Late in the night of June 21, 1941, German sentries patrolling the international bridge between the German and Soviet zones of occupied Poland, instead of saluting their Soviet counterparts, shot them dead. The killings were the signal for Operation Barbarossa, which was, and remains, the biggest military attack in history. Germany and its Axis partners pitched more than three million troops, 600,000 vehicles, 750,000 horses, 3,580 tanks and 1,830 planes against the Soviet Union along a 1,800-mile (2,900-kilometer) front stretching from the Arctic to the Black Sea. Like the United States, the Soviet Union had chosen to remain on the sidelines of the war in Europe, adopting an official policy that the conflict was one between capitalist-imperialist powers who should best be left to tear themselves apart. Joseph Stalin had believed that the Nazi-Soviet non-aggression pact signed in August 1939 made him safe from Hitler's attentions. Indeed, as the Wehrmacht and troops from Romania and Finland crossed into Soviet territory, Soviet ships were still ploughing through the Baltic Sea to supply Germany with goods under various trade deals. Stalin was thrown into a state of shock and incapable of taking a coherent decision for two days, the address to the nation the next day being made by his foreign minister Vyacheslav Molotov. The dictator had received numerous warnings of Hitler's intentions, notably from the spy Richard Sorge based in Tokyo who had contacts in the foreign ministry there, but had chosen to ignore them. Hitler's biggest ally, the Italian dictator Benito Mussolini, was informed of the attack only after it had started but promptly declared war on the Soviet Union, as did Romania, Slovakia, Croatia, Hungary and Finland. The 4,500,000 defenders deployed along the Soviet Union's western flank were totally unprepared and suffered massive losses as German forces drove across the Bug river. Within a day they had lost more than 500 planes while destroying only a dozen or so German aircraft, and within three days the world's largest air force had been reduced to a remnant. Hitler's strategic objective was to smash Soviet communism forever and create Lebensraum -- German territories -- in the east, forming a thousand-year Reich that would stretch from the Atlantic to the Caucasus. Launching his lightning strike he hoped to secure a quick victory and drive to the Ural mountains before winter. The immediate objectives were Leningrad, Moscow and Kiev, with an army group directed at each of the key cities. Within a week German troops had captured Minsk, the capital of Belarus 200 miles inside Soviet territory, and by September had reached the Dniepr river, Smolensk and the outskirts of Leningrad. But with Stalin assuming overall command of the Red Army and introducing a draconian disciplinary regime in which defeatism and rumor-mongering were deemed criminal offenses punishable by death, the German advance slowed while Soviet forces were able to regroup. Then on December 7, 1941 Japanese warplanes attacked a naval base at Pearl Harbor in the Pacific Ocean, bringing the United States into the war, and Hitler's fate was sealed. NATO special envoy Peter Feith was in the capital Skopje and the European Union's Foreign Affairs chief Javier Solana decided to make a flying visit after Macedonian President Boris Trajkovski said the week-long talks were ``totally deadlocked.´´ Diplomats said Macedonian and ethnic Albanian negotiators had agreed to resume talks on Thursday evening on finding a way to persuade ethnic Albanian rebels who have taken control of territory in the north of Macedonia to lay down their weapons. But despite heavy Western pressure, which continued at a dinner hosted by Trajkovski on Wednesday evening, the Albanians were sticking to demands for radical constitutional changes which diplomats said amounted to a federalization of the state. ``There is no one in the international community who thinks their position is reasonable,´´ said a diplomatic source. ``If they think we are going to help them create a federal Macedonia they should think again.´´ The rebels, who took up arms four months ago, say they only want to improve the rights of Macedonia's Albanian minority. ALBANIANS PLAYING FOR TIME? BELGRADE -- Yugoslavia's reformist leaders said on Thursday they would withdraw a bill on cooperation with the U.N war crimes court after they failed to resolve differences over the measure with their partner in government. The junior partner, the Montenegrin Socialist People's Party (SNP), said it was sticking by its stance of opposing any law allowing war crimes suspects like ex-president Slobodan Milosevic to be transferred to the tribunal in The Hague. The SNP, a one-time coalition ally of Milosevic's Socialists, insists the tribunal is biased and that no suspects should be transferred to it. It is ridiculous to demand that we change our minds and act against our convictions, Predrag Bulatovic, head of the Montenegrin lawmakers, said after talks failed. Serbia's DOS [capitalist] reform alliance, the senior partner in the coalition, needs SNP support to pass the law, which is widely seen as crucial to securing badly needed Western funds for Yugoslavia at an international donors' conference next week. Zdenko Tomovic, one of Milosevic's lawyers, claimed that a helicopter was ready to transport Milosevic out of his jail and hand him over to the tribunal authorities. A parliamentary session to discuss the law had been scheduled for Thursday but was moved to Friday to give the two sides more time to look for compromise. Reformers said the bill would now be removed from the agenda. [However, a]n anonymous source quoted by the English language newsletter VIP said something important could take place in the coming days. The VIP newsletter, quoting an anonymous source, said the DOS had decided to go ahead regardless with the extradition of Milosevic, if the SNP maintained its opposition. It is almost certain that something important will happen in the next few days, the bulletin said. Dusko Sikirica, alleged commander of Keraterm camp, had pleaded not guilty to genocide, complicity to commit genocide, crimes against humanity and violating the laws or customs of war. He was the first camp commander in Bosnia to face the Yugoslavia war crimes tribunal on a genocide charge. After the prosecution ended its case on June 1, the defense said it would seek acquittal. That triggered Thursday's hearing, at which judges cleared Sikirica, 37, of genocide and complicity to commit genocide. His trial continues on the other charges, with the defense due to begin its case next Wednesday. The defense submissions are allowed because the prosecution has failed to prove the intent to destroy in whole or in part a national, ethnic, religious or racial group as such, Judge Patrick Robinson told a special hearing. He refused to say outright if the bill had definitely. Consultations between DOS and SNP are still under way, Grubac Said. Nothing has been decided yet. Chairman of the lower parliamentary chamber, DOS' Dragoljub Micunovic, told Beta that no announcement would be made before Thursday, with the debate still officially set to begin at 11 a.m. Serbian Justice Minister Vladan Batic hinted at a possible concession to the SNP, in which the law would be a federal one, but the decision on possible extraditions would be transferred to the Yugoslav republics, Serbia and Montenegro. The SNP, which used to be allied with former president Slobodan Milosevic - the main target of the war crimes tribunal - has been stubbornly against the legislation, fearing that if it supports the bill, it would lose its support among hardline voters. But Federal Interior Minister Zoran Zivkovic said Tuesday that it would be better to give up on the law entirely because the U.N. statute that established the war crimes tribunal and Yugoslav membership in the United Nations secured the legal grounds for the extraditions. Such a move would not only bring about Serbian cooperation with the tribunal, but also would force Serbia's government to work with President Milo Djukanovic's future administration in Montenegro, which was still not in place nearly two months after April elections. Any delays might prove painful for impoverished Yugoslavia because the West was demanding clear signals that Belgrade will work with the tribunal before it continues to provide urgently needed aid. The international donors conference for Yugoslavia on June 29 in Brussels would be the key indicator, politicians and analysts have said. The United States has yet to decide whether to take part in the donors conference as it waits for the fate of the troubled bill, and some of the other big donors, like Canada and Japan, are expected to follow its lead. Meanwhile, Milosevic proclaimed from prison that he was the moral winner over DOS. Meanwhile, the Navy said that a destroyer participating in the exercises, the USS Ross, struck and killed a whale. It's supposed to contain jamon, or ham, but Cubans jokingly call it nada de jamon -- no ham at all. Nowadays, however, most Cubans no longer have to rely on humor to replace a square meal. After the wrenching 1990s, when beef became a fond memory and few over the age of 7 got milk, the government has restructured the food industry and is reluctantly bending the rules of communism by allowing a limited free market in food. The result: Long rows of tomatoes, lettuce and other salad fixings now grow in fields outside the capital, where fresh vegetables used to be scarce. Watercress, spinach and parsley are piled high at the stands at Havana's farmers markets, along with okra, green beans and bell peppers. And a supermarket built for diplomats now attracts more Cubans than foreigners. Shortages remain acute outside Havana, especially in Guantanamo province and other parts of eastern Cuba suffering from drought. The United Nations World Food Program has provided $22 million to help feed children and pregnant and nursing women in eastern Cuba this year. But overall, the food crisis that peaked in 1993-94 after Cuba lost its Soviet meal ticket and U.S. trade sanctions were tightened is now easing as President Fidel Castro's government slowly works toward self-sufficiency. There is no question that Cuba is learning to feed itself, former U.S. Agriculture Secretary Mike Espy said early this month. There doesn't seem to be a food crisis here at all, he said after visiting cooperative farms and farmers markets in Cuba. Still, Cuban officials say much more must be done so that enough meat, fresh vegetables and starches reach every table. The 1990s crisis forced Cuba to learn how to feed itself, and the island now produces more of its own fruit, vegetables, grains and meats. It has also cultivated new trade partners to replace the socialist nations and their subsidies. Today, the average Cuban adult consumes 2,585 calories and 68 grams of protein daily, compared with 1,940 calories and 48 grams of protein in 1993. The World Health Organization recommends a minimum daily intake of 2,700 calories, and 20-30 grams of protein daily depending upon body weight. Basic items allocated to every Cuban by the government's monthly food ration are usually available. These include six pounds of rice, a pound of dried beans, six pounds of sugar, a pound of macaroni, a pound of soda crackers, a dozen eggs. The ration program, or Control of Sales for Food Products, was introduced in 1962, three years after Castro seized power, and although it was called provisional, it remains in force. It is laid out in the wallet-sized cardboard libreta, or notebook, assigned to everyone shortly after birth. At heavily subsidized prices, the ration provides each Cuban with about one-third of their monthly nutrition for about $1.25. Meat products are on the ration list but often don't appear in stores for months, and when they do, their content can be mysterious. Apart from jamonada, there's a watery gray textured picadillo, containing much soy protein but minuscule amounts of the ground beef contained in true picadillo -- a traditional dish. The government says last year it spent about 30 percent more than in 1999 on ration subsidies. While availability still varies in provincial areas, Havana's 2 million residents at least can count on a monthly average of 33 pounds of starchy staples known collectively as viandas: potatoes, sweet potatoes and plantains. To increase fish production, Cuba recently started three breeding farms projected to yield 15,000 metric tons annually by 2005. The hard times that followed the demise of the Soviet bloc 12 years ago were officially called the special period. Particularly hard hit was Cuba's cattle industry, which depended on eastern European feed, fertilizer for grazing fields, milking machines and technical support. Cuba started importing more food through foreign subsidiaries of U.S. companies like Central Soya, Del Monte and International Multifoods, especially wheat, corn, rice and oils. Contrary to news accounts, many of the marchers were young. When they got to the jail they tried to tear the fence down. March Monitors restrained them, believing this could be a trap set by the Belgrade authorities, who are increasingly isolated, under harsh pressure from NATO to produce results, and desperate. Once these 'Democrats' promised great improvements if Yugoslavia stopped opposing NATO. During the week of June 11, Attorney Black was in Belgrade on behalf of the International Committee to Defend Slobodan Miloshevich. His goal: to determine the facts concerning the arrest and detention of Mr. Miloshevich and to report his conclusions to the ICDSM and to the public. FINDINGS The following findings are based on Mr. Black's report, as well as other well-known facts: After meeting with Mr. Toma Fila, counsel for Mr. Milosevich, with officials of the Ministry of Justice, with the Deputy Presiding Judge of the Belgrade District Court and with the Investigative Judge and others involved in Mr. Miloshevich's case, it is clear that
