I would go with photogrammetry instead, Reality Capture is quite cheap,
fast and can produce very good results (better then Agisoft Photoscan), I
had good results with Zephyr too (This one is free up to 50 images). You
can project/spray pattern to add texture, use a matte spray, cross
polarization (except on shiny metals) and reconstructed details could be
pretty good too, especially in your use case when you have controlled
environment and static objects.

RE: Looking for a 3D-scanner

Well, all kinds of things. Food products for example. Maybe these will not work 
very well, because I probably cannot flip a fancy cake upside down for a second 
scan run :) Also not every object will work with spray crayon.

Currently I need  a packaging that got crumpled aluminum foil on it. I could 
model it but a scan will surely help. Even the scan will not be perfect I can 
use parts of it, clean and model the rest by hand. 

I already ordered the scanner and will see how it works out.

Around 1.500 euros and a point distance of 0.09-0.12mm, what sounds good to me. 
I have no experience with 3D scanning though and maybe you guys have some hints

Objects to scan will be no larger than maybe 30x30 cm, in most cases much 
smaller.

If you mean Softimage COG transform mode for single object, that's not entirely 
possible in Maya. You can use MMB to move selected object (without having 
visible manipulator), once Move Tool is active. Shift + MMB is constraint to 
certain XYZ axis. It's possible to have a center of rotation aligned to center 
of bounding box or something, however this is able to do weird things with 
pivots.
