous progress on the 7330 since my last report! Here's
the latest news:

1. We've set an introductory price for a package consisting of the 7330
Main Board and LED Display Cabinet combination at $399(!) plus shipping
($15). This is an *extremely* competitive price for a controller of
this quality and capability.

2. The cabinets are finished and the Main Boards are being assembled.
I've built some display boards, and wow, do those blue LEDs look cool
against the black front panel and white graphics! (Yes, Mike, the Power
ON LED is green..  :-)

3. We still have some work to do. For example, most of the testing is
being done by Dave and Steve in their individual dungeons and needs to
be moved to the LaPorte shop. Dave's working on the manual. And both
guys are continuing to work on items that appear on our long
wouldn't-it-be-nice feature list.

4. Rather than turn this thing loose in its current state, we'll be
looking for a few customers to become beta site testers. We need folks
with previous 7K programming experience who can bridge over to the new
command set with limited documentation. If you're interested, please
note that the price will still be the same and you'll need easy access
to your repeater site. On the other hand, you'll be contributing to an
interesting evolutionary period in controller history.

5. While no one on the design team will be at Dayton this year, a 7330
will be displayed in the flea market area courtesy of a friend who'll
be making the trip. I'll post specific info here in a few days when
arrangements are settled.

RC-210? or something like that.
 I see this 3 port controller all the Time on Ebay 
 Good, bad   how difficult to program?

Actually guys, it is not a fuse per say, it is fed from a circuit breaker.
Not the kind found in the home either.
Most likely there was a stuck breaker which DOES happen. And from the video
I would venture to say it was a 69Kv primary at least. My employer (The
Board of Public Utilities in Kansas City Kansas), Had a lightning strike hit
one of our 161kv/69kv transformers and it took them about 9 hours to put the
fire out. The insulating oil has a high flashpoint, but when it does catch
firelook out

More than likely the fusing was proper. Typically substation transformer 
size along with fusing is coordinated and engineered rather extensively. 
My suspicion is that a component failure may have contributed to the 
total failure of the transformer. It is possible the a fuse did open, 
but that the fuse holder assembly could have failed in such a way that 
an arc continued the current flow regardless of the open fuse.

It would be interesting to know exactly what did happen.
