[Rpm-maint] rpm 4.4.2.1 release candidate 2

Most notably this fixes hangings due to leftover rpmdb iterator, for rest 
of the rather minor changes see below. I certainly hope this is the last 
release candidate for 4.4.2.1, and the intention for rc2 - final is just 
a rename, no code changes at all. But if new/more showstoppers like the 
iterator hangup are found, having a solid 4.4.2.1 is far more important 
than the exact day when it ships.

Changes since 4.4.2.1-rc1:
- fix hangups due to leftover rpmdb iterators
- update popt version for clean upgradability
- remove hardcoded libtermcap vs bash kludge
- updated Russian man pages (rhbz#185620)
- fix a sparse warning in popt.h (rhbz#202005)
- disable broken make check tests
- treat /usr/share/gtk-doc/html/ as a docdir
- plug some minor memory leaks
- use --wildcards with tar for compatibility with tar = 1.15.91
- fix segfault on errors if neon transport is used (rhbz#220392)
- new buildroot sanity checker scripts check-buildroot and
  check-rpaths
- new debugedit option for recomputing build ID

In case you wonder, the new sanity checker scripts and debugedit just 
included but don't affect anything by default. Famous last words...


Oh and if your favorite but this is just a minor fix didn't make it, 
don't despair, we can always make a 4.4.2.2 later on if it seems 
necessary.

I don't know, but... why?  I'm not sure how that's related to pruning 
self-Requires; I can see how it could relate to reducing the number of 
Provides but that's a different beast, and a much tougher one.
