Nazi Germany's Night of Infamy: The Launch of
Operation Barbarossa

MOSCOW, Jun 21, 2001 -- (Agence France Presse) Before
Pearl Harbor there was Brest-Litovsk. Late in the
night of June 21, 1941, German sentries patrolling the
international bridge between the German and Soviet
zones of occupied Poland, instead of saluting their
Soviet counterparts, shot them dead.

The killings were the signal for Operation Barbarossa,
which was, and remains, the biggest military attack in
history.

Germany and its Axis partners pitched more than three
million troops, 600,000 vehicles, 750,000 horses,
3,580 tanks and 1,830 planes against the Soviet Union
along a 1,800-mile (2,900-kilometer) front stretching
from the Arctic to the Black Sea.

Like the United States, the Soviet Union had chosen to
remain on the sidelines of the war in Europe, adopting
an official policy that the conflict was one between
capitalist-imperialist powers who should best be left
to tear themselves apart.

Joseph Stalin had believed that the Nazi-Soviet
non-aggression pact signed in August 1939 made him
safe from Hitler's attentions.

Indeed, as the Wehrmacht and troops from Romania and
Finland crossed into Soviet territory, Soviet ships
were still ploughing through the Baltic Sea to supply
Germany with goods under various trade deals.

Stalin was thrown into a state of shock and incapable
of taking a coherent decision for two days, the
address to the nation the next day being made by his
foreign minister Vyacheslav Molotov.

The dictator had received numerous warnings of
Hitler's intentions, notably from the spy Richard
Sorge based in Tokyo who had contacts in the foreign
ministry there, but had chosen to ignore them.

Hitler's biggest ally, the Italian dictator Benito
Mussolini, was informed of the attack only after it
had started but promptly declared war on the Soviet
Union, as did Romania, Slovakia, Croatia, Hungary and
Finland.

The 4,500,000 defenders deployed along the Soviet
Union's western flank were totally unprepared and
suffered massive losses as German forces drove across
the Bug river.

Within a day they had lost more than 500 planes while
destroying only a dozen or so German aircraft, and
within three days the world's largest air force had
been reduced to a remnant.

Hitler's strategic objective was to smash Soviet
communism forever and create Lebensraum -- German
territories -- in the east, forming a thousand-year
Reich that would stretch from the Atlantic to the
Caucasus.

Launching his lightning strike he hoped to secure a
quick victory and drive to the Ural mountains before
winter.

The immediate objectives were Leningrad, Moscow and
Kiev, with an army group directed at each of the key
cities.

Within a week German troops had captured Minsk, the
capital of Belarus 200 miles inside Soviet territory,
and by September had reached the Dniepr river,
Smolensk and the outskirts of Leningrad.

But with Stalin assuming overall command of the Red
Army and introducing a draconian disciplinary regime
in which defeatism and rumor-mongering were deemed
criminal offenses punishable by death, the German
advance slowed while Soviet forces were able to
regroup.

Then on December 7, 1941 Japanese warplanes attacked a
naval base at Pearl Harbor in the Pacific Ocean,
bringing the United States into the war, and Hitler's

divide Macedonia, preparatory to breaking away from
Skopje altogether.

in 1999, are cast in the role of trusting naifs who
have been duped by the wily Albanian separatists
they've worked in unison with for over three years.
That this is simply preparing the groundwork for what
NATO has intended all along - the military occupation
of more of the Southern Balkans, the consolidation of
its position of 'indispensible peacemaker/peacekeeper'
- is not only indisputable, but a replay of what it
did two years ago.

West Seeks to Salvage Macedonia Peace Talks

SKOPJE (Reuters) - Western envoys weighed in on
Thursday to try salvage peace talks in Macedonia amid
suspicions among diplomats that Albanian politicians
may be seeking to draw in NATO to police a partition
of the fragile country.
NATO special envoy Peter Feith was in the capital
Skopje and the European Union's Foreign Affairs chief
Javier Solana decided to make a flying visit after
Macedonian President Boris Trajkovski said the
week-long talks were ``totally deadlocked.´´
Diplomats said Macedonian and ethnic Albanian
negotiators had agreed to resume talks on Thursday
evening on finding a way to persuade ethnic Albanian
rebels who have taken control of territory in the
north of Macedonia to lay down their weapons.
But despite heavy Western pressure, which continued at
a dinner hosted by Trajkovski on Wednesday evening,
the Albanians were sticking to demands for radical
constitutional changes which diplomats said amounted
to a federalization of the state.
``There is no one in the international community who
thinks their position is reasonable,´´ said a
diplomatic source.
``If they think we are going to help them create a
federal Macedonia they should think again.´´
The rebels, who took up arms four months ago, say they
only want to improve the rights of Macedonia's
Albanian minority.
But the diplomat said the Albanian politicians, by
demanding a veto for the one-third minority on all key
government decisions, may be trying to stall the talks
beyond the end of a cease-fire due to last until next
week.
ALBANIANS PLAYING FOR TIME?
Their aim could be to persuade NATO, which ordered
preparations for a limited operation in Macedonia once
a peace deal is done, to intervene to separate the two
sides, knowing that it is desperate to prevent another
all-out Balkan war.
``There´s a suspicion that that´s what they want...to
play for time to get NATO in there to police the
demarcation lines, and we are making it crystal clear
that that is not going to happen,´´ he said. ``That´s
why (NATO Secretary-General George) Robertson sent the
second letter.´´
The letter, sent to Trajkovski on Wednesday after NATO
ambassadors in Brussels agreed the outlines of an
operation involving about 3,000 troops, underlines
that there must be a durable cease-fire before there
can be a NATO force.
``The mandate of a possible NATO operation would be
confined to the collection of weapons and the forces
would deploy for a limited duration,´´ it said.
``Under no circumstances will we allow the mission of
this force to be expanded or altered.´´
The leader of the biggest Albanian party, Arben
Xhaferi, rejected allegations his side was seeking to
split the country and reiterated demands for
international mediation.
``I want to make it clear that we haven´t demanded
federalization of Macedonia,´´ he told Zeri newspaper
in the neighboring mainly Albanian Serbian province of
Kosovo. ´´But we demanded that, without
federalization, certain mechanisms be found to defend
Albanian interests, interests that were extremely
marginalized in the past,´´ he said.

 June Assembly  Economic Disruption Campaign
 
 
 On June 16th, delegates from more than 100 union locals, social justice,
 community, student  anti-poverty organizations met in Toronto and engaged
 in day-long strategy sessions for a Campaign of Economic Disruption
 against the Harris Government. Activists and organizers came from as far
 afield as Montreal, North Bay, Sudbury, Windsor, and Chicago.
 
 Discussions were broken up first along sectoral and then geographic lines
 to facilitate the building of a province-wide network of organizers
 committed to the campaign. It should be noted that the excitement and
 enthusiasm demonstrated by all in attendance once again proved the
 movement against Harris is moving in a serious and effective direction.
 
 Amongst other inspiring commitments, participating delegates will mobilize
 for:
 
 - an extensive and escalating print campaign (posters, stickers, buttons,
 etc.)
 
 - a speaking tour across the province, continuing to recruit union locals
 and social justice organizations to the campaign
 
 - a campaign to bring forward commitment resolutions at union locals for
 workplace actions
 
 - targeting actions at specific corporations that have benefited most
 under the Harris government
 
 - highschool and university walk-outs, in some cases to coincide with and
 strengthen workplace actions
 
 - the complete shut down of Toronto's financial district on October 16th

 OCAP Allies  Support

 Yesterday the Canadian Union of Public Employees (CUPE) Ontario
 contributed $3,500 to OCAP, demonstrating their on-going commitment and
 resolve to escalating the fight against Harris, while today, CUPE Local
 3903 members spontaneously donated more than $200 cash our of their own
 pockets.
 
 The Canadian Federation of Students Ontario (CFS-O) this past weekend at
 their annual conference unanimously endorsed the campaign of economic
 disruption against the Harris government. The CFS-O went a step further in
 committing to a province-wide strike, as well as incorporating into its
 own strategy a campaign entitled Unfit to Govern, which will provide
 student associations with resources to participate in the OCAP campaign.
 
 The membership of OCAP would like to also thank everyone not mentioned
 here who has been sending support and solidarity. However, in a fight like
 this OCAP is in desperate need of more.
 
 
 Arrests  Harassment
 
 
 Following the June 15th Assembly in Christie Pits last week, two OCAP
 organizers and three members remain in jail:  John Clarke, Sue Collis,
 Sean Lee-Popham, Omid Zarian, and AJ Withers.
 
 John Clarke, who was arrested outside the OCAP Dundas-Sherbourne office on
 Friday morning, appears in bail court on Thursday June 21st in Oshawa, in
 connection with the eviction of Jim Flaherty's constituency office in
 Whitby.

BELGRADE -- Yugoslavia's reformist leaders said on Thursday they would
withdraw a bill on cooperation with the U.N war crimes court after they
failed to resolve differences over the measure with their partner in
government.

The junior partner, the Montenegrin Socialist People's Party (SNP), said
it was sticking by its stance of opposing any law allowing war crimes
suspects like ex-president Slobodan Milosevic to be transferred to the
tribunal in The Hague.

The SNP, a one-time coalition ally of Milosevic's Socialists, insists
the tribunal is biased and that no suspects should be transferred to it.

It is ridiculous to demand that we change our minds and act against our
convictions, Predrag Bulatovic, head of the Montenegrin lawmakers, said
after talks failed.

Serbia's DOS [capitalist] reform alliance, the senior partner in the
coalition, needs SNP support to pass the law, which is widely seen as
crucial to securing badly needed Western funds for Yugoslavia at an
international donors' conference next week.

Zdenko Tomovic, one of Milosevic's lawyers, claimed that a helicopter
was ready to transport Milosevic out of his jail and hand him over to
the tribunal authorities.

A parliamentary session to discuss the law had been scheduled for
Thursday but was moved to Friday to give the two sides more time to look
for compromise. Reformers said the bill would now be removed from the
agenda.

[However, a]n anonymous source quoted by the English language newsletter
VIP said something important could take place in the coming days.

The VIP newsletter, quoting an anonymous source, said the DOS had
decided to go ahead regardless with the extradition of Milosevic, if the
SNP maintained its opposition.

It is almost certain that something important will happen in the next
few days, the bulletin said.

Yugoslav President Vojislav Kostunica said on Wednesday that the law
could simply be withdrawn [!!] if the SNP refused to back it, and on
Thursday, Serbian Prime Minister Zoran Djindjic echoed that statement.

possible bomb attack. 
 
 President Putin's personal security will also be stepped up because of a 
possible threat from Chechen rebels, say his bodyguards. 
 
 
 
 Italian senators made their objections clear as Mr Berlusconi spoke
  
 Mr Putin's bodyguards have already visited Genoa and met the heads of 
special services from nearly all the countries being represented there, said 
Russian security chief Yevgeny Murov, head of the FSO. 
 
 Each special service works out its own method of providing security these 
days. Russia's Foreign Intelligence Service renders enormous assistance to 
us, and we are in a permanent contact with them, he said in an interview 
with the Russian newspaper Komsomolskaya Pravda. 
 
 He said his agency was aware of the Bin Laden threat, and was making its 
Genoa preparations in the light of them. 
 
 We view the threats as totally serious, but hope that with joint efforts we 
can solve all the problems, said Murov. 
 
 Leaders from Italy, France, Canada, the UK, Japan and Germany will also be 
at the two-day summit, which starts on 20 July. 
 
 Italian authorities are preparing a huge force of 20,000 police and 
soldiers, backed by the threat of tear gas, water cannon and a formidable 
array of military hardware. 
 
 Italian plans

 Practice 'war games' being held
 Tear gas and water cannon lined up
 15 helicopters, four planes, seven naval boats
 Rooftop squads, hidden cameras, satellite surveillance
 Presidents Bush, Chirac based on aircraft carriers 
 A ring of steel will be imposed on the city. Railway stations and motorway 
junctions will be closed, and flights into Genoa diverted. 
 
 In the city itself, the streets around the summit venue have been declared 
as a red zone, and will be blocked off by dozens of armoured vehicles. 
Outside the red zone, some areas will be set aside for protesters to make 
their views known. 
 
 Italian Prime Minister Silvio Berlusconi has said he wants dialogue with the 
protesters, and stresses the legimitate right of people to make their views 
known, but he has warned them that violent extremists will be isolated and 
not be allowed to do harm. 
 
 Aircraft carriers 
 
 As the security operation continues to build up, some organisers are still 
reported to be keen to switch the summit venue to a cruise ship, which would 
be moored safely out at sea somewhere along the Italian Riviera. 
 
 At least two conference leaders - President Bush and French President 
Jacques Chirac - are already planning waterborne accommodation. Both will 
stay on aircraft carriers while attending the summt. 
 
 Concern about security has deepened since events in Gothenburg, when Swedish 
police appeared to be overwhelmed by the scale and depth of violence. 
 
 A lavish dinner had to be cancelled and some delegations had to switch 
hotels after police said they could no longer guarantee their safety. 
 
 Three protesters were shot and dozens of police officers were hurt.

Commenting on this event, Prime Minister M.Kasyanov stated
that this important step lays one more “brick in the base of economic reforms
in Russia.”

This is really so. Making land trade possible is an act as unpopular
as the liberalisation of the prices, privatisation of the industry or the home
ownership reform. As in all the previous reforms, all the chatter concerning
the search for a “assiduous owner,” “attracting investments” are a propagandist
fraud of the right from the “we’ll give two cars each”
series.

Their aim is to enter a new stage of dividing the people into
masters and slaves— through land ownership relations.

For the new lords it is no longer sufficient to have bank
accounts, Mercedes cars and luxurious apartments; they want to own forests,
agricultural fields, and whole residential areas. They want to renew the
breathing space for the Russian financial speculators, brought up on
hierarchies of the Short-term State Bonds [the system resulting in state debts
that lead to state bankruptcy], and for their foreign tutors.

This land reform should more correctly be called not a brick, but
a stone— hanging around people’s neck. Majority of population is not in
possession of money to “move” into the last resort, the free plot of four
square metres at the graveyard.

Russian Communist Workers’ Party states that the government’s
version of the Land Code is against the will of the people, is directed against
Russia, and is being imposed forcibly on the society. In fact, this is a step
towards the civil war.

Soon, there will be nothing to lose.

It is necessary to prepare for an appropriate response in order to
get back everything that the marauders took away from the people.

Reuters. 21 June 2001. Bosnian Serb Camp Commander Acquitted of
Genocide.


THE HAGUE, Netherlands -- A Bosnian Serb accused of commanding a
notorious detention camp where hundreds of Muslims and Croats were
killed, tortured and raped was acquitted of genocide Thursday.

Dusko Sikirica, alleged commander of Keraterm camp, had pleaded not
guilty to genocide, complicity to commit genocide, crimes against
humanity and violating the laws or customs of war.

He was the first camp commander in Bosnia to face the Yugoslavia war
crimes tribunal on a genocide charge.

After the prosecution ended its case on June 1, the defense said it
would seek acquittal.

That triggered Thursday's hearing, at which judges cleared Sikirica, 37,
of genocide and complicity to commit genocide.

His trial continues on the other charges, with the defense due to begin
its case next Wednesday.

The defense submissions are allowed because the prosecution has failed
to prove the intent to destroy in whole or in part a national, ethnic,
religious or racial group as such, Judge Patrick Robinson told a
special hearing.

It was the second time judges at The Hague-based International Criminal
Tribunal for former Yugoslavia had acquitted a defendant of genocide,
the most serious war crimes charge. Proving genocide means judges must
be convinced the accused acted with the intent to decimate a population
group.

Sikirica is on trial together with two other Bosnian Serbs, Damir Dosen
and Dragan Kolundzija, who prosecutors say supervised shifts of guards
at Keraterm camp.

Dosen and Kolundzija plead not guilty to crimes against humanity and
violating the laws or customs of war.

BELGRADE -- An official of an international committee set up to defend
Slobodan Milosevic Thursday warned of catastrophic consequences for
Yugoslavia if the former president is handed over to the UN war crimes
tribunal in The Hague.

Be sure that misery, poverty, famine and total destruction would
prevail in the country if Milosevic is sent to The Hague, said Mikhail
Kuznecov, deputy chairman of the International Committee for the Defense
of Slobodan Milosevic.

Do not have any illusions that the United States or NATO will give you
money and help you rebuild your economy? he told reporters.

The committee was set up on March 24, just a week before Milosevic's
arrest by Belgrade reformers on charges of abuse of power and
corruption, to clear the ex-president's name over the war crimes
indictment by the International Criminal Tribunal for the former
Yugoslavia (ICTY).
NATO is aiming to destroy Yugoslavia and its citizens, Kuznecov said,
adding that Milosevic is in prison since he was the only one to
confront the Alliance, and even managed to stop it.

He said that no law can legalise Milosevic's extradition to ICTY, as
the move is clearly banned by the Constitutions of Yugoslavia and
Serbia.

The committee, chaired by Bulgarian MP Velko Valkanov, and grouping
figures like former US Attorney General Ramsey Clark and writer Harold
Pinter, said it has members from 20 countries throughout the world.

Its activities are supported by more than 600 prominent figures from 30
countries, said a statement on its website
(www.predsednikmilosevic.com).

Kuznecov said the committee has set up an international working group to
monitor legal procedures against Milosevic, led by Canadian lawyer
Christopher Black, who had visited the former president in prison last
week.

Black was among the lawyers who in 1999 brought war crimes charges
against NATO leaders for the bombing campaign on Yugoslavia.

Yugoslav president gives up on war crimes law

Belgrade - The most powerful political group in Yugoslavia, the Democratic
Opposition of Serbia (DOS), apparently conceded defeat to its tiny partners
in the Yugoslav government coalition Wednesday and gave up on a federal law
that would allow the extradition of war crime suspects.

Statements from top DOS officials seemed to indicate uncertainty over the
next step, with three options still in play - concessions to the partner,
the Montenegrin Socialist People's Party (SNP); a Serbian instead of federal
law; and cooperation with the war crimes tribunal without any law.

The bill, originally scheduled for debate in the Yugoslav parliament
Thursday, will probably be withdrawn amid clear warnings from the SNP that
it would not give it the necessary support, Yugoslav President Vojislav
Kostunica told reporters in Budapest.

Kostunica hinted that the Serbian government might be forced to deal
independently with the tribunal in The Hague as well as take responsibility
for extraditions.

It is important that we have a legal basis for the cooperation with The
Hague tribunal said Kostunica, who was in Budapest on a one-day visit to
Hungary.

Because of the current difficulties, we are thinking of some sort of
initiative ... by the Serbian government [allowing] cooperation with the
Hague tribunal to go on, he added.

Serbian Prime Minister Zoran Djindjic, one of the most influential leaders
in the 18-party DOS coalition, said the bill should not enter into debate
without support secured in advance. He told reporters that the legislation
might be transferred to the Serbian level but the proposal still has no
majority support within DOS.

The debate in both parliamentary chambers would most probably be
postponed until Friday, giving judicial committees another day to find an
agreement, Federal Justice Minister Momcilo Grubac told the Beta news agency
late Wednesday.

He refused to say outright if the bill had definitely.

Consultations between DOS and SNP are still under way, Grubac Said.
Nothing has been decided yet.

Chairman of the lower parliamentary chamber, DOS' Dragoljub Micunovic, told
Beta that no announcement would be made before Thursday, with the debate
still officially set to begin at 11 a.m.

Serbian Justice Minister Vladan Batic hinted at a possible concession to the
SNP, in which the law would be a federal one, but the decision on possible
extraditions would be transferred to the Yugoslav republics, Serbia and
Montenegro.

The SNP, which used to be allied with former president Slobodan Milosevic -
the main target of the war crimes tribunal - has been stubbornly against the
legislation, fearing that if it supports the bill, it would lose its support
among hardline voters.

But Federal Interior Minister Zoran Zivkovic said Tuesday that it would be
better to give up on the law entirely because the U.N. statute that
established the war crimes tribunal and Yugoslav membership in the United
Nations secured the legal grounds for the extraditions.

Such a move would not only bring about Serbian cooperation with the
tribunal, but also would force Serbia's government to work with President
Milo Djukanovic's future administration in Montenegro, which was still not
in place nearly two months after April elections.

Any delays might prove painful for impoverished Yugoslavia because the West
was demanding clear signals that Belgrade will work with the tribunal before
it continues to provide urgently needed aid.

The international donors conference for Yugoslavia on June 29 in Brussels
would be the key indicator, politicians and analysts have said.

The United States has yet to decide whether to take part in the donors
conference as it waits for the fate of the troubled bill, and some of the
other big donors, like Canada and Japan, are expected to follow its lead.

Meanwhile, Milosevic proclaimed from prison that he was the moral winner
over DOS.

In his first interview since his April 1 arrest on corruption charges, he
said DOS, which he termed the extended arm of NATO, had pursued him
because of his fight against the West - because I stopped NATO, he told
the weekly Nedljeni Blic, referring to the aerial campaign the alliance
undertook to force Belgrade into accepting a peacekeeping presence in Kosovo
two years ago.

The corruption investigation was completed last week, and the case was
turned over to prosecutors, who have yet to decide on pressing charges
against Milosevic, but the focus is on the indictment the Hague tribunal
raised against him in May 1999.

VIEQUES -- Security officials detained two protesters Wednesday after
they allegedly ignited a warning flare from the edge of the Vieques
island firing range, forcing Navy jets to abort a bombing exercise.

Lt. Cmdr. Katherine Goode, a Navy spokeswoman, said that around 1 p.m.,
as jets were flying in for the first bombing sortie of the day, two men
were spotted and one let off a flare.

She would not give more details, but the Navy has been dropping 25-pound
and 500-pound dummy bombs since it resumed exercises here on Monday.

The two protesters were detained, and Goode said the Navy was closing
the range temporarily to search for other trespassers.

We won't reopen the range until they've done a thorough enough sweep to
ensure there's nobody else out there, she said.

The Navy previously has insisted that its land was free of protesters
before it started bombing runs, while activist groups have published the
names of protesters they said were on range.

Protest leader Robert Rabin said it was not the first time protesters
were there when the jets came over.

This has been constant, he said. The Navy won't admit it. They're
still saying there are no people out there.

Rabin, who keeps in contact with protesters in Navy land, said the
protesters also had placed a large sign declaring Fuera la Marina --
Navy get out.

Meanwhile, the Navy said that a destroyer participating in the
exercises, the USS Ross, struck and killed a whale.

Sailors had received special courses in spotting whales, but the animal
was submerged when the ship hit it Monday, Navy spokesman Bob Nelson
said.

Sailors spotted the carcass floating in the water, Nelson said. It was
not clear what type of whale it was. It's an unfortunate accident, he
said.

Germany is gripped by fears of a recession after leading economic
institutes further downgraded growth potentials for the worlds third
largest economy for the third time this year.

A business slump just months before the introduction of the common
currency would spell disaster for the euro on e-day come 1 January 2002.

The headline on the front page of the Bild Zeitung, Germanys
biggest-selling newspaper, said it all: Banks worried about Germanys
economy - is a recession on the way?

These fears are being fuelled by eminent financial minds such as Hans
Reckers, president of the state bank of Hessen, who said: We certainly
cannot rule out a recession.

Business analyst, Paul Hoffmann, from Berlin, said: A recession before
e-day would be the financial equivalent of the D-Day invasion being
stopped on the beaches - and just as bloody.

Germany experienced a 3.6 per cent inflation hike in May, some of it
directly attributable to the euro as unscrupulous retailers and
wholesalers used the dual marks-euro pricing system to swindle
consumers.

But the damaging data from leading economic institutes that further
downgraded Germanys ability to grow is far more worrying.

This means Chancellor Schrders bid to get unemployment down by 500,000
to 3,500,000 before the years end will be an impossibility.

Unemployment expert Joachim Scheide, of the Institute for Economics,
said: The government will almost certainly not attain its target of
substantially cutting the jobless queues.

Sluggish consumer demand and pressures from the US, where interest rates
have been cut five times this year, are stoking the concerns that
slowdown could eventually translate into a damaging recession.

Recession looks more and more likely with every new round of downward
revisions in the economic growth forecasts, said a pessimistic report
in the influential Frankfurter Allgemeine Zeitung.

Russian President Vladimir Putin briefed Chinese President Jiang Zemin on

Jiang thanked Putin for the briefing, and Putin voiced thanks for the
hospitality during the Shanghai Cooperation Organization Summit. The two
expressed a common aspiration to meet again in Moscow during Jiang's state
visit to Russia, which is scheduled for July this year, said the
spokeswoman. 
The telephone conversation demonstrates the close and friendly relationship
between the two countries, she added.
During Jiang's forthcoming visit to Russia, the two presidents will sign a
treaty promoting good-neighbourly friendship and cooperation, Zhang said.
This treaty represents the common aspiration of the two peoples in
maintaining everlasting friendship, and shows the fact that the all-round
development of Sino-Russian relationship serves the fundamental interest of
the two peoples and helps safeguard peace, stability and development of the

Taiwan's testing of US-made Patriot missiles Wednesday morning will only
sharpen tense relations across Taiwan Straits, Chinese experts and military
analysts have warned.
Taiwan test-fired three US-made Patriot missiles, which the island bought
from the United States, for the first time Wednesday at a military base of
the island's Pingdong region.
Purchases and deployments of advanced weapons by the authorities in Taiwan
threatens to jeopardize reunification of China, experts said.
According to Xinhua, this is the first time the Patriot missiles have been
test-fired outside the United States and the first time the Taiwanese
military has fired missiles of this kind.
The three missiles intercepted a target plane and a target missile.
The test-firing will continue Thursday and Friday, and on June 26.
The Taiwan authorities' recent purchase of advanced weapons for potential
use against the Chinese mainland have revealed that they oppose the
reunification of China, said Yu Keli, deputy director of the Institute of
Taiwan Studies under the Chinese Academy of Social Sciences.
Yu warned that Taiwan should realize test-firing of missiles will only put
the island in a more precarious position.
It is absurd for the Taiwanese authorities to provoke the Chinese mainland
with its small arsenal of advanced weapons, said Luo Yuan, research fellow
with the Department of Strategy Studies under the Academy of Military
Sciences of the People's Liberation Army (PLA).
Asked to comment on Taiwan's Patriot test-firing on Tuesday, Chinese Foreign
Ministry spokeswoman Zhang Qiyue said China opposes sales of advanced
weapons to Taiwan.

Cuba puts own food on tables in sign of new self-sufficiency

HAVANA -- Lurking among the rice, beans and cooking oil in every Cuban's
ration book is something called jamonada. It's supposed to contain jamon, or
ham, but Cubans jokingly call it nada de jamon -- no ham at all. Nowadays,
however, most Cubans no longer have to rely on humor to replace a square
meal.

After the wrenching 1990s, when beef became a fond memory and few over the
age of 7 got milk, the government has restructured the food industry and is
reluctantly bending the rules of communism by allowing a limited free market
in food. The result: Long rows of tomatoes, lettuce and other salad fixings
now grow in fields outside the capital, where fresh vegetables used to be
scarce.

Watercress, spinach and parsley are piled high at the stands at Havana's
farmers markets, along with okra, green beans and bell peppers. And a
supermarket built for diplomats now attracts more Cubans than foreigners.

Shortages remain acute outside Havana, especially in Guantanamo province and
other parts of eastern Cuba suffering from drought. The United Nations World
Food Program has provided $22 million to help feed children and pregnant and
nursing women in eastern Cuba this year. But overall, the food crisis that
peaked in 1993-94 after Cuba lost its Soviet meal ticket and U.S. trade
sanctions were tightened is now easing as President Fidel Castro's
government slowly works toward self-sufficiency. There is no question that
Cuba is learning to feed itself, former U.S. Agriculture Secretary Mike
Espy said early this month. There doesn't seem to be a food crisis here at
all, he said after visiting cooperative farms and farmers markets in Cuba.
Still, Cuban officials say much more must be done so that enough meat, fresh
vegetables and starches reach every table.

The 1990s crisis forced Cuba to learn how to feed itself, and the island now
produces more of its own fruit, vegetables, grains and meats. It has also
cultivated new trade partners to replace the socialist nations and their
subsidies.

Today, the average Cuban adult consumes 2,585 calories and 68 grams of
protein daily, compared with 1,940 calories and 48 grams of protein in 1993.
The World Health Organization recommends a minimum daily intake of 2,700
calories, and 20-30 grams of protein daily depending upon body weight.

Basic items allocated to every Cuban by the government's monthly food ration
are usually available. These include six pounds of rice, a pound of dried
beans, six pounds of sugar, a pound of macaroni, a pound of soda crackers, a
dozen eggs.

The ration program, or Control of Sales for Food Products, was introduced in
1962, three years after Castro seized power, and although it was called
provisional, it remains in force. It is laid out in the wallet-sized
cardboard libreta, or notebook, assigned to everyone shortly after birth.

At heavily subsidized prices, the ration provides each Cuban with about
one-third of their monthly nutrition for about $1.25. Meat products are on
the ration list but often don't appear in stores for months, and when they
do, their content can be mysterious. Apart from jamonada, there's a watery
gray textured picadillo, containing much soy protein but minuscule amounts
of the ground beef contained in true picadillo -- a traditional dish.

The government says last year it spent about 30 percent more than in 1999 on
ration subsidies. While availability still varies in provincial areas,
Havana's 2 million residents at least can count on a monthly average of 33
pounds of starchy staples known collectively as viandas: potatoes, sweet
potatoes and plantains.

To increase fish production, Cuba recently started three breeding farms
projected to yield 15,000 metric tons annually by 2005.

The hard times that followed the demise of the Soviet bloc 12 years ago were
officially called the special period. Particularly hard hit was Cuba's
cattle industry, which depended on eastern European feed, fertilizer for
grazing fields, milking machines and technical support.

Cuba started importing more food through foreign subsidiaries of U.S.
companies like Central Soya, Del Monte and International Multifoods,
especially wheat, corn, rice and oils. But then, in 1992, the United States
tightened its embargo with the Cuban Democracy Act, barring the American
subsidiaries from selling to the island. Cubans began

Wants.

On Saturday, June 16 a huge crowd rallied and marched 7 kilometers to the 
Belgrade jail. Protesters demanded:

* No extradition to the Hague Tribunal! * Keep Kosovo in Serbia! * End 
Repression in Serbia! * End destruction of Yugoslav economy! * Free Slobodan 
Milosevic Now! 

People on the scene estimated about 50,000 were at the rally. This writer 
spoke by mobile phone to march Monitors who waited two hours for everyone to 
pass a given point. It was a very big demonstration. 

The marchers were driven by a passion for justice that elicited a like 
response from tens of thousands of onlookers. They cheered from balconies or 
joined in the streets, swelling the ranks as protesters marched to the jail 
where Slobodan Milosevic has been held 10 weeks without evidence, without 
charge, imprisoned, as prosecutors have now admitted, for the crime of 
resisting NATO. The mass media in Yugoslavia broadcasts ever more bizarre 
rumors of war crimes while leaders in Washington, Berlin and London, who 
committed the real war crimes of creating the terrorist Kosovo Liberation 
Army and bombing Yugoslavia, yank the strings of the Belgrade authorities.

Contrary to news accounts, many of the marchers were young. When they got to 
the jail they tried to tear the fence down. March Monitors restrained them, 
believing this could be a trap set by the Belgrade authorities, who are 
increasingly isolated, under harsh pressure from NATO to produce results, and 
desperate. 

Once these 'Democrats' promised great improvements if Yugoslavia stopped 
opposing NATO. Now, in the ruin of the Yugoslav economy, they threaten 
disaster if Yugoslavia doesn't give Washington everything it wants.

Belgrade is disgusted. What have the 'Democrats' delivered? 

* Sky high prices - the cost of electricity now vastly exceeds wages; (1) 

* Arbitrary rule - the 'police' who tried to arrest Slobodan Milosevic March 
28 had women's stockings pulled over their faces like minor actors in a 
gangster film. (2) 

* The dismantling of Yugoslav industry under the guise of repaying foreign 
debts via a Donors [read: Creditors'] Conference; (3) 

* And the threat that thousands who defended their country in the honorable 
Yugoslav Army will now be arrested on rumor of war crimes and possibly sent 
to what most Yugoslavs consider the Serb-killing Court at the Hague. (4) 

Several leading members of the International Committee to Defend Slobodan 
Milosevic (ICDSM) were in town to attend the demonstration. The ICDSM 
sponsors the petition to FREE MILOSEVIC! which Emperor's Clothes has been 
hosting. (5) 

These ICDSM members formed a temporary Working Committee and met Sunday the 
17th, after which they issued the report below, which speaks eloquently, and 
for itself.

OUTRAGE TO JUSTICE: THE CASE AGAINST SLOBODAN MILOSEVIC

Belgrade, June 17, 2001 

The International Committee to Defend Slobodan Milosevic (ICDSM) Working 
Committee has considered and accepted the preliminary report presented by 
Christopher Black, after his week long mission in Belgrade. 

CHRIS BLACK'S CREDENTIALS

Mr. Black is a Canadian lawyer with a great deal of experience with and 
knowledge of the so-called International War Crimes Tribunals. He has written 
several papers on their structure, financing and role in the New World Order. 

Mr. Black is one of the group of lawyers, led by Professor Michael Mandel, 
who in May, 1999 brought war crimes charges against NATO leaders and 
officials for their responsibility for the criminal aggression against 
Yugoslavia. 

During the week of June 11, Attorney Black was in Belgrade on behalf of the 
International Committee to Defend Slobodan Miloshevich. His goal: to 
determine the facts concerning the arrest and detention of Mr. Miloshevich 
and to report his conclusions to the ICDSM and to the public. 

FINDINGS

The following findings are based on Mr. Black's report, as well as other 
well-known facts:

of the Ministry of Justice, with the Deputy Presiding Judge of the Belgrade
